Ashley Furniture Industries Inc. planned a groundbr eaking ceremony Wednesday for the biggest phase of an $80 million home furnishings complex near the Da vie County town of Advance. Wisconsin-based Ashley Furniture announced a year a go it is building a new production and distribution site employing 550 workers in five years. The privately owned company could receive special t ax breaks of up to $4 million in addition to standa rd breaks for job creation and investment. State legis lators approved a further tax break in 2011 they sa id was aimed at attracting an Ashley operation that co uld grow to about 1,100 workers. Sh eet C-5.01 was updated to reflect the change in the rip rap filter in the forebay baffle. C-5.02 was revised to show the sed iment cleanout depth at 12” on the forebay section, the sediment gauge detail was revised accordingly as well, and t he rip rap filter detail was revised to more accura tely represent it’s construction. Two details on C-5.03 were rescaled to more clearly represent the construction requirem ents. I will send the 11x17 color exhibits in the mail to morrow. Let me know if you need anything else. First: Mr. Skvarla indicated that it was apparent t hat the Chairman of Ashley Furniture is very please d with the leadership and responsiveness that DWQ has shown wo rking with Ashley Furniture and genuinely feels goo d about working with us. Both the Chairman of Ashley Furni ture and Mr. Skvarly believe I had something to wit h that, which I readily excepted credit for, even though we all kno w otherwise. There’s something to be said for simp ly agreeing with Sue and Annette in front of a customer. But the te am player I am - why give anyone else credit for a good report. After all 2 hours earlier my team was ready to throw me o ver the roof of Green Square if the news was bad. I believe that Mr. Skvarla wanted to personally convey that to Chuck – rather than over the phone. So Team – keep up the good work! Second: The Chairman of Ashley Furniture wanted to get a commitment from DENR (i.e., Mr. Skvarla) that DWQ would allow Ashley Furniture to install the infrastructur e for the second and third phase of the project und er this permit. A subsequent conversation with Mike Moran, with Ashle y Furniture, myself, Ted and Chuck assured Mike tha t it was not unusual for DWQ to allow developers to install the infrastructure for the second and third phase of th e project under one permit (provided it’s shown on the drawings and addressed in the application). On occasion that m ay require a request for a minor permit modification, but rarely would a developer be required to submit a major mo dification. Major modifications would be required for significa nt changes in either the amount of BUA or the size of BMP required – neither of which Ashley Furniture expects. Third: Ashley Furniture believes there might be an opportunity to use or at least restore some existi ng storm water control measures and wanted to know if DWQ was open to looking at using or restoring them. Not knowing the details I told Mike that we would be open to using or restori ng the devices, but without knowing more about the devices I couldn’t say with certainty that they would be able to and Ashley Furniture would need to determine th e cost effectiveness of providing new stormwater control m easures verses restoring existing systems. (I sinc e learned that the devices were put installed in the early 60s, back w hen Kennedy was President and the US had a balanced budget – so presumably they would require a major upgrade that might be cost prohibitive.) Thoughts: The Chairman of Ashley Furniture is a ha nds on, very involved chairman, within a top down c orporate culture. It’s likely that he sees DWQ in the same light – which explains why he wants John Skvarla pe rsonally involved and why he will probably continue to be involved un til we wrap this up. I’ve done some research on sediment yield and the i nformation available is pretty limited as it applie s to our situation – i.e. sediment yield from gravel parking areas, or d ensely developed areas. I first looked at the eros ion control manual. It outlines the minimum required sediment storage volu me for sediment basins for construction sites, but does not speak specifically to soil loss rates (inches/year), that would be useful for estimating cleanout frequencie s for a given sediment storage volume. Next, I looked briefly at the Revi sed Universal Soil Loss Equation, but that appears to be more applicable to the natural landscape and agricultura l lands and much less applicable to developed site conditions such as we normally deal with. I then came back to the Man ual and the sediment storage requirement for wet de tention ponds. Whereas the Manual does not provide guidanc e for sedimentation rates, it does require the one foot of sediment storage in the bottom, regardless of the p ermanent pool depth. This makes it difficult to ba ck calculate a sedimentation rate. Then I looked at a wet pond wi th permanent pool depth of 3 feet that would be req uired to serve the site, and calculated the storage depth in the b ottom 1 foot of the pond. This equates to roughly ¼” of sediment load per acre, or twice the 1/8” per acre required for s ediment basin design. We have agreed that the roof will not contribute to the TSS loading . The roof area accounts for 32.5 % of the drainage area. I would argue that TSS loading from the asph alt and concrete pavements will be negligible and w ill be limited to what is ‘tracked on’ for concrete, and ‘tracked on’ plus ‘surface wear’ for asphalt. In both cases ver y negligible. Asphalt and concrete pavements account for 37.0% of the dra inage area. There will be some TSS loading from gr assed areas, but much less than the 1/8” required for sediment b asin design. The grassed areas account for 21.6% o f the drainage 43 area. The majority of the TSS loading will come fr om the gravel paving areas. I have found nothing u seful for estimating TSS loading from this type surface. Maybe this is a good future research project for Bill’s stormwate r group! The gravel paving areas account for 8.9 % of the drainage area . Given the lack of data available for estimating the TSS yield from this watershed, I propose to treat sediment storage in the infiltration pond similar to what would be requ ired for a wet detention pond but with a minor diff erence. Given the rapid infiltration rate in the pond (weighted avera ge of 16.8 – 19.2 inches per hour), I believe the v ast majority of the TSS will be contained in the forebay, with little t o none getting to the main body of the pond. I pro pose allocating 20% of the pond area as the forebay. The pond is curre ntly sized for a 3 foot pool depth, which should yi eld a infiltration time of 1.8 to 2.1 hours. If we assume as sediment builds that the forebay ‘blinds’ and no longer inf iltrates, the remaining 80% of the pond will impound to 3.75 feet (assuming no infiltration during the storm), and t he resulting infiltration time increases to 2.3 to 2.7 hours. As we discussed previously, the design will bypass storm events larger than 1” to a spillway upstream of the pond, so any concern for re-suspension of sediment and flush ing into the main body of the pond should be minima l. I’ve done some research on sediment yield and the i nformation available is pretty limited as it applie s to our situation – i.e. sediment yield from gravel parking areas, or d ensely developed areas. I first looked at the eros ion control manual. It outlines the minimum required sediment storage volu me for sediment basins for construction sites, but does not speak specifically to soil loss rates (inches/year), that would be useful for estimating cleanout frequencie s for a given sediment storage volume. Next, I looked briefly at the Revi sed Universal Soil Loss Equation, but that appears to be more applicable to the natural landscape and agricultura l lands and much less applicable to developed site conditions such as we normally deal with. I then came back to the Man ual and the sediment storage requirement for wet de tention ponds. Whereas the Manual does not provide guidanc e for sedimentation rates, it does require the one foot of sediment storage in the bottom, regardless of the p ermanent pool depth. This makes it difficult to ba ck calculate a sedimentation rate. Then I looked at a wet pond wi th permanent pool depth of 3 feet that would be req uired to serve the site, and calculated the storage depth in the b ottom 1 foot of the pond. This equates to roughly ¼” of sediment load per acre, or twice the 1/8” per acre required for s ediment basin design. We have agreed that the roof will not contribute to the TSS loading . The roof area accounts for 32.5 % of the drainage area. I would argue that TSS loading from the asph alt and concrete pavements will be negligible and w ill be limited to what is ‘tracked on’ for concrete, and ‘tracked on’ plus ‘surface wear’ for asphalt. In both cases ver y negligible. Asphalt and concrete pavements account for 37.0% of the dra inage area. There will be some TSS loading from gr assed areas, 47 but much less than the 1/8” required for sediment b asin design. The grassed areas account for 21.6% o f the drainage area. The majority of the TSS loading will come fr om the gravel paving areas. I have found nothing u seful for estimating TSS loading from this type surface. Maybe this is a good future research project for Bill’s stormwate r group! The gravel paving areas account for 8.9 % of the drainage area . Given the lack of data available for estimating the TSS yield from this watershed, I propose to treat sediment storage in the infiltration pond similar to what would be requ ired for a wet detention pond but with a minor diff erence. Given the rapid infiltration rate in the pond (weighted avera ge of 16.8 – 19.2 inches per hour), I believe the v ast majority of the TSS will be contained in the forebay, with little t o none getting to the main body of the pond. I pro pose allocating 20% of the pond area as the forebay. The pond is curre ntly sized for a 3 foot pool depth, which should yi eld a infiltration time of 1.8 to 2.1 hours. If we assume as sediment builds that the forebay ‘blinds’ and no longer inf iltrates, the remaining 80% of the pond will impound to 3.75 feet (assuming no infiltration during the storm), and t he resulting infiltration time increases to 2.3 to 2.7 hours. As we discussed previously, the design will bypass storm events larger than 1” to a spillway upstream of the pond, so any concern for re-suspension of sediment and flush ing into the main body of the pond should be minima l. The threat of water quality declination, partic ularly contamination of current aquifers and Buffalo Creek water supply for all affected dow nstream during all phases of construction including additional homes, schools, f arming interests and livestock. 3. The likelihood of contamination of well water d uring construction and monitoring for chemical intrusion once the manufacturing facility begins operations. 4. The likelihood of surface water contamination t o adjacent land from construction or manufacturing operations that could impact our eque strian developments with possible toxic effects on our horses due to their f eeding on field grass and drinking from streams. 5. The likelihood of flooding due to fill placemen t in wetlands. Ashley Furniture Industries h as a history of causing flooding as they did in Arc adia, Wisconsin October of 2010. 6. The incorrect statement on page 2 of public not ice that “land use in the area around the Ashley Furniture property is mostly open pastur e and forest with FEW rural residential properties…” The actual fact is that la nd use in the area around the Ashley Furniture property is more than 24 homes and lots i n the Baltimore Trails and Baltimore Downs subdivisions directly adjacent to, not including the hundreds of homes and farms across and alongside Baltimore Rd. and others located further down Buffalo Creek and south and west of the facility wh o will be affected by this. For these compelling reasons, we ask that the NCDWQ investigate this request for permit certification more in depth and that certification for the permit to expand the Ashley Furniture facility be denied.
