This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0032016. This inspection was conducted to determine whether the facility is being operated and maintained in compliance with Non-Discharge Permit No. WQ0032016. A summary of the comments and recommendations noted during the inspection are below. The major items listed during the previous inspection appear to have been corrected. Maybin’s has repaired the onsite generator and it is now fully operational. A French drain was installed around the perimeter of the building to prevent flooding near the treatment components and electrical panels. It appeared to be dry at the time of the inspection. A rain cistern has been installed in the WWTP enclosure for cleaning equipment. ORC reports the cistern provides adequate water pressure for cleaning. The irrigation fields are now being regularly mowed and HOA members are walking the drip lines routinely to note any leaks from the system. ORC reports he runs settleability approximately once a month. Last settleability was 30%. Few solids within the facility due to low flows. Flows have increased; however, they are still well below permitted capacity. There have been a couple of BOD failures in the previous 12 months. One due to a faulty blower motor and the second was attributed to a slug coming into the facility. Recommend additional process control monitoring since effluent sampling is only required once a month. Several weed patches throughout the field were noted at the time of the inspection. While not a significant problem at this time, it is recommended the permittee overseed and reestablish with fescue to prevent bare patches from forming further throughout the field. O&M Plan: Recommend reviewing and updating the operation and maintenance plan for the facility. Maintenance and regular upkeep should be updated to reflect current practices by the new owners and operations staff.
