This small piece of roadway is part of a larger plan of development that will commence when the road is finished.Review of your application revealed it lacking necessary information required for making an informed permit decision. The permit application was deficient in the following areas: • The PCN is incorrectly marked as not including public money.This project is partially funded by the City of Charlotte,which is considered public money.A corrected PCN is required. • Provide NEPA documentation • Provide detailed analysis of all alternate alignments considered so that all alignments can be considered and the least environmentally damaging(LEDPA)can be selected • Provide documentation from the USACE for acceptable purpose and need as well as logical termini. • Provide official documentation that the stormwater plan has been reviewed and approved by the appropriate delegated program. • Provide proper phasing for the entire project,which encompasses numerous residential and commercial developments • Provide official approval of plans for any parts of the project that are to be assumed by NC DOT,more specifically approval for all hydraulic crossings • Provide Indirect and Cumulative Impact Analysis for the entire project,which is a large commercial/residential development and not just the small piece of roadway • Provide the approved JD or PJD from the USACE • On page 78 of the pdf copy of the PCN both Lincoln and Mecklenburg Counties are referenced;please correct and clarify which county information was used • Provide a sill on the upstream side of the culvert Therefore,pursuant to 15A NCAC 2H.0507(a)(5),we will have to place the permit application on hold until we are supplied the necessary information. You have 21 days to respond in writing with the requested information or notification to this office that the information is forthcoming. If,at the end of the 21 days,this office has not received this information in writing,we will assume you are withdrawing your application and it will be returned. Furthermore,until the information is received by the NC Division of Water Resources,we request(by copy of this letter)that the US Army Corps of Engineers place the permit application on hold.
