FACILITY OVERVIEW:
This facility is 100% domestic waste. Facility serves an I-40 rest area/welcome center. The facility is
permitted and built at 0.026 MGD. The treatment system consists of the following wastewater treatment
components:
• Flow equalization basin with manual bar screen
• Dual aeration basins with blowers providing diffused air
• Dual clarifiers, each with skimmer and sludge return
• 5000-gallon aerobic digester
• Standby power generator
No modifications were noted or proposed in the current application.
INSPECTION
The most recent inspection (2/24/2021) found that the system was well maintained and operated. Inspector
noted that flows were 10% below normal due to Covid and reduced travel.
COMPLIANCE:
During the permit cycle this facility had two NOVs. One for a TSS frequency violation in 2016 and the second
for permit limit violations for BOD in 2018. The permit limit violation in 2018 lead to an enforcement action
and total assessment of $364.49 ($250 penalty).

FILE HISTEORY REVIEW SUMMARY
• 1978 Assimilative Capacity Evaluation - Receiving stream(Pigeon River) is at 120 cfs, large
dilution so no calculations needed. BOD and TSS set at 30 mg/L and pH 6-9 su.
• 1980 Waste Load Allocation (WLA) - notes that the system discharges to rock fill before
reaching surface waters and may not discharge. Limits the same.
• 1985 WLA - Notes same issues as in 1980 WLA, no changes.
• 1990 WLA - System upgraded to address high BOD issues. Package includes discussion with
regional office about whether the system is discharging or should be permitted differently.
Region notes the system designed to discharge to the river and it is their feeling that the flow
does make it there, just hard to pinpoint in the rock fill.
• 1996 Permit Renewal - BOD and TSS limits set at 30/45. Monitoring include for NH3-N and
temperature. Review notes no need for NH3-N limits and no monitoring for fecal or pH due to
the high dilution in the receiving stream. With recent changes to the treatment system it has
been upgraded to Class II. This would increase monitoring frequency but regional staff request
to maintain the frequencies as they are. A special condition for disinfection requirement is
added if the discharge causes fecal issues. Upgraded components added to the permit language.
• 2001 Permit Renewal - The disinfection condition is removed.
• 2006 Permit Renewal - Expiration of the permit is changed to January 2011.
• 2010 Permit renewal - The treatment system components are expanded and the review again
address the issue of whether there is a discharge. Regional staff verify the need to maintain the
discharge permit.
• 2016 Permit Renewal - eDMR language added to the permit along with regulatory citations.

Hey Dan,
I didn't hear back from my previous request on these so I wasn't sure who to send the NCDOT Haywood
County Welcome Center (NC0024805) Draft to for review. The draft is attached, could you make sure it gets to
the correct reviewer? The application is in Laserfiche. This was is going through internal review now also.
Not sure if I will get it back to notice this week, but I hope to if possible.
I am also working on the Etowah Sewer Company renewal (NC0071323) as noted below. I hope to have that
draft ready soon. If you could let me know who to work with on this one I'd appreciate it. On this one I also
have a question about ownership of the system. Currently BIMS has Ken Deaver as the owner. I have an email
in to him to try and verify this but I haven't heard anything back from him. There is an old email in the file
from you to Charles that does say the ORC said Deaver owned the system, but I can't find any documentation
of him gaining ownership. I wonder if he just has delegated signature authority? He isn't listed in any of the
paper work I found on the Secretary of State's Website for Etowah Sewer. If you guys have any thoughts on
this let me know.
