This letter is in reference to the Horseshoe Farm Road Request for additional information letter sent
March 22, 2013.
1. Per the requirements of the Neuse Riparian Buffer Rule, you must show that this site meets
diffuse flow requirements. All new roadside ditches must either:
a. Discharge to existing swales in a manner that does not result in erosion to either the
swales or stream
• The proposed roadside ditches have been realigned in a manner that allows
for them to discharge into existing swales.
b. Be directed to a level spreader - vegetated filter strip or other BMP per Chapter 8 of
the BMP Manual.
• Level spreaders are not needed as the roadside ditches are now discharging
into existing swales.
2. Please provide a BMP supplement Form with all required items for every BMP that is
proposed on the site per item (1b) above. BMP Supplement Forms are also available at the
above web site.

Per the requirements of the Neuse Riparian Buffer Rule the revised plans show the following
changes:
• The southeast corner of the project now shows the new storm water bypass channel to be
diverted in to an existing swale approximately 25 feet outside the buffer on river left of the
stream "SA ".
• In the southwest quadrant closest to the stream, stormwater will only be allowed to travel
overland through the buffer. No new conveyance will be created.
• In the northwest quadrant closest to the stream, stormwater will only be allowed to travel
overland through the buffer. No new conveyance will be created.
• In the northeast quadrant, all riprap will be removed. An existing swale will be used to carry
runoff collected from the proposed roadside ditch through the buffer and into the pond.
Any stormwater that isn't discharged into the existing swale will travel overland through the
buffer and into the pond. All stormwater collected in the pond during construction will
remain in the pond until completion of the dam and riser structure, the pond will be refilled
after final construction of the dam.
A narrative describing the stormwater objectives as they relate to diffuse flow is included with this
package as well as five (5) frill -sized plan sheets that are stamped, signed and dated.

STORMWATER NARRATIVE
The project consists of improvements to Horse Shoe Farm Road and a community park owned
and operated by the City of Raleigh, Horseshoe Farm Park. Horse Shoe Farm Road intersects
with Ligon Mill Rd (SR -2224) approximately 0.2 miles north of Louisburg Road (US -401). Park
improvements will include a picnic shelter, pedestrian walkways, restroom facility and
associated parking. At present, Horse Shoe Farm Road is a single lane gravel road and serves
as the only public entrance to the park. Pedestrian and vehicular traffic is expected to increase
with the proposed park improvements. Horseshoe Farm Road will be converted from the
existing single lane gravel drive into a two -lane paved asphalt roadway to accommodate the
increase in traffic.
Stormwater runoff from Horse Shoe Farm Road discharges into an unnamed tributary of the
Neuse River. As such, the project must make use of existing natural channels to convey
stormwater and provide diffuse flow through the buffer as is required within the Neuse River
Basin. In the event that a new conveyance is created and an existing channel couldn't be used,
a level spreader would have to be installed to satisfy the diffuse flow requirement. Every effort
was made to utilize existing channels and topography to eliminate the need for an engineered
stormwater device.
The roadway improvement portion of the project will impact buffers to allow for the road
widening and the installation of stormwater energy dissipating devices. In an effort to maintain
the natural look and feel of the park, the typical section for Horse Shoe Farm Road utilizes a
roadside ditch as a means of collecting and conveying stormwater runoff. The proposed
roadside ditches will tie into existing natural channels before being discharged into the buffer.
The existing natural channels will provide a means of conveying the stormwater through the
buffer without additional impact. Where it isn't possible to make use of an existing natural
channel, no new conveyance will be created and diffuse flow will be achieved by allowing
stormwater to travel overland into the buffer.
On the southern side of Horse Shoe Farm Road, a roadside ditch will collect the runoff from the
southern side of the roadway and carry it until it reaches the existing channel located
approximately 600 feet east of Ligon Mill Road. The existing channel will carry the stormwater
runoff into and through the buffer. The proposed ditch will be lined with an erosion control
blanket as it travels down the embankment to prevent erosion. On the northern side of Horse
Shoe Farm Road, an existing swale will collect all runoff from the roadway improvements up to
and including the driveway pipe located approximately 250 feet east of Ligon Mill Road. All
stormwater runoff downstream of the driveway pipe will follow the existing drainage pattern and
sheet flow off of the roadway and travel overland until it reaches the pond. In following the
existing drainage pattern, a new conveyance will not be created and a level spreader is not
needed.

On February 27, 2013, the Division of Water Quality (Division) received your application
requesting a 401 Water Quality Certification and Buffer Authorization from the Division for your
project The Division has determined that your application Is incomplete and cannot be
processed. The main issue relates to maintenance of diffuse flow within the Neuse Riparian
Buffers. The application is on -hold until the following information is received:
1. Per the requirements of the Neuse Riparian Buffer Rule, you must show that this site

return of this project will necessitate reapplication to the Division for approval, including a
complete application package and the appropriate fee.

Permitting (Webscape) Unit, 1650 Mail Service Center, Raleigh, NC 27699 -1650.
Please be aware that you have no authorization under Section 401 of the Clean Water Act for
this activity, and any work done within waters of the state may be a violation of North Carolina
General Statutes and Administrative Code.

2. CONVERT HORSE SHOEFARM ROAD POND TO A SEDIMENT BASIN ACCORDING
TO THE FOLLOWING SEQUENCE:
a. DRAIN THE POND CREA'T'ED BY THE HORSE ,;HOE FARM ROAD DAM. THE
POND SHADE, BE DRAINED SLOWLY BY PUMPRN^ G WATER OUT AT A RATE OF
80 -120 GPM. THE PUMP SHALL PUMP ALL WATER INTO A SILT BAG TO ALLOW

MULCH THE AREAS THAT WERE BELOW THE WATER SURFACE

c. REMOVE THE EXISTING 8" PVC OUTLET PIPE FROM THE POND AND THE
EMBANKMENT. INSTALL'THE PERMANENT 5 s5' PRECAST REINFORCED
CONCRETE RISER STRUCTURE AND 36" DIP OUTLET PIPE ACCORDING TO
PLAN. THE 36" PIPE SHALL BE PLACED IN THE SAME LOCATION AS THE
EXISTING 8" PVC PIPE.
d. ATTACH THE SKIMMER TO THE RISER STRUCTURE THROUGH A TEMPORARY
HOLE CORED AT'THE BOTTOM ELEVATION (ELEVATION = 191.00) OF THE
POND AND INSTALL THE BAFFLES ACCORDING TO THE DETAIL.
3. INSTALL TEMPORARY DIVERSION DITCHES ACCORDING TO PLAN.
4. GRADINC OPERATIONS MAY BEGIN ONCE THE RISER /BARREL WITH SKIMMERS
HAVE BEEN INSTALLED AND WITH THE APPROVAL OF THE ENVIRONMENTAL ENGINEER.
5. BEGIN CONSTRUCTION OF THE DETOUR ROAD.
