Reviewed Jan — April 2021 eDMR. ORC comments on eDMR:
"Monthly limits on BOD and TSS were exceeded during the Easter holiday being the first weekend in April. Daily maximums
were exceeded for BOD, TSS and Fecal Coliform during this same time. The weekend before and the weekend of Easter saw
high flows with water temperatures between 18 and 20 degrees C."
Reviewed flows from Jan — April. Here are the monthly averages / highest daily flow:
Jan: 0.006 / 0.0053
Feb: 0.006 / 0.0038
March: 0.006 / 0.0041
April: 0.006 / 0.0054
The monthly averages of Jan -April 2021 did not change, and the maximum daily flows are between 0.0038-0.0054.
Received a NOI/CPA May 2020 concerning same issue. I do not see any violations that occurred from Jan -March 2021, where
the flows are like April's (especially Jan 2021 with the highest daily flow of 0.0053 and April's 0.0054), so I do not understand
how flow could have created issues in April and not in previous 3 months. As far as temperature being a culprit, yes increase in
temperature is proportionate to increases in BOD/TSS values, however the values exponentially rose. If the RV park had an
increase in guests over Easter holiday, then measures should have been taking to counter (ie: increase chlorination so you
would not have 150000 MPN fecal reading). I recommend proceeding with NOI since identical violations have occurred within
12 months.
