Subject: Question Concerning Whether This
Facility Needed an NPDES Discharge Permit

Acting Director
Division of Water Quality
Dear Mr. Byrd:
On September 11, 2001, Ms Kitty A.K. Kramer, staff member with the Division .of Water
Quality conducted a site visit at your plant in Troy, N.C. The visit was to discuss whether this facility
needed to acquire an NPDES Permit for the existing discharge of water from this facility.
This facility generates and packages ice for commercial use. A sump collection area located
behind the ice plant discharges water via an overflow pipe into a storm drainageditch that empties into
an unnamed tributary to Warner Creek. Water discharged from this sump consists of water received
from condensers, ice shavings and overflow water from the ice generating machines. Only potable
water received from the Town of Troy is used at this plant. Potable water comes into a holding tank
that .pumps the water into the building that houses the five (5). ice generating machines. The ice
machines are filled to capacity with the overflow water going to four. of five condenser units and
overflow water going directly to the sump collection area. Once through water from thecondenser
units discharges to the sump area. The sump collection area also receives "snow which is generated.
when all the packaged ice moves through a snow screen unit used to remove the snow from the ice.
No chemical additives are placed in the water discharged from this plant but is just the portable
water as received from the Town of Troy.
As a result of this site visit, it is determination of this Office that the discharge from Triangle
Ice Inc. as described above does not required any discharge permit from this Office. However, should
Triangle Ice Inc. change the nature of the existing discharge, this Office should be immediately
notified.
If you have any questions or require further clarification, please do not hesitate to contact me a
(910) 486-1541.
Sincerely,
Kitty A.K. Kramer
