This is due to the Fiscal Year 2011 Appropriations Act (Public Law 112-10), passed by Congress on April 14, 2011, and effective on April 15, 2011. That law requires a rescission of $140 million from the EPA's State and Tribal Assistance Grant Appropriation, and will, unfortunately, include this project. In the midst of this austere federal budget situation, the EPA is faced with difficult fiscal decisions. While the EPA recognizesthe importance of this project to your local community, please note that such funding may also be obtained through the Clean Water State Revolving Fund (CWSRF) and/or Drinking Water State Revolving Fund (DWSRF), whichremains the EPA's primary appropriation for financing water projects such as yours. These federal funds are managed by the North Carolina Department of Environment and Natural Resources and projects such as yours may qualify.
