Craig Mullikin requests that a 401 water Quality Certification be issued to allow the reconstructing and
rebuilding an existing seawall on his lake front access property between 146 and 156 Yacht Island Drive.
The existing masonry seawall is more than 30 years old and is failing from poor design and excessive
hydraulic pressure. The existing seawall is not readily distinguishable in the included pictures because of
the dense overgrowth on this property.
The proposed plan includes a new seawall constructed utilizing segmental blocks with reinforcing fabric
between layers of compacted gravel and backsll. The existing masonry seawall will be completely
removed. The wall will be constructed during full pond conditions using a previously approved method
as ilhrstrated in the plan.
The supplied attachments include pictures of the site as it is now, and drawings of the proposed seawall
which also includes a statement of project need, a landscape plan and a construction plan for full pond
conditions. Direct access from the street thru Mr. Mullikin's property is not possible. The access
corridor shown on the Jones/ Self property will be used to access the Mullikin property as well.
It is the owner's intention to begin and complete this project as soon as possible (April -May 2013) due to
the access corridor shared with the Jones/ Self project which must be completed as soon as possible due to
the potential danger of additional failure at that site. If you have any questions concerning these plans, or

The following is an abbreviated application form for those applying for a 401 Water Quality
Certification to impact FERC (Federal Energy Regulatory Commission) regulated lake shore or
bottom under the U.S. Army Corps of Engineers Permit GP30. This Application cannot be used
for wetland or stream impacts. Please provide seven M copies of this application and supporting
information as well as a non - refundable application fee to the Division of Water Quality of $240.00
for impacts of to lake bottom of less than 1 acre and $570.00 for impacts to lake bottom of greater

PROJECT NEED:(JONES/ SELF PROJECT PORTION):
THIS SEAWALL/ RETAINING WALL PROJECT IS DESIGNED TO REPLACE AN EXISTING RETAINING WALL THAT WAS INSTALLED 3YEARS AGO AND A SEAWALL THAT WAS INSTALLED MORE THAN 30
YEARS AGO. THE GROUND ABOVE THE OLD SEAWALL WAS NOT PREPARED TO SUPPORT7HE LOADS IMPOSED BY THE NEWLY CONSTRUCTED WALLS ABOVE IT. IN ADDITION, EXISTING GUTTERS
AND DOWNSPOUT DISCHARGES WERE NOT PROPERLY DIRECTED AWAY FROM THE WALLS. THESE CONDITIONS LEAD TO THE FAILURE OF BOTH THE: UPPER WALLS AND THE SEAWALL BELOW.
THE NEW PLAN CALLS FOR A NEW TALL SEAWALL WITH A SHORTER RETAINING WALL ABOVE f. THIS TWO TIERED DESIGN STARTING WITH THE NEW SEAWALL IS NECESSARY TO ENSURE THAT THE
BASE IS PREPARED FOR THE ULTIMATE LOADING OF THE WALLS AND TO ENSURE THAT THE HOME IS PROTECTED FROM EROSION OF THE BANK BETWEEN THE HOME AND THE LAKE. THE NEW WALLS
WILL END AT A HIGHER ELEVATION THAN THE EXISTING WALLS TO REDUCE THE EROSION COMING FROM THE AREAADJACENT TO THE HOUSE ABOVE THE CONSTRUCTION AREA.
IT IS THE OPINION OF THIS ENGINEER THAT IF THIS PROPOSED REPAIR IS NOT COMPLETED IMMEDIATELY (BEFORE THE END OF SUMMER), PORTIONS OF THE RESIDENCE ABOVE MAY
BE IN DANGER OF FAILURE BECAUSE OF THE LACK OF SUPPORT FROM ADJACENT SOILS UNDER THE FOUNDATION OF THE HOME.
THIS ENGINEER ACCEPTS NO IMPLIED OR ACTUAL RESPONSIBILITY FOR PARTIAL OR COMPLETE FAILURE OF HOME FOUNDATION DURING THE DEMOLITION OR CONSTRUCTION PHASE

SOIL FILL BEHIND ff. THIS WALL DESIGN IS SUITED FOR THIS INSTALLATION BECAUSE IT REINFORCES A RELATIVELY LARGE AREA BEHIND THE WALL BUT ALSO:ALLOWS FOR THE FREE MOVEMENT
OF WATER BELOW THE LEVEL OF THE LAKE AT FULL POND. THE EXISTING WALL IS DETERIORATED SUCH THAT IT IS PUTTING PRESSURE ON THE BOATHOUSE AND DOCK AND HAS ALLOWED THE
SOIL BEHIND IT TO COLLAPSE. IT IS MY OPINION THAT THE SLOPE OF THIS LOT IS SUCH THAT STABILIZATION WITH AN ALTERNATE MATERIAL OR METHOD:IS: NOT POSSIBLE.

3) PROVIDE 4 TO 6 MIL PLASTIC BARRIER ON LAKE SIDE OF TEMPORARY WALL.
4) PUMP WATER FROM SEAWALL SIDE OF TEMPORARY WALL.
5) CONSTRUCT 2 TO 4 COURSES OF THE SEAWALL TO ENSURE THAT THE TOP IS ABOVE FULL

6) REMOVE TEMPORARY SAND BAG WALL AND CONTINUE CONSTRUCTION TO COMPLETION
