On October 2, 2012, Anthony Scarbraugh and Amy Adams with the Division of Water Quality
(DWQ) visited the above - referenced site with William Wescott and Emily Greer with US Army
Corps of Engineers, Christian Preziosi, Kim Williams and Corey Novak of Land Management
Group and Chip Little and Glenn Keefe with Mill Run Development Group for the purpose of
evaluating buffer areas on the site. At the conclusion of the on -site meeting in October 2012,
the DWQ staff determined the southern reach originating at Ormandsville Road to the
confluence of the stream to the west does not meet the criteria of Intermittent and Perennial
Streams and Their Origins (V.4.11, 2010). Therefore, the mitigation credit associated with the
reach will not be available for Neuse River Riparian Buffer Credit. DWQ requested an on -site
inventory be completed to determine the Neuse River Riparian Buffer Credit. On October 12,
2012, DWQ received the requested information and determined that 102,000 square feet of
Zone 1 and 68,000 square feet of Zone 2 was the credit available.
The replanted areas appeared satisfactory during our site meeting, and the originally - planted
areas were very dense and woody vegetation was robust and diverse. A closed canopy has
formed over most of the stream, and deep- rooted woody vegetation appears to be providing
good bank stabilization.
Quantitative monitoring of the riparian buffer areas appeared to be meeting performance
standards and therefore no further vegetation monitoring is required and the buffer mitigation
project is considered closed out.
