The replacement project will require a LAMA permit, either a General Permit or Major Permit, depending of the level of impacts associated with the project. Please let me know if I may be of any further assistance with this project. Project Tracking No. (Internal Use) 11 -11 -0066 County: Beaufort Document: Minimum Criteria Sheet Funding: ® State ❑ Federal ® Yes ❑ No Permit Type: RGP 31 and CAMA (1) Project Description: Bridge No. 126, a timber bridge measuring 35' long by 28' wide, on SR 1725 (Pamlico Beach Road) over Jordan Creek, is to be replaced by a proposed pipe and /or aluminum box culvert. Bridge No. 126 was originally built in 1964. Per the submitted form, the Area of Potential Effects (APE) measures approximately 500' from either end of the bridge, and extends 30' out from the centerline of the road, staying entirely within the existing ROW for SR 1725. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A map review and site file search was conducted at the Office of State Archaeology (OSA) on Thursday, December 1, 2011. A comprehensive archaeological survey at this particular bridge location has never been conducted. No archaeological sites have been recorded within one -half mile of the proposed project. Digital copies of HPO's maps (Ransomville Quadrangle) as well as the HPOWEB GIS Service (http: / /gis.ncdcr.gov /hpoweb /) were reviewed on Monday, December 5, 2011. There are no known historic architectural resources located within the project area that may have intact archaeological deposits within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive -type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: All proposed project activities are to take place within the existing 60' ROW for SR 1725 (Pamlico Beach Road). Although this is a State - funded project, Federal permits are required. Also, NC GS 121 - 12a does not apply since there are no eligible or potentially eligible (i.e. National Register - listed) archaeological resources located within the project's Area of Potential Effects (APE) that would require our attention. A review of USGS maps, Web Soil Survey ( http : / /websoilsurvey.nres.usda.jzov /app), and Beaufort County GIS reveal a project area (i.e. APE) composed four (4) soil types: Altavista fine sandy loam, 0 to 2 percent slopes (AaA), Augusta fine sandy loam (At), Currituck muck, frequently flooded (Cu), and Tomotley fine sandy loam (To). Bridge No. 126 is scheduled to be replaced by a smaller structure (i.e. a pipe or an aluminum box culvert) with all activities to occur within the existing ROW for SR 1725. A road widening project within the vicinity (SR 1723 — ER 07 -2366) was said to have a low probability for NRHP- eligible archaeological sites based on its topographic setting. With that in mind and the limited width of the ROW corridor, the current project as proposed is considered to have a low potential for containing intact archaeological materials on account of the level of disturbance associated with maintaining the existing ROW for SR 1725. Therefore, an archaeological survey is not "No Surney Required" form for Minor Transportation Projects as Qualified to the 2007 Programmatic Agreement NCDOT Archaeology & Historic Architecture Groups recommended. However, if the description of this project changes and /or design plans are made available prior to construction, then additional consultation will be required. As currently proposed, this bridge replacement project is unlikely to affect any significant NRHP - eligible archaeological resources. No further archaeological work is recommended. NCDOT Archaeology & Historic Architecture Groups SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: HPOWeb reviewed on 5 December 2011 and yielded no NR, SS, SL, DE, or LD properties in the project area. Beaufort County current GIS mapping, aerial photography, and tax information (viewed 5 December 2011) suggested the presence of properties containing pre -1962 resources in the Area of Potential Effects (APE), and a field survey accordingly was conducted on 15 December 2011. The APE extends 600 feet to either end of the existing bridge (N -S) and 100 feet to either side of the existing SR 1725 (Pamlico Beach Road) centerline to encompass all proposed construction activities as currently defined. Constructed in 1964, Bridge No. 126 is not eligible for the National Register of Historic Places according to the NCDOT Historic Bridge Survey as it is not historically, architecturally, or technologically significant. A commercial and two residential buildings stand at the SR 1725 (Pamlico Beach Road) /SR 1722 (S. Savanna Road) intersection (Winsteadville), approximately 500 feet north of the existing Bridge No. 126. The defining elements of the properties are located beyond project impact. The APE, including the permit area, does not contain properties listed in the National Register of Historic Places. A finding of "no historic properties affected" will satisfy both GS 121 -12(a) and Section 106 compliance requirements for historic architecture. Should any aspect, including an off -site detour and related improvements, of the project change, please notify NCDOT Historic Architecture as additional review may be necessary.
