Dear Mr. Chandler:
On May 29, 2019, DEQ issued a LOA for the Piney Top Drive project (MECKL-2018-051). This pro-
ject consisted of import of offsite materials to stockpile on Airport property for future use. Upon com-
pletion of stockpiling operations all disturbed areas were seeded for stabilization per the approved ero-
sion control plans. The permit for this project has not been closed at this time. On November 18, 2019,
DEQ issued another LOA for the Central Receiving and Distribution Center (MECKL-2020-035) project
located at the same property. The erosion control plans for the CRDC project incorporated the erosion
control measures previously approved and installed with the Piney Top Drive'project. The CRDC pro-
ject was under way and clearing/grubbing had been completed when the Airport terminated the project
due to economic developments related to the COVID-19 pandemic. Again, all disturbed areas were tem-
porarily stabilized by seeding and mulching. Since both permits are for the same property and cover the
erosion control measures of both projects, Charlotte -Douglas International Airport requests that upon
permanent establishment of vegetation and an approved final inspection by DEQ both permits be closed
together.
