Dear Ms. Chapman:
Enclosed are five copies of a Pre - Construction Notification (PCN) Permit Application Package for the City
of Raleigh King Richard Road Bank Stabilization project. For your review we have enclosed five copies of
the PCN Application Form, Attachment A- Additional Information, Stream and Buffer Impacted Areas
Drawing, USGS Quadrangle Map, stabilization detail, and site photographs of the existing conditions. We
have also included with this PCN application the $240 permitting fee.
The project titled "King Richard Road Bank Stabilization" comprises of stabilizing a stream bank in the
vicinity of a sanitary sewer line and manholes whose integrity has become threatened due to stream bank
erosion.
Construction activities will take place in a sanitary sewer easement and right of way that has not been
maintained in the past io years. The construction described in this permit application will result in
approximately 1,200 square feet of Zone 1 buffer impact and 800 square feet of Zone 2 buffer disturbance.
In addition to submission to NC DWQ, we are transmitting this PCN electronically to David Shaeffer at
the Army Corps of Engineers.

Erosion of stream bank threatens the integrity of a sanitary sewer that is located in an easement that
has not been maintained within the last 10 years. Construction activity will consist of placing rip -rap
along 40 LF of the west stream bank to prevent further erosion in this area and replicate the location of
the un- eroded stream bank. A stream bank stabilization detail is attached. Conventional construction
equipment (hydraulic excavators and dumptrucks) will be used. The buffer disturbance will be seeded
and mulched.
