Fort Fisher Erosion Control
Express Review Project Narrative
CrewMW I II is proposing the demolition of nine cottages and associated utilities at the Fort Fisher
Recreation Area in Kure Beach, New Hanover County, North Carolina. The proposed project
limits are approximately 2.50 acres and are shown as the Phase 2 limits of demolition on the
attached "Demolition Site Plan". There will be no increase in impervious surfaces so we are also
requesting a redevelopment exclusion from State stormwater permitting.
The proposed demolition plans will be prepared by the United States Air Force 4th Civil Engineer
Squadron based out of Seymour Johnson Air Force Base. FLM Engineering is preparing an
erosion control plan to supplement the demolition plans.

CrewMW III is proposing the demolition of nine cottages and associated roads and sidewalks at the Fort
Fisher Recreation Area in Kure Beach, New Hanover County, North Carolina. The proposed demolition
plans will be prepared by the United States Airforce 4th Civil Engineer Squadron based out of Seymour
Johnson Air Force Base, FLM Engineering is preparing an erosion control plan to supplement the
demolition plans.
The site is !ocated at 118 Riverfront Road. There are no ponds, wetlands or streams within the 2.5-acre
project area. The site terrain is flat, with surface water eventually draining to the east. The site drains into
Atlantic Ocean waters {SB classification; and is !ocated within the Cape Fear River Basin.
The amount of disturbed acreage permitted for the project site is 2.50- acres. The actual disturbed area will
be much less and limited to the areas required to remove the nine existing cottages, roadway, and sidewalk.
The existing utilities are expected to remain in the current locations. It is proposed that the site will have a
temporary rock construction entrance, perimeter silt fence, horseshoe inlet protection and silt fence outlets.
No sediment traps are proposed for the site, as the terrain is generally flat, and dewatering would not be
feasible. The disturbed area will be limited to the areas shown on the approved erosion control plan during
the construction process.
The existing cottages, roadways and sidewalk were initially constructed in the 1960s. The existing built -
upon area for the 2.50-acre project area is approximately 35,632 square feet (0.82-acres).
The proposed built -upon area within the project area is 0.00 square feet. The project has met the re-
development exclusion requirements as there is no net increase in built -upon area from what currently
exists. Additionally, no drainage patterns are being changed with this project and the site will drain to the
east via vegetative sheet flow. Thus, equal stormwater control is provided. The contact inf

To follow up, I haven't heard from the USAF permittee contact. To clarify, my client is a private, independent contractor
that is working for the government. His name is Matt Spence, he works for Crew MW III and is CC'd on this email.
His scope of work, and therefore my scope, is to demolish the existing cottages and circle drive, bring back to existing
grade, and re -seed. So, I'm not sure if that still throws us in to the re -development portion of the permit, but that's
what we're trying to do.
There will be zero BUA after the demolition, the project area will be grassed.

review schedule.

We'll do this 2.5 acres as it's own permit, but again note that we're not adding any BUA to the project. Its just removal

Hi, Christine. Per our phone conversation, we will not include this 2.5 acres within the existing permit.
We'll do this 2.5 acres as it's own permit, but again note that we're not adding any BUA to the project. It's just removal
of the cottages and road and they'll being areas back to existing grade and re -seed.
