Yes No Permit Type: NWP Project Description: The North Carolina Department of Transportation (NCDOT) Division 9 intends to replace Bridge No. 63 on SR 1472, Welcome-Arcadia Road, over Reedy Creek northwest of Welcome. No preliminary designs were available at the time of the archaeological review. Based on the project description, an area of potential effects (APE) measuring 528 feet (nearly 161 meters) long and 120 feet (almost 37 meters) wide was established for the purposes of the archaeological review. Thus, the proposed APE is estimated to encompass approximately 1.5 acres (slightly over .6 hectare). SUMMARY OF ARCHAEOLOGICAL RESOURCES REVIEW: SURVEY REQUIRED Brief description of review activities, results of review, and conclusions: The initial review of the site maps and files archived at the North Carolina Office of State Archaeology (OSA) was conducted on June 12, 2017. No previously recorded archaeological resources appear to located within the proposed APE, but two vaguely defined archaeological sites are located immediately adjacent the APE. These two sites, 31DV396 and 31DV449, were both identified by amateurs and the associated archaeological site forms at OSA are incomplete. Site boundaries were not delineated for either resource, nor were any attempts made at establishing archaeological significance. These sites may, in fact, represent the same general prehistoric occupation of the alluvial terrace adjacent Reedy Creek. Site 31DV449 was identified as a Late Archaic component (Savannah River?) closer to the proposed bridge project. Site 31DV396, was recorded as a more substantial resource exhibiting diagnostic artifacts from Early Archaic and Late Archaic periods, as well as Early Woodland ceramic sherds. An archaeological survey will undoubtedly be required to insure that these sites do not fall within the APE (unless the APE can be further refined be preliminary design). An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) reveals only one recorded historic property locations within .5- mile of the proposed project: the Alexander P. Carver Farm (DV0365). No preliminary plans were submitted for reference. A study corridor was provided by NCDOT. Construction will occur within a study area measuring approximately 528 feet (161 meters) long and 120 feet (36 meters) wide and encompasses approximately 1.5 acres (~.6 hectares). SUMMARY OF ARCHAEOLOGICAL FINDINGS Prior to commencement of the field survey, Environmental Corporation of America (ECA) conducted a background literature review to identify previously recorded cultural resources, including archaeological sites, features, or historic structures within the area of potential effects (APE) of Bridge No. 63. Sources reviewed included the files at the North Carolina Office of State Archaeology (OSA), the National Register of Historic Places (NRHP), and the North Carolina Historic Preservation Office (NC SHPO) GIS service. No previously recorded archaeological resources appear to be located within the proposed APE, but two vaguely defined archaeological sites were located immediately adjacent the APE. These two sites, 31DV396 and 31DV449, were both identified by amateurs and the associated archaeological site forms at OSA are incomplete. Site 31DV396 was recorded as a more substantial resource exhibiting diagnostic artifacts from Early Archaic and Late Archaic periods, as well as Early Woodland ceramic sherds. However, the nearest associated buildings are located approximately 550 feet (168 meters) from the proposed undertaking at its closest point. Based on this review, no residential structures are located within or near the APE. Geologically, the project area is located within the Piedmont physiographic region of North Carolina. The APE is characterized by maintained grass-covered right-of-way (ROW), wooded land, agricultural land, and residential development. The boundaries of the APE were not identifiably delineated during the time of the site visit. According to the USDA Web Soil Survey, soils located within or immediately adjacent to the APE consist of Appling sandy loam, 2 to 8 percent slopes (ApB), Chewacla loam, 0 to 2 percent slopes, frequently flooded (ChA), and Pacolet sandy loam, 2 to 8 percent slopes (PaB) (USDA Soil Survey 2017). On March 22, 2018, ECA completed an intensive archaeological survey within the APE, located along Bridge No. 63 on SR 1472, Welcome-Arcadia Road, over Reedy Creek. A pedestrian survey was conducted by visual inspection of exposed ground surfaces throughout the project APE in conjunction with systematic shovel testing. Ground surface visibility was typically less than 5% due to vegetative, gravel, and asphalt cover. Shovel testing was completed at approximately 50-foot (15-meter) intervals to survey for potential archaeological resources within the project APE. Bridge No. 63 is aligned in a general southwest/northeast orientation. The intensive archaeological survey consisted of two transects, each located on either side of the existing road (SR 1472) and generally offset approximately 30 feet (9 meters) from the edge of the roadway in order to sample areas that were conducive to shovel testing. Transect A was positioned on the northern side of SR 1472 and Transect B was positioned on the southern side of SR 1472. See Figures 1-6 for photographs and maps. Based on the dimensions of the ROW, ECA planned to excavate 22 shovel test pits within the APE; however, during our field work, one shovel test pit was omitted from Transect A due to the presence of buried utilities in an existing ROW. In Transect B, one shovel test pit was omitted due to an existing gravel drive and one shovel test pit was omitted due to the presence of Reedy Creek. Transect A was positioned on the northern side of SR 1472 (Welcome-Arcadia Road) and traversed from the southwestern edge of the project area to its northeastern extent. ECA planned to excavate 11 shovel tests along Transect A. Of these, one shovel test was omitted due to the presence of buried utilities within an existing ROW. Transect B was positioned on the southern side of SR 1472 (Welcome-Arcadia Road) and traversed from the northeastern edge of the project area to its southwestern extent. ECA planned to excavate 11 shovel tests along Transect B. Of these, one shovel test was omitted due to the presence of standing water associated with Reedy Creek and its steeply sloping creek banks and one shovel test pit was omitted due to the presence of an existing gravel drive. Shovel test pits 7 through 10 were slightly offset to the north, towards SR 1472 (Welcome-Arcadia Road) due to the presence of a drainage feature flowing into Reedy Creek All shovel tests measured approximately 16 inch es by 16 inches (41 cm by 41 cm) and were excavated into known sterile subsoils for the project area. All soils were screened through a six - millimeter wire mesh archaeology screen to isolate any cultural artifacts. All shovel tests were backfilled. The intensive archaeological survey revealed both disturbance and intact soils throughout the APE. No evidence of archaeological site 31DV396 or 31DV449, identified in background research as being adjacent to the APE, were uncovered during subsurface investigations. Dina M. Bazzill, MA, RPA with ECA, recommends no further archaeological investigations for the proposed replacement of Bridge No. 63 in Davidson County. Ms. Bazzill concludes that the proposed improvements will not impact any significant archaeological resources. The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: There are no National Register listed or eligible ARCHAEOLOGICAL SITES present within the project’s area of potential effects. (Attach any notes or documents as needed) No subsurface archaeological investigations were required for this project. Subsurface investigations did not reveal the presence of any archaeological resources. Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project.
