ORC stated, "Exceeded daily TSS limit of 15.0 mg/L with a 15.5 mg/L on 3/23/2021. Little or no incoming flow for food is hard to keep biological growth. We have fed plant dog food to help." (Their monthly average limit is 10 mg/L and the monthly average reported is 5.66 mg/L). In the past 12 months the permittee has received NOVs (with CPAs) pertaining to 2 daily and 1 monthly `limit exceeded' concerning TSS. Looking through files located on the G drive, a letter was sent from Robert Barr with RPB Systems in response to NOV-2021-LV-0087. The letter stated, "We have investigated the issue and found the issues with the BOD and TSS levels were due to very low flows not able to sustain biological grown to treat waste loadings. The facility had closings and partial openings due to Covid19. This resulted in a lack of biological growth and food sources." The only remedy documented to counter TSS issues is feeding the plant dog food. Honestly, unsure on how to proceed. Yes, this is a repeated violation, however they did not exceed monthly average limit and the calculated value was 3% over limit. My questions are...1) how much dog food is going into system? 2) and with most dog food having high fat content, will it affect oil and grease levels, potentially creating another problem (maybe rabbit food a better alternative)?
