The North Carolina Department of Transportation has begun studying the proposed realignment of Kelly
Drive (SR 1521) to Nash Street (SR 1519), with possible pedestrian improvements including a multi-use
path and a proposed roundabout in Lee County as project R-5959. This project is funded by North Carolina
state funds. Right of way acquisition scheduled for fiscal year 2023 and construction scheduled for fiscal
year 2024.
Attached for your review and comments are the project data sheets and a vicinity map for the subject
project.We would appreciate any information you might have that would be helpful in evaluating potential
environmental impacts of the project.Your comments will be used in the preparation of a Minimum Criteria
Determination Checklist (MCDC). This document will be prepared in accordance with the State and
National Environmental Policy Act.

Project Description
• Length: .55 Miles (total)
• Termini: Northern—Kelly Drive (S.R. 1521) Southern —Nash Street(S.R. 1519)
• MPO/ RPO: Triangle Area Rural Planning Organization (TARPO)
• General Description of Project: The North Carolina Department of Transportation (NCDOT)
proposes to construct TIP R-5959 in Lee County, NC. The proposed improvements include
realigning Kelly Drive with possible pedestrian improvements including a multi-use path and a
proposed roundabout. The project would include a new intersection at Nash Street, east of the
Dennis Wicker Convention Center. The road would continue north to intersect at Kelly Drive with
a roundabout just south of Winslow Drive. Central Carolina Community College is preparing for a
campus expansion. The planned expansion includes closing Kelly Drive and utilizing the area for
additional buildings, parking, and open space area. The plans will allow pedestrians on campus
to have access to walkways in between buildings and avoid crossing public streets.
