Dear Mr. Caviness:
In response to the submittal of a State Stormwater: Permit Transfer Application Form received by our office on May 13,
2021, a Compliance Evaluation Inspection;was conducted on June 9 2021 at the Blackbridge Village Subdivision located
off Black Bridge Road near the Town of Hope Mills in Cumberland County. The purpose of the inspection was to ensure
compliance with State Stormwater Management Permit SW6140902, which was ,originally issued to Caviness Land
Development, Inc. on October 10, 2014 with a Minor Modification to the maximum. built -upon area per lot (3,000 square
feet/lot to 4,000 square feet/lot) approved on March 17, 2016. A copy of the Compliance Inspection Report is enclosed for
your review. As a result of the inspection and subsequent file review, it has been determined that the facility is compliant
with the conditions of the subject permit and approved stormwater management plans.

Inspection Summary:
Inspection conducted in response to submittal of a permit transfer application, which was received on May 13, 2021. The
transfer application is completed such that both the current and proposed permittee have signed the form. At the time of
inspection, the associated built -upon area (BUA) and Stormwater Control Measure (SCM) appeared to be
constructed/maintained per the permit and approved stormwater management plans. The dimensions of the SCM were
measured to match the proposed dimensions as listed in the Infiltration Basin Supplement form provided with the initial
permit application package. The slopes and bottom of the infiltration basin are sufficiently vegetated with no significant
slope erosion observed. Additionally, there was no standing water within the infiltration basin at the time of inspection.
This inspection report will be sent to the current permittee (Caviness Land Development, Inc) with a copy provided to tke
proposed permittee (Blackbridge Village Owners Association, Inc). Permit will be transferred to the proposed permittee
under separate letter.
