FACILITY OVERVIEW:
This facility is 100% domestic waste. Facility serves a theme park and has restrooms, food services, etc. for an
average of 1,550 visitors and employees a day. The facility is permitted at up to 0.175 MGD and is currently
built at 0.07 MGD. The treatment system consists of two 0.035 MGD treatment systems in parallel and includes
the following wastewater treatment components:
• Bar screen
• Diversion box
• Dual train aeration basins
• Dual equalization tanks
• Dual two -chamber clarifiers
• Chlorine contact chamber
• Tertiary filter unit with mudwell chamber
• Dechlorination
• Flow meter
• Re -aeration
• Emergency generator
APPLICATION
No modifications were noted or proposed in the current application.
INSPECTION
The most recent inspection (7/2/2019) noted a few issues that did lead to a NOV. Issues included sampler set
up for time weighted composite sampling instead of flow weighted; no chart recorder or other device for
continuous flow recording and the effluent pipe needed to be maintained for access.
COMPLIANCE:
During the permit cycle this facility had one (1) NOD and eleven (11) NOVs. The notices were mainly for
violations of limits for BOD, TSS and a few for NH3-N. There were also eight (8) enforcement actions over the
permit cycle, again mainly BOD, TSS and a few NH3-N violations. The total amount paid in these enforcements
was $5,519.90 with $4,675 in penalties.

The data reviewed for the renewal is from September 2016 through February 2021.
LIMITS FOR BOD, TSS, NH3-N AND DO
The Tweetsie Railroad discharge in Middle Creek of the South Fork New River is upstream of the ORW area for
the South Fork New River. 15A NCAC 213.0225 establishes the criteria for ORW areas. It includes requiring
more stringent permit conditions in ORW areas and areas upstream of designated ORW areas for protection of
the resource. This lead to the inclusion in previous expansions under this permit of the more stringent limits fo
BOD, NH3-N and TSS. In addition, the receiving stream for this discharge is classified as a Trout water which has
led to the implementation of the DO limitation for protection of this resource.

FILE HISTORY REVIEW SUMMARY
• 1981 Waste Load Allocation (WLA) - was developed for a discharge of 0.0024 MGD and set
limits of: BOD and TSS - 30 mg/L; pH- 6-9; Fecal - 1,000 #/100ml; Residual Chlorine < 4.33
mg/L to protect Tr standard of 2µg/L.
• 1982 WLA developed for 0.03MGD and changed the chlorine number to 0.35 mg/L
• April 29, 1983 Authorization to Construct (AtoC) for the addition of a chlorination system.
• 1987 WLA - developed for 0.024 MGD with chlorine level of 1.9 mg/L
• 1989 WLA - developed for an expanded discharge of 0.07 MGD. On expansion residual chlorine
level set at 67 µg/L.
• August 31, 1990 AtoC for the installation of a 0.035 MGD treatment system.
• 1992 WLA - NH3-N limit added at 26 mg/L; Fecal number dropped to 200. This document
discussed the issue of the discharge being upstream of an ORW water and the impacts that
would have on any future expansion.
• 1995 Permit Renewal - Permit issued with tiered flows of 0.035 to 0.070 MGD. The permit
letter addressed the issue of expansion given the discharge is above an ORW designated water
body. By rule any expansion above the current 0.035 MGD would require lower discharge
limits. The 0.035 discharge required BOD - 30/45; TSS - 30/45; Fecal - 200/400; TRC - 17 and
pH -6-9 with monitoring for NH3-N, Temperature, Total Nitrogen, Total Phosphorous and DO.
Expansion to 0.07 included lower limits of BOD 5/7.5; TSS - 10/15; set limits for NH3-N - 2 and
DO > 5 and maintained the other limits/monitoring requirements.
• September 8, 1997 AtoC for the expansion of discharge by adding another 0.035 MGD
treatment system for a total flow of 0.07MGD. Engineers Certification for this construction
received on May 22, 1998.
• 2001 Permit Renewal - This permit was issued with 0.070 MGD flow modified the BOD and
NH3-N limits to include different summer and winter numbers. Summer BOD set at 5/7.5 and
winter 10/15mg/L. NH3-N monthly average limits were set at summer - 2 and winter - 4
mg/L. Other limits and monitoring were unchanged.
• 2006 Permit Renewal - This renewal added daily max limits for NH3-N of summer - 10 and
winter - 20mg/L.
• 2008 Permit Modification - This modification was requested by the permittee to add an
expansion tier up to 0.175 MGD. The ultimate expansion would be achieved by adding 3
additional 0.035 MGD treatment units to the existing two units of the same size. The expansion
also proposed potential reuse of a small portion of flow throw irrigation and toilet flushing. A
Level B model was run and the limits for the expansion we set the same as for the existing 0.07
MGD discharge. In this permit documentation the Winston-Salem Regional Office staff noted
that an impoundment showing on the USGS quad sheet below the discharge had been removed.
• 2011 Permit Renewal - There were no major changes to the permit. The applicant asked for
review and possible amendments to their permit limits to provide flexibility. There is no
indication in the file that this request was considered.
• 2016 Permit Renewal - Applicant again requested review of their existing limits for flexibility.
DWR staff responded in a May 2016 email noting the rule requirements for discharges above
ORW segments that set the more stringent BOD, TSS and NH3-N limits. This permit included
references to the eDMR requirements and regulator citations.

Do you know if it would be worth considering seasonal P&H permits for facilities with seasonal flows where it's
difficult to meet standards year around when there's not enough food to sustain a viable population of bugs — like
this one?

I am the staff person working on the renewal of your NPDES permit for wastewater discharge from the
Tweetsie Railroad WWTR I have the draft permit ready for public notice later this week. I wanted to get in
touch with you, so you have my contact email. Also, I wanted to make you aware that we are currently
moving toward processing most of our correspondence in electronic format. Please review the information
below about this.
In order to provide more convenience, control, and security to our permittees and assist them in processing their
transactions, The Division of Water Resources is currently transitioning towards electronic correspondence. This will
hopefully provide more efficient service to our permittees and other partners and will allow us to more effectively
process and track documents. We are writing to ask you for your approval of the transmittal of documents related to
your permitting and related activities with the Division in an electronic format. Documents will be emailed to the
appropriate contact person(s) in your organization in a PDF format.
Please respond to me through email with verification that transmittal of your documents in an electronic manner is
