The City of Belmont submitted a Fast -Track modification application to allow a ferrous sewer line to be placed approximately 12 feet from a private well for the subject project. The reason for the request was for significant cost savings to the applicant or developer by staying out of the roadway. Safety and traffic restriction issues were also mentioned. This project was originally designed and permitted in compliance with the Division's regulations and minimum design criteria 15A NCAC 2H 0219 (i)(2)(G)(xii). The original design was able to meet the 25-foot separation distance from the private well, It is the Division's understanding that you, as the applicant, are currently discussing means to abandon the well or drill a new well with the property owner. Since there are alternative measures that can be taken, including leaving the line as originally designed, the Division cannot grant this request. The request does not provide equal or better protection for the well, and may cause undue disturbance (and future problems) with construction activities so close to the well. if this denial is unacceptable to you, you have the right to request an adjudicatory hearing upon written request within thirty days following receipt of this denial. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, 6700 Mail Service Center, Raleigh, NC 27699-6700. We are still in talks with the property owner and Gaston County Health Deptabout drilling a new well or tying to the existing water supply but do not have any resolutions yet. We are also talking to the Gaston County Health Dept. to see if they would even let a new well be drilled since the waterline is there. That property is not in the City of Belmont but they own the waterline. We assume that Belmont would let them tap on though. Please feel free to make any other suggestions that you think are viable. We are wifling to investigate any alternative to the steel casing pipe in the pavement. Thanks. Construction on this project: has started and there is potential to save a considerable amount of money if the contractor can construct the forcemain closer to an existing potable water well than the regulations currently allow. There would be no change in the permitted amount of flow, pipe length, or pipe size. Originally, our plans complied with all the design regulations for fast track permitting. The sewer forcemain was shown as 8-inch FIDPE inside a 20-inch steel casing pipe that was deflected out :into the pavement of South Point Road for a length of 1.00 feet. This method was used in order to maintain the 25 feet distance from the existing well. As shown on revised sheet C30, the proposed forcemain is approximately 9 feet off the edge of pavement. The closest distance from the forcemain to the existing well is about 12 feet, The forcemain in this area would be ductile iron with no joints located directly in front of the well.. An alternate material would be seamless FIDPE pipe in the area of the well. The FIDPEwould be a more watertight option, if acceptable. This modification would allow for a significant construction cost savings due to the safety concerns and difficulty of restricting traffic to construct the pipe and repair the pavement on such a highly traveled road. Any assistance you can provide in expediting this modification request would. be appreciated since construction is in progress.
