PROJECT SUN D4ARY: The applicant proposes a 6 -slip deep water docking facility on the Roanoke River on a new upland dock, and the replacement of a bulkhead, gazebo and platform with access, boat ramp, approach, and two launch piers with a new groin at the Town of Plymouth property behind the Police Station for a total of 23 public slips along the Town's waterfront properties Town of Plymouth 6-Slip Shore Side Dockage (Major Modification, CAMA Major No. 113 -11) Washington County (Landward of NWL) and Bertie County (Waterward of NWL) Project setting Mr. Derrick Smith with the Wooten Company, on behalf of the Town of Plymouth, has submitted the attached application for a Major Modification to CAMA Major Permit No. 113 -11. This permit was issued on 21 September 2011 for a 9 -slip deep water docking facility in the Roanoke River adjacent the Town's Lighthouse property. The Town is proposing an additional 6 -slip deep water docking facility with amenities adjacent the Town's property behind the Police Station. The project site is located behind 132 E. Water Street adjacent the Roanoke River, downtown Plymouth in Washington and Bertie Counties, North Carolina. The shoreline on the southern side of the Roanoke River in this area is the dividing line between Washington and Bertie Counties. The River is within the boundaries of Bertie County, is ±460' wide, and channel depths range from 15' to 25' below normal water level (NWL) at this location. The Town's property at this location is ±1 acre in size with ±300 linear feet of shoreline, primarily stabilized with a deteriorating wooden bulkhead, and is ±3.5' in elevation. The vegetation of the uplands is native lawn grasses and a few hardwood tree species. The property has historically been used as a public park with asphalt parking, benches, and a walkway to a gazebo on a platform over the River; however, the park is currently closed due to safety issues with the deteriorating bulkhead. There is an existing boat ramp access with two launch piers on the eastern end of the property. The western end of the property is not stabilized, and riprap has been placed in a scour area under the gazebo platform to reduce accelerated erosion. The Plymouth waterfront is considered Urban Waterfront within the Coastal Area Management Act (CAMA). The park is surrounded on both sides by commercial businesses with parking, a paved road that runs parallel and near to the River along these downtown properties, and the property to the west has a boat ramp. Both properties upstream and downstream have bulkhead stabilized shorelines. The 9 -Slip deep water docking facility located at the west end of Water Street adjacent the replica Lighthouse property was recently constructed as authorized under CAMA Major Permit No. 113- 11. A marine sewage pumpout is located on the eastern end of this newly constructed docking facility. The Town owns 13 separate land parcels along Plymouth's waterfront that are partially separated between privately owned parcels. The Town has received multiple permits for development from the Division of Coastal Management among these parcels since 1988. The Town owns 7 of the existing 16 pier structures, not including the docking facility adjacent the train depot that provides mooring for 8 small vessels, along its approximate 2,000 linear feet of waterfront. The Town currently has a total of 17 slips. The Environmental Management Commission classifies the waters of the Roanoke River in this area as C -Sw waters. The Roanoke River at this location is closed to shellfishing and is classified as joint Anadromous Fish Spawning Areas (AFSA) with the Marine Fisheries Commission and the Wildlife Resources Commission. Mr. Dennis Hawthorn, with Coastal Area Permit Assistance, completed a Submerged Aquatic Vegetation (SAV) study on behalf of the Town of Plymouth that was conducted from September 16 -30, 2008. The area surveyed included the southern shore of the Roanoke River at the proposed docking facility and extended along the entire Town of Plymouth waterfront. There were no SAV found within the survey area during the 2008 study, and there were some emergent plant species, American Lotus and /or Yellow Water Lily, observed nearshore. Project Description The applicant proposes to construct at total of 265' of bulkhead, the majority of which will be located 2' waterward of the existing deteriorating bulkhead, and ±25' of which will be located at NWL along natural shoreline on the western end of the property. The bulkhead will extend a maximum of 14' waterward of the NWL across an average 17' wide area that has scoured under the existing gazebo platform. There is a proposed 265' long by 6' wide wooden dock located immediately landward of the new bulkhead with associated tie pilings (7) located ±20' waterward of the dock to create 6 new 20' long by 35' wide deep -water wet slips. The proposed configuration will provide 6 new side -to mooring slips along the dock, and will bring the Town's dockage to a total number of 23 slips. Water depths of the Roanoke River in the location of the boat slips will be 8' to 11' below NWL at the tie pilings. The westernmost tie piling will be located within 2' of the riparian property line to the west and 60' from the nearest pier structure to the west. The applicant proposes to replace the 20' long by 12' wide concrete boat ramp and associated ±50' long access on existing grade to maintain the existing depth of 8' below NWL. The replacement of two 32' long by 5' wide launch piers and a new 20' long by 1' wide groin at a height of 1' above NWL to stabilize the downstream (east) end of the ramp are also being proposed. The downstream (eastern) launch pier is on the riparian line to the east and is located 350' from the nearest docking facility to the east. The existing platform and gazebo currently over the River is proposed to be replaced with a 19' long by 26' wide wooden platform with a 144 ftz octagon- shaped gazebo, which will be located entirely over land due to the new alignment of the bulkhead. The wooden access to the platform and gazebo is proposed to be replaced and extended (30' long by 6' wide) to the parking area, resulting in the removal of one existing, paved parking space. The applicant is also proposing a new 29' long by 11.5' wide bathroom facility with two toilets and associated 3 parking spaces, entirely located outside the 75' Area of Environmental Concern (AEC). There are no proposed fuel services. Anticipated Impacts The proposed shore side docking facility will provide 6 public deep water (8' to 11' below NWL) wet slips. The proposed bulkhead will result in new filling of 562 ft' ( ±345 yds3) of Roanoke River. The proposed boat ramp replacement will result in the filling of 240 ft' ( ±27 yds3) of Roanoke River that is currently filled by the existing ramp. The proposed boat ramp launch piers will be replaced in the same footprint by new piers, and shade ±320 ft2 of Roanoke River bottom. There will be 1,940 ftz of permanent pervious impacts from the new dock and gazebo access, and 1,104 ftz permanent impervious impacts from the gazebo (144 ftz) and boat ramp approach replacements. Approximately 7,846 ft of high ground will be temporarily disturbed during installation of the bulkhead tieback area, repair of a stormwater culvert through the new bulkhead, and general grading of the grassy park area between the dock and parking area. Therefore, total upland disturbance, including temporary and permanent impacts, is 10,890 ft'. This project will result in 28% of impervious surface within the 75' AEC and 70% impervious surfaces for the entire tract; however, there is no increase in existing impervious area due to removal of a 160 ftz impervious parking space, and the replacement of a gazebo currently located over the River with a 144 ftz gazebo on uplands. The docking facility will usurp ±4,200 ft' of Public Trust Area and Estuarine Water AECs as measured from the dock at NWL to the line of tie pilings. Kimberly Hedrick — 25 April 2013 LAMA MAJOR NARRATIVE TOWN OF PLYMOUTH 6 SLIP SHORE SIDE DOCKAGE APPLICANT: Town of Plymouth 124 East Water Street Plymouth, North Carolina 27962 PROJECT: Replacement of approximately 265 -feet of failed bulkhead with new vinyl bulkhead, existing boat ramp, one (1) groin, two (2) access piers, replacement/expansion of existing gazebo, and installation of new 6 -foot wide wooden dock with six (6) designated boat slips for side dockage. The Town of Plymouth was granted a CAMA General permit (No. 60996 -B) for the replacement of the bulkhead, access piers, groin and boat ramp. The permit was issued on January 4, 2013 and expires May 4, 2013. To date there has not been any work completed in relation to this permit. The project as proposed will be completed as a major modification to permit number 113 -11. SITE: The Town of Plymouth was established in 1787 and is located in Washington County. Early in the 1800s Plymouth was one of six (6) main ports in North Carolina and ranked ninth in population among towns. In 1790, the United States Congress established Plymouth as a port of delivery, complete with a customs house. Originally, a wooden bulkhead and boat ramp was constructed adjacent to the Roanoke River. These were constructed to provide stabilization of the shoreline and water access for the public. The bulkhead has had several structural failures in the past resulting in condemnation of the park for public use. The gazebo which is part of the park has remained open to the public however there is an area of accelerated erosion occurring that has made its use a concern to the Town. In addition there is debris and fill eroding into the Roanoke River as well as potential structural damage to the adjacent parking lot should this erosion continue. The Town proposes to construct a more durable vinyl bulkhead, 6 -foot wide wood dock landward of the bulkhead, a new boat ramp, and replace the existing gazebo. The existing bulkhead will basically be left in place, as to limit the potential for erosion. The new bulkhead will be constructed 1 -1/2 feet on average in front of the existing bulkhead, not disturbing the existing wall. This will limit soils eroding into the river during construction. The area of accelerated erosion under the gazebo platform is proposed to be filled in and the bulkhead extended across the opening. The existing platform extends over the water in this area and the Town is willing to limit the platform to the edge of the proposed bulkhead. There are relic signs demonstrating the old bulkhead had extended across this area at one time. The gazebo and platform will be enlarged slightly to ensure handicap accessibility and easy of mobility to the walkway behind the bulkhead. Construction time is estimated to be 90 days. While originally constructed to provide an area to load and off load boats; in recent years the Town has seen several state agencies tie off on the bulkhead while conducting work in the Roanoke River Basin. For this reason and the need for transient boat slips the Town is proposing six (6) boat slips approximately 35- feet in length along the new bulkhead. Each slip will be equipped with a power pedestal however no water or sewer services will be provided. The Town currently has seventeen (17) slips between Flowers Park and the Lighthouse. With the average water depth along the bulkhead being 9 feet deep this will give the Town fifteen (15) deep water slips, considering the (9) deep water slips were recently constructed under CAMA major permit 113 -11 issued September 21, 2011. Once complete this will give the Town a grand total of 23 slips for all of the Town of Plymouth properties along the water front. The existing gazebo and platform will be slightly increased and replaced in generally the same location. There is currently an eroded area under the gazebo that is proposed to be filled in. It is noted by the relic structures that the bulkhead use to extend infront of the gazebo however due to the excessive erosion had collapsed and created this basin. This area has historically been used by Marine Fisheries, NCDENR, and barges as a place to tie off. Due to this past activitiy there are 6 boat slips proposed along the new bulkhead as an area for side dockage. These slips will be provided with power pedestals but no water or pump out facility. The dock will be constructed of wood decking ensuring that it will be- pervious. The project will also consist of the replacement of an existing boat ramp and vehicle access lane.
