In order for this project to be reviewed in another office, that reviewer must have access to the State Stcr mwater files. if
you wish to have this project reviewed by a different office, the pertinent file would be required to be scanned at your
expense at a nearby copy shop, Allways Graphics, prior to scheduling. This file is currently 1 inch thick and at $351inch, it
would cost $35 to scan this file
Please advise if you wish to take advantage of this opportunity or if you wish for this project to remain with the Wilmington
Regional Office.

We propose to modify the existing wet detention basin to accommodate the runoff from the Covenant Senior
Housing. The Covenant Senior Housing will become its own property and be an off -site permit to the pond at New

Covenant Senior Housing — Project Narrative
1. Project Description: The Covenant Senior Housing is a 68-unit proposed senior living
community that will be dedicated to housing the 55 years and Gilder, low-income households in
Castle Hayne, New Hanover County, NC. The residents of this development will benefit from the
services and programs offered by New Beginning Christian Church.
The Covenant Senior Housing will comply with NCHFA 2020 QAP requirements and design
guidelines. The Covenant Senior Housing community will have a primary entrance off Alex
Trask Drive through an access easement granted by New Beginning Christian Church. The
secondary entrance/exit will be from Blue Clay Road. The development will utilize 17 one-story
quadplex residential buildings with two building types. One building type will contain one
bedroom, 1-bathroom units with 665 square feet. The second building type will contain two
bedrooms, 1.5 bathrooms with 909 square feet. The elevations and floor plans are consistent
with similar successful senior communities that ECCDI has developed within eastern North
Carolina. All units are finished with durable flooring throughout. Unit amenities include
refrigerator, range, dishwasher, washer and dryer hook-ups, internet and cable ready (not
phone line), storage and closet space and a private front porch. Community amenities feature a
clubhouse with fitness room, community wide internet access, laundry facilities, kitchenette
area, multi -purpose gathering space, picnic pavilion with tables and grill, outdoor seating areas
and a covered patio with seating at the rear of the community building. Office and workspace for
community management and maintenance staff will also be located within the clubhouse
building as well as an enclosed covered mailbox area.
The land disturbing activity associated with the project will consist of clearing and grubbing of
trees, clearing existing drainage swales, grading of the site, and sediment and erosion control
measures such as a silt fence, gravel construction entrance, and wet detention basin.
The wet detention basin is located on property owned by New Beginning Christian Church and
has a current State storm water permit, SW8 130208. The existing we detention basin will be
expanded to treat all of the impervious from the apartment site. The Covenant Senior Housing
will have its own new Offsite State Permit.
The basin will act as sediment basins during construction but will be sized for 90% TSS removal
of impervious area runoff. Also included in the project will be storm piping, water lines, and sewer
lines, and paved parking areas with curb and gutter. A community area will also be built with
clubhouse and picnic shelter. The total area which will be disturbed for this project is 10 acres.
2. Site Description: The project site is in Castle Hayne, New Hanover Co., NC, located
directly to the west of Blue Clay Road and at the intersection of Alex Trask Drive with Holland
Drive. The property on which the development will take place is currently owned by Covenant
Senior Housing, LLC.
On site soils consist mainly of Goldsboro and Lynchburg, with some Torhunta. These soils are
mainly loamy, fine sands.
There are no existing wetlands onsite. A full Environmental Report has been conducted and
submitted to SCO.
New construction onsite will consist of paved roads with curb and gutter, curb inlets, storm piping,
and existing detention pond modification. Also included will be a private gravity sewer collection
system and private water distribution system connected to CFPUA.
General slope of the site is from center to north.
Land use in the vicinity is residential and rural agricultural.
3. Adjacent Property: The areas adjacent to the project site are mostly residential areas and
rural agricultural.
4. Drainage Considerations: Drainage calculations to determine the size of storm piping is
attached in the appendix — Storm Piping Calculations. The project site is graded so that storm
water drains into strategically placed curb inlets. From the curb inlets, storm water will empty into
a network of storm pipes which drain into the existing modified detention pond. The storm pipe
network empties into the detention pond below the permanent pool elevation.
Calculations showing the sizing of the stormwater detention pond are shown in the attached
appendix — Detention Pond Sizing Calculations. The ponds are designed to receive a Total
Suspended Solids (TSS) removal of 90% and based on 6 foot depth for the ponds. With 90%
TSS there is no need for a vegetative filter. The required temporary storage volume was
determined using the Schueler Method and basing calculations on a 1.5" rainfall event. Then the
permanent pool volume is determined based on the permanent pool surface area and the depth
of the pool. Then 20% of that volume is to be used for the forebay volume.
Next the orifice is sized in diameter to keep the drainage time of the 1.5 inch storm event between
2 and 5 days. A principal spillway was designed to drain storm water that rises above the
temporary pool elevation. It was sized using the excess runoff created from pre and post
development for the 25 year storm to meet NHCo Stormwater Requirements. An emergency
drainage spillway was sized to handle the same flow as the principal spillway, and will be one foot
above the temporary pool elevation.

Upon reviewing this express request I saw that this permit expires on 6/11/2021. A permit must be renewed through the
regular program 180 days prior to the expiration" If you can get the renewal application in house ASAP, then we should
be able to keep proceeding with the express process.
Upon its receival, the stormwater program does usually turn around renewals quickly.
Additionally in this review I have ccme to understand what the final objective is, which is to have the apartments offsite to
the church. Upon permit renewal we would need 2 express requests:
1. One request for the major modification of SW8 130208 for the removal of the apartment area property and the
enlargement of the pond with the applicant as the current permittee, who is New Beginning Christian Church,
Inc. (A permit can only be modified by the current permittee.)
2. Second request for a new cffsite permit for the apartments, which would have the applicant as Covenant Senior
Housing.

Covenant Senior Housing — Project Narrative
1. Project Description: The Covenant Senior Housing is a 68-unit proposed senior living
community that will be dedicated to housing the 55 years and older, low-income households in
Castle Hayne, New Hanover County, NC. The residents of this development will benefit from the
services and programs offered by New Beginning Christian Church.
The Covenant Senior Housing will comply with NCHFA 2020 QAP requirements and design
guidelines. The Covenant Senior Housing community will have a primary entrance off Alex
Trask Drive through an access easement granted by New Beginning Christian Church. The
secondary entrance/exit will be from Blue Clay Road. The development will utilize 17 one-story
quadplex residential buildings with two building types. One building type will contain one
bedroom, 1-bathroom units with 665 square feet. The second building type will contain two
bedrooms, 1.5 bathrooms with 909 square feet. The elevations and floor plans are consistent
with similar successful senior communities that ECCDI has developed within eastern North
Carolina. All units are finished with durable flooring throughout. Unit amenities include
refrigerator, range, dishwasher, washer and dryer hook-ups, intemet and cable ready (not
phone line), storage and closet space and a private front porch. Community amenities feature a
clubhouse with fitness room, community wide intemet access, laundry facilities, kitchenette
area, multi -purpose gathering space, picnic pavilion with tables and grill, outdoor seating areas
and a covered patio with seating at the rear of the community building. Office and workspace for
community management and maintenance staff will also be located within the clubhouse
building as well as an enclosed covered mailbox area.
The land disturbing activity associated with the project will consist of clearing and grubbing of
trees, clearing existing drainage swales, grading of the site, and sediment and erosion control
measures such as a silt fence, gravel construction entrance, and wet detention basin.
The wet detention basin is located on property owned by New Beginning Christian Church and
has a current State storm water permit, SW8 130208. The existing we detention basin will be
expanded to treat all of the impervious from the apartment site. The Covenant Senior Housing
will have its own new Offsite State Permit.
The basin will act as sediment basins during construction but will be sized for 90% TSS removal
of impervious area runoff. Also included in the project will be storm piping, water lines, and sewer
lines, and paved parking areas with curb and gutter. A community area will also be built with
clubhouse and picnic shelter. The total area which will be disturbed for this project is 10 acres.
2. Site Description: The project site is in Castle Hayne, New Hanover Co., NC, located
directly to the west of Blue Clay Road and at the intersection of Alex Trask Drive with Holland
Drive. The property on which the development will take place is currently owned by Covenant
Senior Housing, LLC.
On site soils consist mainly of Goldsboro and Lynchburg, with some Torhunta. These soils are
mainly loamy, fine sands.
There are no existing wetlands onsite. A full Environmental Report has been conducted and
submitted to SCO.
New construction onsite will consist of paved roads with curb and gutter, curb inlets, storm piping,
and existing detention pond modification. Also included will be a private gravity sewer collection
system and private water distribution system connected to CFPUA.
General slope of the site is from center to north.
Land use in the vicinity is residential and rural agricultural.
3. Adjacent Property: The areas adjacent to the project site are mostly residential areas and
rural agricultural.
4. Drainage Considerations: Drainage calculations to determine the size of storm piping is
attached in the appendix — Storm Piping Calculations. The project site is graded so that storm
water drains into strategically placed curb inlets. From the curb inlets, storm water will empty into
a network of storm pipes which drain into the existing modified detention pond. The storm pipe
network empties into the detention pond below the permanent pool elevation.
Calculations showing the sizing of the stormwater detention pond are shown in the attached
appendix — Detention Pond Sizing Calculations. The ponds are designed to receive a Total
Suspended Solids (TSS) removal of 90% and based on 6 foot depth for the ponds. With 90%
TSS there is no need for a vegetative filter. The required temporary storage volume was
determined using the Schueler Method and basing calculations on a 1.5 rainfall event. Then the
permanent pool volume is determined based on the permanent pool surface area and the depth
of the pool. Then 20% of that volume is to be used for the forebay volume.
Next the orifice is sized in diameter to keep the drainage time of the 1.5 inch storm event between
2 and 5 days. A principal spillway was designed to drain storm water that rises above the
temporary pool elevation. It was sized using the excess runoff created from pre and post
development for the 25 year storm to meet NHCo Stormwater Requirements. An emergency
drainage spillway was sized to handle the same flow as the principal spillway, and will be one foot
above the temporary pool elevation.

Upon reviewing this express request I saw that this permit expires on 6/11/2021. A permit must be renewed through the
regular program 180 days prior to the expiration. If you can get the renewal application in house ASAP, then we should
be able to keep proceeding with the express process.
Upon its receival, the stormwater program does usually turn around renewals quickly.
Additionally in this review I have come to understand what the final objective is, which is to have the apartments offsite to
the church. Upon permit renewal we would need 2 express requests:
1. One request for the major modification of SW8 130208 for the removal of the apartment area property and the
enlargement of the pond with the applicant as the current permittee, who is New Beginning Christian Church,
Inc. (A permit can only be modified by the current permittee.)
2. Second request for a new offsite permit for the apartments, which would have the applicant as Covenant Senior
Housing.
