Good morning. I also left you a voicemail this morning regarding the Asheville Airport Mitigation modification. We have
received our modification from the Corps, (attached). Please note that our January 14 modification correspondence
requested a change to the mitigation that would allow:
399 feet to Wash Creek Mitigation bank and 172 linear feet to EEP
However, based on further review by the Corps (attached) Wash Creek only has 397 linear feet available. Therefore we
need to change our 401 modification request to allow:
397 linear feet of mitigation from Wash Creek and 174 linear feet from EEP.
I apologize for our mistake in calculating the credits and the inconvenience. Please do not hesitate to contact me 828-

Dear Mr. Riddle:
Please reference the Mitigation Banking Instrument (1VIBI) for the unnamed tributary to
Wash Creek Mitigation Bank and our subsequent acceptance letter for this bank dated March 9,
2012. This plan will generate approximately 1,323 stream mitigation units (SMUs). On February
14, 2013, we received the financial assurances described in Section IX of the MBI, recordation
of the long -term protection mechanism described in Section X, and an acceptable title opinion
covering the property. Due to the submittal of these documents as outlined in the MBI, you are
authorized to initially release 30% of the total available credits which calculates to 397 SMU's
provided those credits are associated with one permitted project. Based upon a letter submitted
by you on behalf of the Asheville Regional Airport (Airport), the Airport is requesting to modify
their permit to use this bank as their mitigation provider for 399 linear feet of required
mitigation. We intend to modify the Airport's permit to grant this request; however, the
maximum credit available to the Airport at this time is 397 SMU's. If you have any questions,

Dear Mr. Bleiweis:
Please reference your Department of the Army (DA) permit dated October 28, 2011 in which
we authorized the placement of fill into 1,796 linear feet of stream channel and 0.09 acres of
wetlands for the airport expansion of the Asheville Regional Airport, in Fletcher, Buncombe
County, North Carolina. On January 4, 2013, a request to modify the mitigation conditions of
your permit was submitted on your behalf by C1euWater Environmental Consultants, Inc.
The original permit condition stated that you would provide mitigation in two phases through
payment for the entire amounf of required mitigation into the North Carolina Ecosystem
Enhancement Program ( NCEEP). Phase 1 mitigation has been completed through payment into
NCEEP for 1,225 linear feet. For Phase 2, you are requesting to make payment into NCEEP for
172 linear feet and the UT to Wash Creek Mitigation Bank (Bank) for 399 linear feet. This
request is approved; however, the Bank is only authorized to release 397 stream mitigation units
at this time and therefore your request to NCEEP for mitigation should be in the amount of 174
linear feet.
In accordance with this permit modification to compensate for impacts associated with the
authorized work, mitigation shall be provided in accordance with the provisions outlined on the
most recent version of the enclosed Compensatory Mitigation Responsibility Transfer Forms.
The requirements of this form, including any special conditions listed on this form, are hereby
incorporated as special conditions of this permit authorization.
