Skvarla, III Governor Director Secretary March 14, 2013 John Koenig, Inc. DWQ #: 2005 -2253 v4 Onslow County 235 John Koenig !_N. 0235 Green Street Fayetteville, NC 28301 Subject: REQUEST FOR ADDITIONAL INFORMATION AP1 2 E' Williamsburg Plantation Subdivision ,- Dear Mr. Koenig: On February 15, 2013, the Division of Water Quality (Division) received your application requesting a 401 Water Quality Certification for your project. The Division received the February 4, 2013 Public Notice from the U.S. Army Corps of Engineers on February 7, 2013. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: 1. The Division would like to have a better overview map of the entire subdivision that shows the Impacts and their location. The map in the application covers up the impact with the impact letter. This can be done in two parts and can be sent to the Division digitally so we can print it out in the appropriate size. 2. The cross sectional drawings need to show a fill slope line or proposed contour lines on the plan view. The Division needs to identify the toe-of slope for future compliance purposes. 3. The drawings also need to show a riprap pad if one is to be installed on the outlet ends of the pipes. 4. Show on the drawings the length of pipe to be used and separate out the impacts due to riprap. Include any temporary impacts that will be required to set the pipes in appropriately (usually there is a temporary impact necessary to get the pipe to align correctly with the stream and the area needs to be dug out further than the impact to get the pipe in correctly). 5. Indicate on the drawing with the double pipe that one will be placed at the flood plain level to catch the storm events and if not indicate if a sill in the pipe(s) will be used to keep the stream in original channel and to keep the channel from flattening out due to the width of the pipes. Show a cross section looking down the pipe to show these features. The DOT website has really good explanations and drawings showing these issues and solutions. If all of the requested information is not received in writing within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval. Respond in writing within 30 calendar days of receipt of this letter by sending four copies of all of the above requested information to the Wetlands, Buffers, Stormwater —Compliance and Permitting (Webscape) Unit, 1650 Mail Service Center, Raleigh, NC 27699 -1650.
