IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO CONFORM TO ALL REQUIREMENTS OF THE SPECIFICATION AS THEY RELATE TO COORDINATION WITH THE OWNERS AND THE UTILITIES THAT EXIST ON SITE. CONTRACTOR MUST ALSO COMPLY WITH UTILITY OWNER REQUIREMENTS WHEN OPERATING WITHIN THE RIGHT-OF-WAY AND EASEMENTS. 6. ALL CONSTRUCTION MATERIALS AND WORKMANSHIP SHALL CONFORM TO THE PROJECT SPECIFICATIONS AND THE CITY OF GREENSBORO STANDARD SPECIFICATIONS. IN THE CASE OF CONFLICT, THE PROJECT SPECIFICATION SHALL GOVERN. IN CASE OF A CONFLICT BETWEEN THE STANDARD SPECIFICATIONS AND THE SPECIAL CONDITIONS, THE SPECIAL CONDITIONS SHALL GOVERN. THE CONTRACTOR SHALL OBTAIN AND USE ALL APPLICABLE ADDENDA. 7. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO COORDINATE ITS WORK WITH ANY WORK TO BE PERFORMED BY THE UTILITY OWNERS OR OTHERS IN THE RIGHT-OF-WAY. ARRANGE A SCHEDULE OF OPERATIONS THAT WILL ALLOW FOR THE COMPLETION OF THE PROJECT WITHOUT ANY UNDUE DELAY. 8. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE PROTECTION OF ALL EXISTING STRUCTURES, UTILITIES, FENCES, ETC. WHICH ARE NOT TO BE DISTURBED DURING CONSTRUCTION. REFER TO THE PROJECT SPECIFICATIONS FOR ADDITIONAL REQUIREMENTS. 9. ALL EXCESS MATERIALS SHALL BE HAULED OFF BY THE CONTRACTOR. EXCESS GRADE MATERIAL SHALL BE SPREAD AT THE DESIGNATED PERMANENT STOCKPILE AREA WITHIN THESE DRAWINGS. REFUSE SHALL BE DISPOSED OF LEGALLY OFFSITE. 10. THE PROPOSED BANKFULL LINE AND GRADING LINES SHOWN WITHIN THE PLAN/PROFILE SHEETS DENOTE PROPOSED GRADING AS INDICATED IN THE CROSS -SECTIONS AND PROFILE. UTILITIES: THE CONTRACTOR SHALL CALL THE "CONTACT ONE -CALL CENTER" BY DIALING 811 BEFORE DIGGING. THE CONTRACTOR SHALL FIELD LOCATE ALL UTILITIES INSIDE THE CONSTRUCTION CORRIDOR. TOPSOIL REMOVAL AND STOCKPILE: 1. TOPSOIL CONSISTING OF LOAM AND ORGANICS SHALL BE REPLACED IN ALL GRADED STREAM BANK AREAS TO A MINIMUM 4" DEPTH UNLESS A GREATER DEPTH IS OTHERWISE SPECIFIED. THE FINAL GRADE ELEVATIONS INCLUDE THE APPLICATION OF THIS TOPSOIL LAYER. THEREFORE, IN THESE AREAS IT MAY BE NECESSARY TO OVER EXCAVATE TO ACCOUNT FOR THE REPLACEMENT DEPTH OF THE TOPSOIL. THE CONTRACTOR IS RESPONSIBLE FOR TEMPORARILY STOCKPILING THE TOPSOIL FOR RE -PLACEMENT THROUGHOUT CONSTRUCTION. TRAFFIC CONTROL: 1. ACCESS TO PRIVATE RESIDENTIAL DRIVEWAYS MUST BE MAINTAINED DURING CONSTRUCTION. IF ACCESS TO PRIVATE RESIDENTIAL DRIVEWAYS CANNOT BE MAINTAINED DUE TO CONSTRUCTION ACTIVITIES, ON -STREET PARKING WITHIN 50 FEET OF PRIVATE ACCESS TO THE RIGHT-OF-WAY AND PEDESTRIAN WALKWAY AROUND CONSTRUCTION ACTIVITY MUST BE PROVIDED. 2. ACCESS TO GREENSBORO ARBORETUM AND PARKING LOTS MUST BE MAINTAINED DURING CONSTRUCTION. 3. CONTRACTOR TO INSTALL ADVANCED WARNING SIGN(S) ON WENDOVER AVENUE PRIOR TO CONSTRUCTION ENTRANCES. GROUND COVER AND SITE STABILIZATION MEASURES: 1. SOIL STABILIZATION SHALL BE ACHIEVED ON ANY AREA OF A SITE WHERE LAND -DISTURBING ACTIVITIES HAVE TEMPORARILY OR PERMANENTLY CEASED ACCORDING TO THE FOLLOWING SCHEDULE: 1.1. ALL PERIMETER DIKES, SWALES, DITCHES, PERIMETER SLOPES AND ALL SLOPES STEEPER THAN 3 HORIZONTAL TO 1 VERTICAL (3:1) SHALL BE PROVIDED TEMPORARY OR PERMANENT STABILIZATION WITH GROUND COVER AS SOON AS PRACTICABLE BUT IN ANY EVENT WITHIN 7 CALENDAR DAYS FROM THE LAST LAND -DISTURBING ACTIVITY. 1.2. ALL OTHER DISTURBED AREAS SHALL BE PROVIDED TEMPORARY OR PERMANENT STABILIZATION WITH GROUND COVER AS SOON AS PRACTICABLE BUT IN ANY EVEN WITHIN 14 CALENDAR DAYS FROM THE LAST LAND DISTURBING ACTIVITY. 2. CONDITIONS - IN MEETING THE STABILIZATION REQUIREMENTS ABOVE, THE FOLLOWING CONDITIONS OR EXEMPTIONS SHALL APPLY: 2.1. EXTENSIONS OF TIME BE APPROVED BY THE PERMITTING AUTHORITY BASED ON WEATHER OR OTHER SITE -SPECIFIC CONDITIONS THAT MAKE COMPLIANCE IMPRACTICABLE. 2.2. ALL SLOPES 50' IN LENGTH OR GREATER SHALL APPLY THE GROUND COVER WITHIN 7 DAYS EXCEPT WHEN THE SLOPE IS FLATTER THAN 4:1. SLOPES LESS THAN 50' SHALL APPLY GROUND COVER WITHIN 14 DAYS EXCEPT WHEN SLOPES ARE STEEPER THAN 3:1, THE 7 DAY REQUIREMENT APPLIES. 2.3. ANY SLOPED AREA FLATTER THAN 4:1 SHALL BE EXEMPT FROM THE 7-DAY GROUND COVER REQUIREMENT. 2.4. SLOPES 10' OR LESS IN LENGTH SHALL BE EXEMPT FROM THE 7-DAY GROUND COVER REQUIREMENT EXCEPT WHEN THE SLOPE IS STEEPER THAN 2:1. 2.5. ALTHOUGH STABILIZATION IS USUALLY SPECIFIED AS GROUND COVER, OTHER METHODS, SUCH AS CHEMICAL STABILIZATION, MAY BE ALLOWED ON A CASE-BYCASE BASIS. 2.6. FOR PORTIONS OF PROJECTS WITHIN THE SEDIMENT CONTROL COMMISSION -DEFINED "HIGH QUALITY WATER ZONE" (15A NCAC 04A. 0105), STABILIZATION WITH GROUND COVER SHALL BE ACHIEVED AS SOON AS PRACTICABLE BUT IN ANY EVENT ON ALL AREAS OF THE SITE WITHIN 7 CALENDAR DAYS FROM THE LAST LAND -DISTURBING ACT. 2.7. PORTIONS OF A SITE THAT ARE LOWER IN ELEVATION THAN ADJACENT DISCHARGE LOCATIONS AND ARE NOT EXPECTED TO DISCHARGE DURING CONSTRUCTION MAY BE EXEMPT FROM THE TEMPORARY GROUND COVER REQUIREMENTS IF IDENTIFIED ON THE APPROVED E&SC PLAN OR ADDED BY THE PERMITTING AUTHORITY. CONSTRUCTION SEQUENCE: 1 THE CONTRACTOR SHALL PROVIDE A SCHEDULE OF WORK TO THE CITY AND ENGINEER FOR APPROVAL. THE CONTRACTOR SHOULD GENERALLY PLAN TO CONSTRUCT THE PROPOSED STREAM IMPROVEMENTS FROM DOWNSTREAM TO UPSTREAM TO PROTECT COMPLETED STREAM SECTIONS FROM CONSTRUCTION ACTIVITIES DURING CONSTRUCTION. THE CONTRACTOR MAY PROPOSE AN ALTERNATIVE CONSTRUCTION SCHEDULE FOR APPROVAL BY THE ENGINEER. 2. THE CONTRACTOR SHALL COORDINATE A PRE -CONSTRUCTION MEETING WITH CITY STAFF, PRIVATE AND PUBLIC UTILITIES, AND THE DESIGN ENGINEER. THE CONTRACTOR SHALL SCHEDULE THE MEETING A MINIMUM OF 48 HOURS PRIOR TO ANY LAND DISTURBING ACTIVITY. 3. THE CONTRACTOR SHALL PROVIDE THE START DATE OF ANY ONSITE LAND DISTURBANCE ACTIVITY TO LAND QUALITY SECTION'S WINSTON-SALEM REGIONAL OFFICE AT (336) 776-9800 48 HOURS PRIOR TO MOBILIZATION. 4. THE CONTRACTOR SHALL INSTALL TRAFFIC CONTROL MEASURES, EROSION CONTROL MEASURES, TREE PROTECTION FENCING, AND OTHER MEASURES AS SHOWN ON THE PLANS, CLEARING ONLY AS NECESSARY TO INSTALL THESE ITEMS. THE CONTRACTOR SHALL NOTIFY THE ENGINEER WHEN FENCE INSTALLATION IS COMPLETE FOR INSPECTION BY THE CITY. INSPECTION BY THE LAND QUALITY SECTION IS NOT NECESSARY PRIOR TO COMMENCING LAND DISTURBANCE AS THE LAND QUALITY SECTION WILL PERFORM PERIODIC INSPECTIONS FOR COMPLIANCE. 5. THE CONTRACTOR SHALL MAINTAIN EROSION CONTROL MEASURES REQUIRED FOR WORKING IN A LIVE STREAM PER THE PLANS AND SPECIFICATIONS AND/OR AS DIRECTED BY THE PROJECT ENGINEER. SEE EROSION AND SEDIMENT CONTROL PLAN. 6. THE CONTRACTOR SHALL SET/STAKE AT A MINIMUM THE STREAM CENTERLINE, PROPOSED TOP AND TOE OF SLOPES AND BREAKLINES, STRUCTURE LOCATIONS, AND LIMITS OF DISTURBANCE IN THE FIELD PER THE DRAWINGS. THE ENGINEER RESERVES THE RIGHT TO ADJUST THE LOCATION AND ELEVATIONS OF THE PROPOSED ITEMS BEFORE THE CONTRACTOR BEGINS ANY CONSTRUCTION. 7. CLEAR VEGETATION AS WORK PROGRESSES ALONG THE PROPOSED BANK STABILIZATION AND STREAM CHANNEL ALIGNMENTS. THE CONTRACTOR SHOULD PAY SPECIAL ATTENTION TO REMOVED TREES THAT CAN BE USED IN THE PROPOSED LOG STRUCTURES OR AS TRANSPLANTS. STOCKPILE TREES THAT WILL BE USED LATER AS ROOTWADS AND LOGS. SHRUBS AND TREES LESS THAN 3" IN DIAMETER THAT ARE TO BE TRANSPLANTED SHALL BE MARKED WITH HIGHLY VISIBLE TAPE BY THE ENGINEER. THESE SHRUBS AND TREES SHALL BE SAVED FOR TRANSPLANTING AND STOCKPILED. ALL SHRUBS AND TREES MARKED TO BE TRANSPLANTED SHALL BE REMOVED ENSURING THAT THE ROOT MASS IS INTACT. 8. WHERE DESIGNATED, THE CONTRACTOR SHALL CONSTRUCT PROPOSED CHANNEL IMPROVEMENTS. AS THE SITE IS GRADED THE CONTRACTOR SHALL STOCKPILE TOPSOIL FOR LATER USE. 9. THE CONTRACTOR SHALL CONSTRUCT CHANNEL AND BANK STABILIZATION TO A STABLE FORM BEFORE MOVING OUT OF THE WORK AREA. A STABLE FORM SHALL INCLUDE, BUT IS NOT LIMITED TO, THE COMPLETION OF FINAL GRADE, THE COMPLETE INSTALLATION OF IN -STREAM STRUCTURES, TRANSPLANTS, EROSION CONTROL MATTING, TOPSOIL, AND TEMPORARY VEGETATION ACCORDING TO THE TEMPORARY SEEDING SCHEDULE. SECTIONS OF STREAM WITHIN THE PUMP AROUND OPERATION WORK ZONE SHALL BE STABILIZED WITH MATTING BY THE END OF THE WORK DAY. 10. THE CONTRACTOR SHALL MAINTAIN EROSION CONTROL MEASURES REQUIRED FOR WORKING IN A LIVE STREAM PER THE PLANS AND SPECIFICATIONS AND/OR AS DIRECTED BY THE PROJECT ENGINEER. SEE EROSION AND SEDIMENT CONTROL PLAN. 11. CONSTRUCTION SHALL BE COMPLETED INCLUDING TEMPORARY VEGETATION, EROSION CONTROL MATTING, TRANSPLANTS, AND STRUCTURES. AS NECESSARY CONTRACTOR SHALL RE -SEED AREAS WITH TEMPORARY SEEDING TO MEET THE COVERAGE REQUIREMENTS IN THE PROJECT SPECIAL CONDITIONS. 12. IF CONSTRUCTION IS COMPLETED DURING THE PLANTING SEASON SPECIFIED HEREIN, THEN INSTALL FINAL PLANTING PER THE DRAWINGS AND SPECIFICATIONS.
