Eagle Creek WWTP appreciates the opportunity to respond to the above -mentioned Notice of Violations dated April 26,
2021. Please find enclosed our response regarding the issues for the months of August 2020 through February 2021.
This letter shall serve as Eagle Creek WWTP response, and it is our hope that the additional information provided will
result in no further action by the Division.
VIOLATION DESCRIPTION:
Facility did not meet fecal limits and did not transfer effluent to high -rate pond as required in condition III, 19 if the
permit.
• For August 2020, 1 have attached the NDMR and the sample results. The fecal did meet limits so there was not a
reason to transfer effluent to the high -rate pond.
• For October and December 2020 as well as January and February 2021, the operator did transfer to the high -rate
pond however he failed to make the required call to the state.

The collection system went totally down for over 14 days. This caused the plant to not receive any flow for that
period of time which impacted treatment significantly. The sample results at the end of October were due to the
food to mass ratio being inhibited due to the collection system failure.

RESPONSE:
December, January, February:
The stabilizer pipe from the aeration basin to the clarifier became clogged and did not allow flow from the
aeration basin to the clarifier. This caused solids to build up in the aeration and treatment to become almost
non-existent.
The line has been jetted and that cleared the blockage so that the plant would equalize.

As should be apparent, significant resources and effort is being devoted to obtaining quality information and improve
maintenance & performance of the facility. While we do not contest the violation, we would respectfully request that
the Division consider the efforts and resources that is being allocated to improve the performance of the facility.
We request that the Division recognize these efforts and the resources being devoted to improving the treatment and
operation of this facility and not pursue further action.
