The North Carolina Division of Water Resources conducted an inspection of the Broad River Water
Authority’s Class A Distribution Program 2020 Annual Report on 6/04/2021. This inspection was conducted to
verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge
Permit No. WQ0035576. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".

There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Mikal Willmer, with the Asheville Regional Office, conducted a review of Broad River Water Authority’s DCAR 2020 Annual
Report on June 4, 2021. This review was conducted to determine whether the program is being maintained in compliance
with Non-Discharge Permit No. WQ0035576.
US Biosolids (formerly Southern Soil Builders), on behalf of Broad River Water Authority, submitted a "no distribution" report
for 2020. The attached cover letter with the submittal indicated all residuals were held within one of the 750,000-gallon alum
ponds. The last distribution was in 2019.
As a reminder, the Distribution and Marketing/Surface Disposal Certification and Summary Form (DMSDF) should be used
for Class A residual distribution programs. Annual Land Application Certification Form (ACF) is for Class B residuals.
