Olive, Wayne County, North Carolina ECS Project: 06:19621 Dear Mr. Cohen, ECS Carolinas, LLP (ECS) is pleased to provide our results of the wetland field delineation and jurisdictional determination report conducted for the above referenced property. Our Services were conducted in accordance with ECS Proposal #06- 15797. PROJECT INFORMATION The project site is comprised of one parcel which totals approximately 55.69 -acres located northeast and southeast of the Intersection of Bert Martin Road and Hatch's Hill Road in Mt. Olive, NC. According to information provided to ECS and the Wayne County On -line GIS website, the PIN for the site is 2573756891. The subject property consists mostly of agricultural fields. We did not observe structures on the subject property. Based on the United States Geological Survey (USGS) topographical map, no blue -lined streams are depicted on -site. Drainage across the site would be expected to flow northeast and east and off -site toward an unnamed tributary of Lee Branch. WETLAND DETERMINATION For the purposes of this determination, wetlands are those areas satisfying the technical criteria contained in the Environmental Laboratory 1987, Corps of Engineers Wetlands Delineation Manual, Technical Report Y -87 -1 (the 1987 Manual). The field investigation included an inspection of the entire study area to identify areas exhibiting wetland criteria. The criteria used are based on the identification of the following characteristics in accordance with the 1987 Manual: 1. The presence of wetland plants (technically referred to as hydrophytic vegetation) as defined in The National List of Plants Species that Occur in Wetlands (Reed, 1998). 2. The presence of wetland hydrology (continuous soil saturation within at least one foot of the surface for 5 -12.5% of the growing season). 3. Olive 2 Bert Martin Road, Mt. Olive, Wayne County, NC ECS Project #06.19621 A US Army Corp of Engineers (USACE) Upland Data Sheet was completed for the site (Appendix B). The study was conducted by walking the property boundary and interior of the site via transects, starting from Bert Martin Road located along the western property boundary and then east across the site through agricultural fields (along Hatch's Lane) which transects the central portion of the site, and then north to the northern property boundary moving in a counter- clockwise direction to the northwestern property corner of the site (Figure 2). Further information used to determine the presence of wetland areas located on -site included reviewing aerial photographs, soil surveys, and topographic maps. PHYSICAL SETTING AND HYDROGEOLOGY A review of the United States Geological Survey (USGS) Topographic Map, Mt. Olive, North Carolina Quadrangle, indicates that the site is situated approximately 165 feet above mean sea level (MSL) and is relatively flat. Surface run -off from the site would be expected to flow generally across the site to the northeast, and then off -site toward an unnamed portion of Lee Branch which is located on the northern adjacent property (Figure 3). The area in which the site is located contains eight (8) soil types identified by the United States Department of Agriculture - National Resource Conservation S ervice (Figure 4). AyA- Aycock very fine sandy loam consists of well drained, moderately permeable soil that occurs on marine terraces. Available water capacity is high. The ponding and flooding hazard is listed as "none" in the Wayne County Soil Survey. According to the North Carolina Hydric Soils List, this soil is classified hydric. 10.2% of the subject property is composed of this soil unit. AyB2- Aycock very fine sandy loam consists of moderately well drained, moderately permeable soil that occurs on marine terraces. Available water capacity is moderate. The ponding and flooding hazard is listed as "none" in the Wayne County Soil Survey. According to the North Carolina Hydric Soils List, this soil is classified hydric. 7.3% of the subject property is composed of this soil unit. Ba- Barclay very fine sandy loam consists of somewhat poorly drained, moderately permeable soil that occurs on flats. Available water capacity is high. The ponding and flooding hazard is listed as "none" in the Wayne County Soil Survey. According to the North Carolina Hydric Soils List, this soil is classified non - hydric. 9.3% of the subject property is composed of this soil unit. Ex -Exum very fine sandy loam consists of moderately well drained, moderately permeable soil that occurs on Flats on marine terraces and broad interstream divides on marine terraces. Available water capacity is high. The ponding and flooding hazard is listed as "none" in the Wayne County Soil Survey. According to the North Carolina Hydric Soils List, this soil is classified hydric. 36.1 % of the subject property is composed of this soil unit. Le -Leaf loam consists of somewhat poorly drained, very low permeability soil that occurs on terraces and flats on broad interstream divides. Available water capacity is high. The ponding and flooding hazard is listed as "none" in the Wayne County Soil Survey. According to the North Carolina Hydric Soils List, this soil is classified hydric. 7.0% of the subject property is composed of this soil unit. Wetland Field Determination /JD- Mt. Olive, Wayne County, NC ECS Project #06.19621 Na- Nahunta very fine sandy loam consists of somewhat poorly drained, moderately permeable soil that occurs on flats on marine terraces and broad interstream divides on marine terraces. Available water capacity is high. The ponding and flooding hazard is listed as "none" in the Wayne County Soil Survey. According to the North Carolina Hydric Soils List, this soil is classified hydric. 26.4% of the subject property is composed of this soil unit. NoB- Norfolk loamy sand consists of well drained, moderately permeable soil that occurs on broad interstream divides on marine terraces and flats on marine terraces. Available water capacity is moderate. The ponding and flooding hazard is listed as "none" in the Wayne County Soil Survey. According to the North Carolina Hydric Soils List, this soil is classified hydric. 2.9% of the subject property is composed of this soil unit. NrB2- Norfolk sandy loam consists of well drained, moderately permeable soil that occurs on broad interstream divides on marine terraces and ridges on marine terraces. Available water capacity is moderate. The ponding and flooding hazard is listed as "none" in the Wayne County Soil Survey. According to the North Carolina Hydric Soils List, this soil is classified non - hydric. 0.8% of the subject property is composed of this soil unit. Review of the National Wetland Inventory (NWI) Map did not identify potential wetland areas on the subject property (Figure 5). A review of the NC Floodplain Mapping Program identifies the site as being located outside of the 100 year floodplain (Figure 6). FIELD RECONNAISSANCE Mr. Ryan Conchilla of ECS Carolinas, LLP conducted the wetland and stream delineation at the site on June 26, 2012. The weather at the time of the reconnaissance was clear with a temperature of approximately 90° Fahrenheit. ECS was not accompanied during the determination. The site consists mostly of agricultural fields with hatch's Lane transecting the central portion of the site. No structures were observed on -site during the reconnaissance. The site reconnaissance started in the southwestern property corner along Bert Martin Road and moved north to Hatch's Hill Lane (Photograph 1 and 2). ECS then moved east across the central portion of the site which consisted of a dirt access road (Photograph •3) to the eastern property boundary (Photograph 4). The majority of the subject property consisted of fallow agricultural fields and was being controlled under an "open burn" process during the site reconnaissance. ECS transected the northern portion of the subject property until reaching the northwestern property corner where a small drainage ditch was observed (Photographs 5, 6, 7, 8). This was a man made drainage feature that channels surface flow off -site to the northern adjacent property. ECS moved northeast along the feature until reaching the northern boundary of the feature which continued north and off -site. ECS continued the reconnaissance south and east across the site until reaching the southeastern corner of the subject property (Photographs 11 and 12). At this location, ECS evaluated a small vegetated strip along the boundary of the agricultural field. ECS reviewed this area and upon further assessment, ECS identified non - hydric soil indicators throughout this area and no subsurface drainage ditches or depressions were noted in this area (Photographs 13 and 14). This area did not meet the hydric soil indicators listed in the 1987 USACE Wetland Delineation Manual. Wetland Field Determination /JD- Mt. Olive 2 Bert Martin Road, Mt. Olive, Wayne County, NC ECS Project #06.19621 ECS traversed the perimeter boundaries and made several transects across the interior of the site and identified no additional areas of potential jurisdiction on -site. USACE FIELD VERIFICATION AND JURISDICTIONAL DETERMINATION As outlined in ECS proposal 06.15797 issued on June 14, 2012, USACE Field Verification and Jurisdictional Determination (JD) Services were scheduled on the subject property with Mr. William Westcott, USACE representative on August 21, 2012. As a result of that field delineation, Mr. Westcott stated that the drainage ditch located in the northwestern corner of the site did not have sufficient hydrology present and did not meet the hydric criteria listed in the 1987 USACE Wetland Delineation Manual. Therefore, no jurisdictional areas were identified on the subject property. Upon receipt of the official JD, ECS will forward a copy of the JD to be included as an attachment to this report. CONCLUSIONS Based on our assessment of the proposed project site location and on -site field conditions, ECS identified no jurisdictional areas on -site. These findings were confirmed on -site by Mr. Westcott, USACE representative on August 21, 2012. At the time of this report, a copy of the official JD has not been received. ECS will forward the JD, upon receipt from the USACE. Wetlands were not identified on the site that need to be recorded on the official property survey for the subject property. If changes are anticipated for expanding the footprint of the proposed development plan, ECS requests to be notified prior to any earth moving or grading activities. LIMITATIONS Observations, conclusions, and /or recommendations pertaining to the potential jurisdictional wetland areas and stream features within the subject site are necessarily limited to the conditions observed, and /or materials reviewed at the time this study was undertaken. This report is provided for the exclusive use of Strata Solar Development, LLC and is not intended to be used or relied upon in connection with other projects or by other unidentified third parties.
