In accordance with your permit major modification request received January 21, 2021, and
subsequent additional information received May 7, 2021, we are forwarding herewith modified
Attachments A and B certified June 1, 2021, to Synagro Central, LLC for the subject residuals management
program.
Modifications to the subject Attachments are as follows:
➢ Addition of the Mount Holly WWTP (Permit No. NC0021156) as a residuals source, with an
approved dry tonnage of 780 dry tons/year (DT/yr).
➢ Addition of the Lincolnton WWTP (Permit No. NC0025496) as a residuals source, with an
approved dry tonnage of 1,300 DT/yr.
➢ Transfer of Fields NC-LT-23 and NC-LT-35-01 in Lincoln County, and NC-CA-06 in Catawba
County into this permit, totaling 134.9 total acres.
➢ Modification of Field NC-ST-03-03 in Stanly County, increasing the acreage by 0.6 acres
➢ Addition of the new land application fields, including:
o NC-AL-16-02 in Alexander County totaling 18.3 acres.
o NC-CA-53-03 in Catawba County totaling 13.3 acres Catawba.
o NC-CL-21-01 and NC-CL-52 in Cleveland County totaling 162.5 acres.
o NC-LT-50 and NC-LT-53 in Lincoln County totaling 95.2 acres.
o NC-IR-37, NC-IR-38, and NC-IR-39 in Iredell County totaling 157.7 acres
o NC-ST-03-OIB in Stanly County, totaling 10.5 acres.

The modified Attachments A and B shall be effective from the date of certification until October
31, 2022 (i.e., expiration date of the current permit), shall void Attachments A and B of Permit No.
WQ0016247 issued November 17, 2017 that were previously certified on January 11, 2021, and shall be
subject to the conditions and limitations as specified therein, as well as those specified in the above -
referenced permit. Please replace Attachments A and B of Permit No. WQ0016247 that was were certified
on January 11, 2021 with the modified Attachments A and B. Please note that the Permittee shall submit
a renewal application no later than May 4, 2022.
Please note that only the maps for new land application sites are attached to this letter. It is the
Permittee's responsibility to ensure that a complete permit is created by inserting these documents into the
previously issued permit.
If any parts, requirements or limitations contained in this certification are unacceptable, the
Permittee has the right to request an adjudicatory hearing upon written request within 30 days following
receipt of this permit. This request shall be in the form of a written petition, conforming to Chapter 150B
of the North Carolina General Statutes, and filed with the Office of Administrative Hearings at 6714 Mail
Service Center, Raleigh, NC 27699-6714. Otherwise, this certification shall be final and binding.
