PROJECT SUMMARY: The applicants propose to construct a 16.5' long by 6' wide (99 ft2) stepdown platform adjacent an existing 348 ft2 partially covered L -head platform to create a single platform component of 447 ft2, and install 2 mooring pilings adjacent the stepdown to create a wet slip, resulting in a 3rd mooring for the pier structure. F` Robert S. and Jeannine G. Saunders Albemarle Sound Washington County Project Setting Robert S. and Jeannine G. Saunders have submitted the attached application for a CAMA Major.Permit to upgrade their existing L -head pier structure. The project site is located at 95 Cypress Shores Road (off SR 1319) in Cypress Shores Subdivision on the Albemarle Sound near Roper in Washington County, North Carolina. Cypress Shores Subdivision is located on the southern shoreline of Albemarle Sound ±1 mile east of the Community of Mackeys. The Saunders' property is ±1.6 acres in size and consists of two lots at the eastern end of Cypress Shores Subdivision. There is a single family residence on the western lot of their property. The property is vegetated with upland grasses and a few trees and native and ornamental shrubs. To the east of their property is an undeveloped ±31 -acre tract stabilized by a bulkhead, all of which is farmed row crops with an ±75' grassy vegetated buffer area landward of the bulkhead. To the west of their property is a single - family residence with a bulkhead and a storm damaged pier structure. Besides the dwelling, other structures on the Saunders' property .include a bulkhead, three groins, and a partially covered L -head pier structure with two uncovered boat lifts, one of which has a finger pier as access. The pier structure was recently replaced under CAMA General Permit No. 60979 -B issued on 26 November 2012. The authorized structure.is an 88' long by 6' wide pier with a 16.5' long by 20' wide (330 ft2) partially covered L -head platform, with an additional 18 ft2 of roof overhang, and a 20' long by 6' wide finger pier access to an existing uncovered 12' long by 12' wide boat lift. There also exists a second uncovered 12' long by 12' wide boat lift adjacent to and west of the L -head platform. The CAMA General Permits issued to the Saunders' for lifts to the pier structure, groins, and new and replacement bulkheads are as follows: 46522 -B issued 24 August 2006, 47729 -B issued 3 April 2007, 53578 -B issued 12. June 2009, and 54789 -B issued 9 March 2010. There are no wetlands on the property for this project. The water depth at the end of the existing pier structure and in the location of the proposed wet slip is -3' to -4' at normal water level (NWL). The Albemarle Sound is classified SB by the Environmental Management Commission and Coastal Waters by the Marine Fisheries Commission. The Albemarle Sound at this location is closed to shellfishing. No SAV have been observed at the project site. Project Description 'The applicants propose to construct a 16.5' long by 6' wide stepdown platform immediately east of the existing, partially covered 348 ft2 L -head platform, and install two tie pilings adjacent the proposed stepdown to create an ±12' long by ±12' wide wet slip. The wet slip will be located in -3' to -4' deep water of Albemarle Sound relative to NWL. The applicants own a total'of ±450 linear feet of shoreline allowing.up to 2,000 ft2 shaded impact. The proposed stepdown platform as well as the existing shaded impact by the partially covered L -head platform and finger pier will total 567 ft2. Anticipated Impacts The proposed stepdown platform will shade an additional 99 ft2 of Public Trust Area and Estuarine Water Areas of Environmental Concern (AECs) of Albemarle Sound bottom. There will be some short-term turbidity during piling installation. CAMA General Permit No. 60979 B was issued on Nov 26, 2012 for the replacement of an 88'x6' pier and 20'x16' L -head platform, partially covered with an additional 18sf roof overhang and replacement of 20'x6' finger pier to an existing uncovered boat lift. The structure has 2 existing, uncovered lifts each 12'x12' in size. All work has been complete with the construction of a concrete pier structure as authorized by the aforementioned General Permit. I am proposing the addition of a 16.5'x6' step -down to the existing 348 sf L -head platform, for a total of 447sf single component shaded impact. I am also proposing 2 tie pilings off step -down for creation of wet slip (3rd slip for structure). This will provide for easy water access for swimming and boating, kayaking etc. The proposed step -down and existing platform and finger pier will result in a total of 567 sf shaded impact and the property has a +- 450 linear feet of shoreline on the Albemarle sound.
