I. BOUNDARY SURVEY PROVIDED BY KEY SURVEYING
2. CONTOUR ELEVATIONS BASED ON FIELD VERIFIED SURVEY AND GIS DATA.
3. ALL IMPROVEMENTS SHALL CONFORM TO NORTH CAROLINA DEPARTMENT OF ENVIRONMENTAL AND NATURAL
RESOURCES (NCDENR), THE ARMY CORP OF ENGINEERS AND BUNCOMBE COUNTY PERMIT REQUIREMENTS UNLESS
NOTED OTHERWISE ON THE PLANS.
4. ALL TRAFFIC CONTROL SIGNS SHALL CONFORM TO THE MANUAL OF UNIFORM TRAFFIC CONTROL DEVICES
STANDARDS, LATEST EDITION.
5. THE CONTRACTOR SHALL PROTECT EXISTING PROPERTY MONUMENTATION AND PRIMARY CONTROL. ANY
SUCH POINTS WHICH THE CONTRACTOR BELIEVES WILL BE DESTROYED SHALL HAVE OFFSET POINTS
ESTABLISHED BY THE CONTRACTOR PRIOR TO CONSTRUCTION. ANY MONUMENTATION DESTROYED BY THE
CONTRACTOR SHALL BE REESTABLISHED AT HIS EXPENSE.
6. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO: A.) PREVENT ANY DAMAGE TO PRIVATE
PROPERTY AND PROPERTY OWNER'S POLES, FENCES, SHRUBS, ETC. B.) PROTECT ALL UNDERGROUND UTILITIES.
C.) NOTIFY ALL UTILITY COMPANIES AND FIELD VERIFY HORIZONTAL AND VERTICAL LOCATION OF ALL
UTILITIES PRIOR TO START OF CONSTRUCTION. NOTIFY OWNER OF ANY POTENTIAL CONFLICTS WHICH MAY
EXIST BETWEEN THE EXISTING UTILITIES AND CONSTRUCTION PLANS.
7. CONTRACTOR SHALL MAINTAIN DRAINAGE AT ALL TIMES DURING CONSTRUCTION. PONDING OF WATER IN
STREETS, DRIVES, TRUCK COURTS, TRENCHES, ETC. WILL NOT BE ACCEPTABLE.
8. ANY DAMAGES THAT MAY OCCUR TO REAL PROPERTY OR EXISTING IMPROVEMENTS SHALL BE RESTORED BY
THE CONTRACTOR TO AT LEAST THE SAME CONDITION THAT THE REAL PROPERTY OR EXISTING IMPROVEMENTS
WERE IN PRIOR TO THE DAMAGES. THIS RESTORATION SHALL BE SUBJECT TO THE OWNER'S APPROVAL;
MOREOVER, THIS RESTORATION SHALL NOT BE A BASIS FOR ADDITIONAL COMPENSATION TO THE CONTRACTOR.
RESTORATION SHALL INCLUDE, BUT NOT BE LIMITED TO, REGRASSING, REVEGETATION, REPLACING FENCES,
REPLACING TREES, ETC.
9. CONTRACTOR IS RESPONSIBLE FOR COMPLYING WITH ALL APPLICABLE LOCAL, STATE AND FEDERAL STORM
WATER POLLUTION PREVENTION LAWS AND ORDINANCES.
10. PRIOR TO BEGINNING CONSTRUCTION, THE CONTRACTOR SHALL VERIFY THAT ALL REQUIRED PERMITS AND
APPROVALS HAVE BEEN OBTAINED FROM ALL REGULATORY AUTHORITIES.
11. ALL CUT SLOPES STEEPER THAN 1.5:1 AND ALL FILL SLOPES STEEPER THAT 2:1 SHALL BE OBSERVED AND CERTIFIED
BY A GEOTECHNICAL ENGINEER LICENSED TO PRACTICE IN THE STATE OF NORTH CAROLINA.
12. CUT AND FILL SLOPES (EMBANKMENTS) SHALL BE CONSTRUCTED IN ACCORDANCE WITH NCDOT STANDARD
SPECIFICATION SECTION 235 OR THE GEOTECHNICAL (SOILS) REPORT RECOMMENDATIONS, WHICHEVER ARE MORE
RESTRICTIVE. AT A MINIMUM, ALL FILL SLOPES SHALL BE PLACED IN 10 INCH MAXIMUM LIFTS COMPACTED TO NOT LESS
THAN 95 PERCENT DENSITY (STANDARD PROCTOR). CONTRACTOR SHALL ARRANGE FOR INDEPENDENT COMPACTION
TESTING RESULTS TO BE PAID FOR BY THE OWNER /DEVELOPER.
13. THE CONTRACTOR SHALL COORDINATE ALL MOVEMENT AND STORAGE OF EQUIPMENT WITH OWNER.

NORTH CAROLINA EROSION AND SEDIMENT CONTROL
I. PROJECT DESCRIPTION
THIS PROJECT WILL BE A STREAM RESTORATION THAT WILL PROVIDE HIGH - QUALITY COMPENSATORY
MITIGATION FOR PERMITTED IMPACTS WITHIN THE FRENCH BROAD RIVER BASIN VIA THE RESTORATION,
ENHANCEMENT, AND PRESERVATION OF STREAMS AND WETLANDS. THE PROJECT WILL INVOLVE
DISTURBING APPROXIMATELY 20 -25 ACRES FOR THE PROPOSED STREAM RESTORATION.
II. EXISTING SITE CONDITIONS
THE PROPOSED SITE IS LOCATED JUST WEST OF MAG SLUDER ROAD AND APPROXIMATELY TEN MILES
NORTH OF ASHEVILLE, NORTH CAROLINA IN BUNCOMBE COUNTY. THE SITE IS PART OF A 103 -ACRE
PARCEL CONSISTING OF MODERATELY TO STEEPLY SLOPED TERRAIN AND IS BISECTED BY TWO MAIN
STREAM SYSTEMS WITH FLOW SOUTHWARD INTO NEWFOUND CREEK. THE SITE IS PRIMARILY
AGRICULTURAL LAND WITH SOME WOODED AREAS AND A RESIDENTIAL HOME.
III. ADJACENT PROPERTIES
THE ADJACENT PROPERTIES ARE AGRICULTURAL AND RESIDENTIAL.
IV. OFF -SITE AREAS
THERE ARE NO OFF -SITE AREAS.
V. SOILS
ACCORDING TO THE UNITED STATES DEPARTMENT OF AGRICULTURAL NATIONAL COOPERATIVE SOIL
SURVEY SURFACE TEXTURE SOIL MAP, THE SITE IS PREDOMINATELY CLAY LOAM AND LOAMS.
VI. EROSION AND SEDIMENT CONTROL MEASURES
THE CONTRACTOR SHALL PROVIDE SILT FENCE, TEMPORARY DIVERSION BERMS, CHECK DAMS, DITCHES,
AND /OR OTHER CONTROL DEVICES, AS NEEDED, DURING CONSTRUCTION TO PROTECT WORK AREAS FROM
UPSLOPE RUNOFF /OR TO DIVERT SEDIMENT LADEN WATER TO APPROPRIATE MEASURES AND STABLE
OUTLETS. EROSION CONTROL PRACTICES SHALL BE INSTALLED AND FUNCTIONAL PRIOR TO PROCEEDING
WITH CONSTRUCTION ACTIVITIES. ADDITIONAL CONTROL DEVICES MAY BE REQUIRED DURING
CONSTRUCTION IN ORDER TO CONTROL EROSION AND /OR OFF -SITE SEDIMENTATION.
THE CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTAINING ALL EROSION CONTROL MEASURES
THROUGH THE COMPLETION OF THE PROJECT AND THROUGH THE ESTABLISHMENT OF VEGETATION
SUFFICIENT TO PROVIDE EROSION PROTECTION. CONTRACTOR SHALL BE RESPONSIBLE FOR THE REMOVAL
OF ALL THE TEMPORARY EROSION CONTROL MEASURES PRIOR TO PROJECT CLOSE -OUT.
ALL VEGETATIVE AND STRUCTURAL EROSION AND SEDIMENT CONTROL PRACTICES SHALL BE
CONSTRUCTED AND MAINTAINED BY THE CONTRACTOR IN ACCORDANCE WITH THE LATEST EDITION OF
THE NORTH CAROLINA EROSION AND SEDIMENT CONTROL PLANNING AND DESIGN MANUAL.
A. STRUCTURAL PRACTICES
I.TEMPORARY GRAVEL CONSTRUCTION ENTRANCE /EXIT PRACTICE NO. 6.06: A CONSTRUCTION ENTRANCE
SHALL BE PROVIDED AS SHOWN ON THE PLANS AT THE EXISTING ROADS. EQUIPMENT WHEELS SHALL BE
CLEAN WHEN ENTERING UPON A PAVED ROAD. ALL VEHICLES ENTERING AND EXITING THE PROJECT SITE
SHALL USE A CONSTRUCTION ENTRANCE.
2.SILT FENCE PRACTICE NO. 6.62: SILT FENCE BARRIERS SHALL BE PROVIDED WHERE SHOWN AND AS
NEEDED TO PREVENT SEDIMENT FROM LEAVING THE SITE.
3.ROCK CHECK DAMS PRACTICE NO. 6.63: PROVIDE ROCK CHECK DAMS AS SHOWN ON THE PLANS.
4.TREE PROTECTION PRACTICE NO. 6.05: INSTALL TREE PROTECTION FENCING IN SPECIFIED LOCATIONS
PRIOR TO CONSTRUCTION ACTIVITIES. CONSTRUCTION MATERIAL AND EQUIPMENT SHALL NOT BE
LOCATED WITHIN TREE PROTECTION AREAS.
5.ROLLED EROSION CONTROL PRODUCTS PRACTICE NO. 6.17:
INSTALL MATTING PER SPECIFICATIONS FOR THE CHANNEL, DIVERSIONS, AND SLOPES.
6.TEMPORARY DIVERSIONS PRACTICE NO. 6.20: TEMPORARY DIVERSION SHALL BE INSTALLED AS NEEDED
TO PROTECT WORK AREAS FROM UPSLOPE RUNOFF, AND TO CONTROL STORMWATER RUNOFF TO
APPROPRIATE MEASURES OR STABLE OUTLETS.
7.CHECK DAM PRACTICE NO. 6.83: CHECK DAMS SHALL BE PROVIDED PER DETAIL TO REDUCE EROSION IN
DRAINAGE CHANNEL BY REDUCING THE VELOCITY OF FLOW.
8.OUTLET STABILIZATION STRUCTURE PRACTICE NO. 6.41: PROVIDES OUTLET PROTECTION FOR STORM
WATER CONVEYANCE OUTLETS AS SHOWN ON PLANS.
B. MANAGEMENT STRATEGIES
I.CONSTRUCTION SHALL BE PLANNED SO THAT GRADING OPERATIONS CAN BEGIN AND
END AS SOON AS POSSIBLE.
2.STRAW MULCH AND TALL FESCUE SHALL NOT BE USED IN RIPARIAN AREAS.
3.RIPARIAN VEGETATION ESPECIALLY TREES AND SHRUBS, SHOULD BE PRESERVED AS MUCH AS POSSIBLE
NATIVE WOODY VEGETATION (EG. RHODODENDRON, DOG HOBBLE, SILKY DOGWOOD, SYCAMORE, RIVER
BIRCH, RED MAPLE) SHOULD BE TRANSPLANTED AND RE- ESTABLISHED WHEN FEASIBLE.
4.I1F NECESSARY, SLOPES, WHICH EXCEED EIGHT (8) FEET SHOULD BE STABILIZED WITH SYNTHETIC OR
VEGETATIVE MATS, IN ADDITION TO HYDROSEEDING.
5.DISTURBED AREAS FOUND TO BE ERODING EXCESSIVELY WITHIN I YEAR OF PERMANENT STABILIZATION
SHALL BE PROVIDED WITH ADDITIONAL STABILIZATION MEASURES UNTIL THE PROBLEM IS CORRECTED.
6.BEFORE NEWLY CONSTRUCTED STORMWATER CONVEYANCE SWALES ARE MADE OPERATIONAL,
ADEQUATE OUTLET PROTECTION AND ANY REQUIRED CHANNEL LINING SHALL BE INSTALLED.
7.WHERE CONSISTENT WITH SAFETY AND SPACE CONSIDERATIONS, EXCAVATED MATERIAL IS TO BE
PLACED ON THE UPHILL SIDE OF TRENCHES, EXCEPT FOR ANY DIVERSION DITCHES.
9.WETLANDS ARE TO BE FLAGGED OR OTHERWISE CLEARLY MARKED IN THE FIELD. SAFETY FENCE
SHALL BE INSTALLED AROUND THE WETLAND PER THE PLANS. NO GRADING ACTIVITIES ARE PROPOSED
WITHIN EXISTING WETLANDS.
10.LITTER, CONSTRUCTION DEBRIS, OILS, AND FUELS THAT COULD BE EXPOSED TO STORM WATER MUST
BE PREVENTED FROM BECOMING A POLLUTANT SOURCE IN STORM WATER DISCHARGES.
C. VEGETATIVE PRACTICES
I.TOPSOILING PRACTICE NO. 6.04: TOPSOIL WILL BE STRIPPED FROM AREAS TO BE GRADED AND
STOCKPILED FOR LATER USE. STOCKPILES ARE TO BE STABILIZED WITH TEMPORARY VEGETATION AND
HAVE SILT FENCE INSTALLED ALONG THE LOWER PERIMETER TO PROTECT DOWNSTREAM AREAS.
2.TEMPORARY SEEDING (TS), PRACTICE NO. 6.10: TEMPORARY SEEDING SHALL BE PROVIDED ON SITE TO
PROVIDE STABILIZATION UNTIL SITE DEVELOPMENT OCCURS. APPLY SEED BASED ON THE TEMPORARY
SEEDING SCHEDULE ON THE PLANS.
3.PERMANENT SEEDING (PS). PRACTICE NO. 6.11: PERMANENT SEEDING SHALL BE PROVIDED ON SITE TO
PROVIDE STABILIZATION FOR ALL DISTURBED AREAS. APPLY SEED BASED ON TEMPORARY AND
PERMANENT SEEDING SCHEDULE SHOWN ON THE PLANS.
4.MULCHING (M), PRACTICE NO 6.14: ALL PERMANENT AND TEMPORARY SEEDING SHALL BE STRAW
MULCHED IMMEDIATELY UPON COMPLETION OF SEED APPLICATION. STRAW ON STEEP SLOPES SHALL BE
ANCHORED UNLESS SEEDING WAS PROVIDED BY MEANS OF A HYDROSEEDING (OR APPROVED EQUAL), IN
WHICH CASE, MULCHING IS NOT REQUIRED.
D. MINIMUM STANDARDS
STABILIZATION OF DENUDED AREAS:
PERMANENT OR TEMPORARY SOIL STABILIZATION SHALL BE APPLIED TO DENUDED AREAS WITHIN 14 DAYS
AFTER FINAL GRADE IS REACHED ON ANY PORTION OF THE SITE. TEMPORARY SOIL STABILIZATION SHALL
BE APPLIED WITHIN 7 DAYS TO ALL DENUDED AREAS. PERMANENT STABILIZATION SHALL BE APPLIED TO
AREAS THAT ARE TO BE LEFT DORMANT FOR MORE THAN ONE YEAR.
STABILIZATION OF SOIL STOCKPILES:
DURING CONSTRUCTION OF THE PROJECT, SOIL STOCKPILES AND BORROW AREAS SHALL BE STABILIZED
OR PROTECTED WITH SEDIMENT TRAPPING MEASURES. THE CONTRACTOR IS RESPONSIBLE FOR
TEMPORARY PROTECTION AND PERMANENT STABILIZATION OF ALL STOCKPILES ON SITE AS WELL AS
BORROW AREAS AND SOIL INTENTIONALLY TRANSPORTED FROM THE PROJECT SITE.
PERMANENT VEGETATIVE COVER:
A PERMANENT VEGETATIVE COVER SHALL BE ESTABLISHED ON DENUDED AREAS NOT OTHERWISE
PERMANENTLY STABILIZED. PERMANENT VEGETATION SHALL NOT BE CONSIDERED ESTABLISHED UNTIL A
GROUND COVER IS ACHIEVED THAT IS UNIFORM AND MATURE ENOUGH TO SURVIVE AND INHIBIT EROSION.
TIMING AND STABILIZATION OF SILT TRAPPING MEASURES:
SEDIMENT BASINS AND TRAPS, STORM INLET PROTECTION, SILT FENCING AND OTHER MEASURES
INTENDED TO TRAP SEDIMENT SHALL BE CONSTRUCTED AS A FIRST STEP IN ANY LAND DISTURBING
ACTIVITY AND SHALL BE MADE FUNCTIONAL BEFORE UPSLOPE LAND DISTURBANCE TAKES PLACE.
STABILIZATION OF EARTHEN STRUCTURES:
STABILIZATION MEASURES SHALL BE APPLIED TO EARTHEN STRUCTURES SUCH AS DAMS, DIKES AND
DIVERSIONS IMMEDIATELY AFTER INSTALLATION.
CUT AND FILL SLOPES:
CUT AND FILL SLOPES SHALL BE CONSTRUCTED IN A MANNER THAT WILL MINIMIZE EROSION. SLOPES
THAT ARE FOUND TO BE ERODING EXCESSIVELY WITHIN ONE YEAR OF PERMANENT STABILIZATION SHALL
BE PROVIDED WITH ADDITIONAL SLOPE STABILIZING MEASURES UNTIL THE PROBLEM IS CORRECTED.
D. MINIMUM STANDARDS (CONTINUED)

SHALL BE MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT BY VEHICULAR TRACKING ONTO THE PAVED
SURFACE. WHERE SEDIMENT IS TRANSPORTED ONTO A PAVED OR PUBLIC ROAD, THE ROAD SURFACE
SHALL BE CLEANED THOROUGHLY AT THE END OF EACH DAY. SEDIMENT SHALL BE REMOVED BY
SHOVELING OR SWEEPING AND TRANSPORTED TO A SEDIMENT DISPOSAL AREA. STREET WASHING SHALL

TEMPORARY E &S CONTROL MEASURE REMOVAL:
ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALL BE REMOVED WITHIN 30 DAYS
AFTER FINAL SITE STABILIZATION OR AFTER TEMPORARY MEASURES ARE NO LONGER NEEDED. TRAPPED

E. DAILY MAINTENANCE
ALL EROSION AND SEDIMENT CONTROL STRUCTURES AND SYSTEMS SHALL BE MAINTAINED, INSPECTED,
AND REPAIRED AS NEEDED TO INSURE CONTINUED PERFORMANCE OF THEIR INTENDED FUNCTION. ALL
EROSION AND SEDIMENT CONTROL MEASURES SHALL BE CHECKED AT THE END OF EACH DAY AND AFTER
EVERY RAINFALL EVENT.
I.DAMAGE TO EROSION CONTROL MEASURES CAUSED BY CONSTRUCTION TRAFFIC OR OTHER ACTIVITY
SHALL BE REPAIRED BEFORE THE END OF EACH WORKING DAY.
2.MAINTAIN ALL SEEDED AREAS UNTIL A UNIFORM STAND IS ACCEPTED.
3.PROVIDE FOR EQUIPMENT WASHING AS NEEDED TO PREVENT THE TRANSPORT OF SOIL ONTO EXISTING
ASPHALT ROADWAYS. ANY SEDIMENT ON THE PAVEMENT SHALL BE REMOVED IMMEDIATELY.
4.SILT FENCE BARRIERS WILL BE CHECKED DAILY FOR UNDERMINING OR DETERIORATION OF THE FABRIC.
SEDIMENT SHALL BE REMOVED WHEN THE LEVEL REACHED HALF WAY TO THE TOP OF THE BARRIER.
5.TEMPORARY DIVERSION DIKES AND TEMPORARY FILL DIVERSIONS SHALL BE INSPECTED REGULARLY AND
REPAIRS MADE IF NEEDED.
6.RIPRAP INSTALLATIONS SHOULD BE INSPECTED PERIODICALLY TO DETERMINE IF HIGH FLOWS HAVE
CAUSED SCOUR BENEATH THE RIPRAP OR GEOTEXTILE FABRIC OR DISLODGED ANY OF THE STONE.
7.SEDIMENT SHALL BE REMOVED FROM ROCK CHECK DAMS WHEN IT REACHES ONE -HALF OF THE ORIGINAL
HEIGHT OF THE MEASURE. REGULAR INSPECTIONS SHOULD BE MADE TO ENSURE THAT THE CENTER OF
THE DAM IS LOWER THAN THE EDGES. EROSION CAUSED BY HIGH FLOWS AROUND THE EDGES OF THE DAM
SHOULD BE CORRECTED IMMEDIATELY.
8.TOPSOIL SHALL NOT BE PLACED WHILE IN A FROZEN OR MUDDY CONDITION, WHEN TOPSOIL OR
SUBGRADE IS EXCESSIVELY WET, OR IN A CONDITION THAT MAY OTHERWISE BE DETRIMENTAL TO PROPER
GRADING OR PROPOSED SODDING OR SEEDING. THE TOPSOIL SHALL BE UNIFORMLY DISTRIBUTED TO A
MINIMUM COMPACTED DEPTH OF 2- INCHES ON 3:1 OR STEEPER SLOPES AND 4- INCHES ON FLATTER SLOPES.
9.AREAS WHICH FAIL TO ESTABLISH VEGETATIVE COVER ADEQUATE TO PREVENT RILL EROSION WILL BE
RESEEDED AS SOON AS SUCH AREAS ARE IDENTIFIED.
10.WHERE EROSION OR WASHOUT IS OBSERVED IN MULCHED AREAS, ADDITIONAL MULCH SHOULD BE
APPLIED.
II.TREE PROTECTION AREAS SHALL BE INSPECTED DAILY. REPAIR AND REPLACE FENCING AS NEEDED.
VII. SOIL STOCKPILES AND BORROW AREAS
