Town of Troy Wastewater Treatment Facility

Dear Mr. Zephir:
Enclosed please find a copy of the Compliance Evaluation Inspection Report for the inspection
conducted August 22, 2012. The Town was found to be in compliance with NPDES Permit No.
NC0028916 but there are several items noted below the Town is asked to address.
During the inspection a brief data validation check (check) was performed. In this case data
validation consisted of a comparison of random Discharge Monitoring Reports (DMR) and data
provided by the Town's commercial laboratory. The findings of the check is as follows:
• October 2011 DMR
Lead value reported was 6.0 ug/1. The correct value should be 0.6 ug/1
Selenium value reported was <0.2 ug/1. The correct value should be <2.0 ug/1
• October 2010 DMR
Zinc value reported was 12 ug/1. Correct value should be 120 ug/1
Based on the findings of the check the Town is asked to perform a complete data
validation check for all data reported to the Division of Water Quality for the period
01/01/2010 through 12/31/2011 and report the findings to the Fayetteville Regional
Office on or before September 28, 2012. Also, the Town is asked to submit amended
DMRs based on the findings of the inspection and the complete data validation check
also by September 28, 2012.

Please be reminded that accurate data reporting is vital to determining compliance and
the protection of surface waters.
Also it was noted during the inspection the old line leading to/from the old small lagoon
(currently being filled) was believed to be a source of significant inflow. The inflow observed is
believed to be drainage from the old lagoon as there may be no other way for water to escape the
old structure. It is suggested that the Town investigate this inflow and determine the best course
of action to address the perceived problem.
Further, Mr. Shields indicated that the Town may be in the process of purchasing a centrifuge to
manage solids/sludge at the wastewater facility. Be advised that an Authorization -to -Construct
(ATC) is required before the unit can be added to the facility. It is suggested that you contact
Mr. Seth Robertson with the Division of Water Quality Infrastructure Finance Section at (919)
707-9160 to discuss the ATC process as soon as possible.

Drying Beds

(Vacuum filters) Is polymer mixing adequate?
Comment: The facility is equipped with sludge drying beds but is no longer used to
service the WWTF. The Town allows a local septage hauler to use the beds in turn for
servicing the Town's lift stations and treatment units. Solids from the beds are taken to
local landfill.
