Prepared By: Cygnus Environmental, LLC PO Box 548 Cordesville, SC 29434 June 14, 2021 EXISTING CONDITIONS The project is located on an existing site serving as an active hub for Southeastern Freight Lines (SEFL). The site also includes areas which have been acquired for this facility to be expanded upon located along Metals Drive and Amble Drive. Both existing and future SEFL facilities are sites are already largely developed industrial locations with existing ingress, egress, parking, buildings for use in daily operations underway at the subject site(s). The areas will be combined per the site plans (Sheets 1 through 17 of 17) attached. The site does contain wooded and undeveloped areas including both federally jurisdictional waters of the U.S. and "excluded" wetland areas under the jurisdiction of North Carolina Department of Environmental Quality/Division of Water Resources (DWR). PROPOSED CONDITIONS The project will change the existing total building/shop space among the subject sites from approximately 266,545 square feet to 235,030 square feet. Expansion of shop doors for fleet operations and maintenance will be from 220 existing shop doors to 431. The use of several existing industrial sites including the current SEFL as well as other adjacent industrial sites is proposed to increase efficiency, conduct a re -use of existing developed sites, and avoid a complete shut -down and any movement of operations to a new site. Impacts to Waters The overall proposed project summary (sheet 9 of 17) shows the project affecting a total of 1.162 acres of total waters (0.407 acres of Federally Jurisdictional Waters including 227 feet of warm water intermittent stream). The DWR "only" jurisdiction applies to areas determined as "excluded" under the existing guidance of USACE. The total of these areas to be impacted is 0.771 acres. PROJECT PURPOSE The over purpose of the project is the expansion of operations in order to efficiently and safely handle an increasing capacity of truck and trailer traffic on and off of the subject site. The existing shops and buildings with truck docks within the current SEFL site are aging and are no longer configured in the most efficient way to handle the increase of traffic. The buildings and current tractor trailer parking would not be suitable in its current configuration to handle the future site expansion without significantly retrofitting the existing site in the ways proposed. The project will be conducted in phases to avoid a complete shutdown of operations at SEFL Charlotte during the retrofit. The expansion of parking onto the east side of the site is to accommodate equipment both while the demolition of existing buildings and the construction of future truck docks and parking is taking place. The area will also subsequently be used as additional parking in the future for increased capacity of the site. The crossings of Sugar Creek are designed specifically to avoid direct impacts to this regionally important perennial stream. Crossings will involve a pre -cast bridge design and will not cause cut, fill or other impacts to the bed and banks of the stream. The three excluded wetland areas on the eastern portion of the site cannot be completely avoided due to the need to comply with safety requirements, the need for space for truck parking and the need for storm -water treatment on that portion of the site. Diversion of storm flow is not possible with the restrictions imposed by the presence of the parks department property line to the east and south and the presence of Sugar Creek along the west side of this proposed parking area. The project design requires that the applicant safely accommodate the increase in truck traffic flow along Reagan Drive. This will require a new ingress/egress for heavy truck traffic (sheet 5 of 17). This location shown as the crossing of wetland D/F adjacent to Reagan Drive is required due to consultations made with North Carolina Department of Transportation. There was an alternate design (sheets 6 and 7) which will not meet the project's safety and efficiency purposes. The specific safety concerns of NCDOT at this portion of the site include road curvature, site distance requirements and creating a more central location for the main entrance. Existing slopes are also a major consideration with respect to the wetland impacts. In a previous plan the applicant considered using wetland D/F in part for both a road crossing at two locations as well as a portion of this wetland to be dedicated to stormwater retention. In order to reduce impacts the applicant now proposes using retaining walls at the road crossing locations and relocating the proposed pond outside of wetland D/F to reduce impacts (sheet 5). OFF -SITE ALTERNATIVES Off -site considerations, though possible are not considered practical as they involve acquiring a large tract(s) of land at alternative locations, completing site designs, permitting and construction and subsequently moving the entire operation of the SEFL site from its existing location, to the alternate location, leaving the existing industrial site as a potentially vacant and blighted area with undetermined use. Five Gaston county sites and four Cabarrus county sites were found to be available. Of these, all are "greenfield sites" requiring full assessments of all development aspects including the environmental/clean water act. Several of the sites appear to have wetland and stream factors to be considered and an undetermined level of impacts are likely in several cases. The location of the existing site immediately adjacent to Interstate 85 and the nearby interchange of 177 makes it an ideal site to remain for the future of SEFL Charlotte. The retrofit of this site will also not affect the neighboring properties to the level that would be expected if the operations were to be moved to a distant greenfield site.
