Travel through Town of Carthage,, later through the Town of Biscoe, and into the Town of Troy. Turn right onto Hwy 134, and travel approximately two miles, turn right onto Glenn Road (Hwy 1324) and travel approximately two miles, turn left at the sign that indicates the waste water treatment plant, and travel until you reach the Waste Water Treatment Plant at Latitude: 35.374430° Longitude: - 79.860192° 6. Describe receiving stream features and the pertinent downstream uses: YAD 15 The discharge from the Troy wastewater treatment facility flows to Densons Creek (7Q10 of 0.35 cfs flow, as according to the Whole Effluent Toxicity Testing Self -Monitoring Summary --- see attachment), classified as Class C waters --- which promotes aquatic life propagation and survival, fishing, wildlife, secondary recreation, and agriculture. Densons Creek flows into Little River, and on to the Pee Dee River. PART II - DISCRIPTION OF WASTES AND TREATMENT WORKS Volume of wastewater to be permitted: (Ultimate Design Capacity) What is the current permitted capacity of the Wastewater Treatment facility? 1.2 MGD 1.2 MGD Actual treatment capacity of the current facility (current design capacity)? 1.2 MGD Please provide a description of the existing or substantially constructed wastewater treatment facility: Flow enters the headworks of the plant. If the flow is greater than 1.2 MGD, the excess flow is diverted to a 10-acre lagoon (EQ Basin) and it is later sent back into the WWTP for treatment. The untreated wastewater noinially flows through a "low flow" type mechanical bar screen, then to an aerated grit chamber and grit removal system. The material removed is disposed at the Uharrie Landfill as needed. An influent Parshall Flume with an ultrasonic flow meter then meters flow. Flow then travels to the two oxidation ditches arranged series rather than parallel, then to two secondary clarifiers. The clarifier effluent flows to through UV disinfection light bank, then to Densons Creek.. All Waste Activated Sludge solids that are removed from the plant enter a sludge transfer tank, then into an aerobic digester, and on to land application by Synagrow. e. The applicant is not requesting modification of the facility or increasing flow at this time. 2. A review of the compliance data did not reveal any significant violations. 3. Based upon the previous Compliance Evaluation Inspection (CEI) that was conducted on January 13, 2009, all units were in service, and "this facility continues to maintain a high standard for wastewater treatment". 4. This Office recommends continuation the Special Conditions for Whole Effluent Toxicity monitoring and Pretreatment Programs. 5. Based upon the above information, this Office recommends reissuance of the said peiinit for the continued operation of an existing 1.2 MGD wastewater treatment facility consisting of flow equalization, mechanical bar screen, grit removal, Parshall Flume, dual oxidation ditches, dual secondary clarifiers, aerobic sludge digester transfer tank and aerobic digester, UV disinfection, chlorination/dechlorination (back-up) located at the Town of Troy's wastewater treatment plant on Glenn Road, northeast of Troy in Montgomery County. The ORC performed the annual calibration check of the influent ultrasonic flow meter. An operator routinely visited the POTW every day of the week (7 days/week). Donna Mills was the Back -Up ORC for this POTW. The SCATA system phoned the ORC first, then proceeded to other operators until someone answered the call and the problem at the POTW, such as: #1 was the high level sludge alarm, #2 was the high temperature alarm for the influent pumps, #3 was the overtorque alarm for the grit classifier, and #4 was the alarm for the UV unit power. As a reminder and to ensure compliance with this part of the permit, please review the NPD,ES Permit, Part II, Section A, Composite Sample, concerning each grab sample in the composite not being less than 100 mL in volume, and "the preset gallon interval between sample collection fixed at no greater than 1/24 of the expected total daily flow at the treatment system" for Variable time/constant volume. Comment: The flow through the manual bar screen (with approximately 1 to 2 inch openings) was in series with the mechanical bar screen (installed approximately two years ago). The manual bar screen does not allow large material to pass through to the mechanical bar screen (a stainsless steel "low -flow screen" that was manufactured by Jones & Atwood). Comment: When the influent exceeded 1.2 MGD, then flow entered the ten -acre EQ (lagoon) by excessive flow through a valve -less pipe from the influent wet well. Each of the two influent pumps were capable of handling 1.2 MGD of flow.. They alternated each time that they came on. The flow to the EQ was later fed back into the WWTP for treatment.
