STREAM RELOCATION
Olde Towne
PROJECT DESCRIPTION + NEED
Olde Towne is a proposed 574-acre master planned community comprised of five residential sub -communities, a
commercial district, amenity center, greenways, a multi-use path, a road network and public gathering spaces located
at the northeast quadrant of S. New Hope Road and Rock Quarry Road in southeast Raleigh, North Carolina. The
project’s purpose is to create a large -scale master-planned community to meet the current demand for residential
housing mixed with commercial space near downtown Raleigh. To move forward with the Olde Towne development,
offsite road improvements on Rock Quarry Road were required by TIA for Phase 1. Widening of Rock Quarry Road
results in impacting 351 lf of existing stream channel, requiring mitigation as part of the project’s issuance of an Induvial
Permit and Water Quality Certification. To offset impacts of widening Rock Quarry Rd, 351 lf of stream was relocated
using natural channel design techniques.
The restored stream was designed to have natural channel dimension, pattern, profile, and vegetation based on
regional stream data. The stream was relocated and connected to the surrounding forested floodplain using a “Priority
One” approach of grading the channel so that bankfull stage (incipient flooding) was at the elevation of the existing
floodplain area with minor floodplain grading to provide sufficient flood prone area width to dissipate hydraulic energy
during bankfull and greater flood events. This geomorphic condition will be sustained by increased sinuosity, creation
of a stable slope, and grading appropriate channel depth and width for stability, thereby reducing bankfull shear stress
and velocity. Stream longitudinal profile and bedform diversity were improved with the design of riffle and pool
sequences and incorporation of log structures for habitat diversity and grade control. The streambanks and surrounding
floodplain will be planted extensively with native riparian and wetland vegetation to establish a native forested riparian
plant community.
DESIGN MODIFICATIONS
During the onsite pre-construction meeting, it was requested to protect additional existing hardwood trees in the
project area. Trees on the plans and identified in the field were flagged to be avoided by the stream restoration work.
As a result, the proposed stream channel alignment was modified slightly during construction as a field change,
specifically between stations 1+30 to 2+00 to protect the mature trees and their extensive root systems.
Another design modification included stabilizing the proposed stream channel at its downstream tie-in with the existing
stream channel. Onsite rock equivalent in size to Class ‘B’ riprap was embedded in the channel bottom from stations
3+50 to 3+56 to protect against potential erosion in the channel bed. The top of stone matches channel bottom grade
and the bank area was stabilized with erosion control matting and permanently protected with riparian vegetation.
During construction, the relic stream channel was observed to overtop the constructed channel plug prior to its
connection with the relocated stream channel. The future road widening will fill in the remaining relic channel and
prevent this from occurring in the future. Therefore, in order to protect the channel plug in this interim condition, a
log sill was buried at the upstream end of the channel plug and installed perpendicular to the relic stream channel.
Additionally, temporary sandbag sills were placed on top of the channel plug within the floodplain and angled towards
the proposed stream channel, promoting dissipated flow across the floodplain and into the relocated stream channel.

AS-BUILT CONDITION
At the time of as-built survey, two cross sections, 1 riffle and 1 pool were selected and surveyed to establish a baseline
geometry for monitoring. A centerline survey was also performed to determine total restored length of 369 linear feet
of the stream channel. The as-built centerline and location of the cross sections and their surveyed geometry points
can be found on the as-built survey prepared by the John R. McAdams company signed May 10, 2021. Approximate
location of the cross sections is shown on the as-built record drawings.
General condition of the channel and surrounding project area can be observed in the attached photo journal. It should
be noted that sediment load contributed from upstream reach has resulted in sediment deposition within the
restored/constructed channel. Photos taken at time of construction completion should be considered the baseline
condition for monitoring.

DEMLR) STANDARDS AND SPECIFICATIONS. WHERE METHODS DIFFER FROM CITY OF RALEIGH, THE
MORE STRINGENT METHOD SHALL BE APPLIED.
2.EROSION AND SEDIMENT CONTROL (E & SC) PERMIT AND A CERTIFICATE OF COVERAGE (COC) MUST BE
OBTAINED BEFORE ANY LAND DISTURBANCE ACTIVITIES.
3.WHEN PROJECT IS COMPLETE, THE PERMITEE SHALL VISIT DEQ.NC.GOV/NCG01 TO SUBMIT AN
ELECTRONIC NOTICE OF TERMINATION (E-NOT). A $100 ANNUAL GENERAL FEE WILL BE CHARGED
UNTIL THE E-NOT HAS BEEN FILLED OUT.
4.E & SC DEVICES MUST BE INSTALLED AND INSPECTED PRIOR TO ANY GRADING ON SITE. THE
CONTRACTOR SHALL CONTACT ONLINE FOR AN INSPECTION BY CITY OF RALEIGH ONCE INITIAL
MEASURES ARE IN PLACE VIA PERMITPORTAL.RALEIGHNC.GOV
5.A COPY OF THE APPROVED EROSION CONTROL PLAN MUST BE ON FILE AT THE JOB SITE AT ALL TIMES.
FAILURE TO FOLLOW THE APPROVED PLAN SEQUENCE AND DETAILS COULD SUBJECT THE CONTRACTOR
TO FINES AND PENALTIES ISSUED BY THE CITY OF RALEIGH.
6.CONSTRUCTION, MAINTENANCE, AND REMOVAL OF ALL EROSION CONTROL DEVICES ARE THE
RESPONSIBILITY OF THE GRADING CONTRACTOR UNLESS OTHERWISE NOTED.
7.ANY GRADING BEYOND THE DENUDED LIMITS SHOWN ON THE PLAN IS A VIOLATION OF THE APPROVED
EROSION CONTROL PLAN AND IS SUBJECT TO A FINE BY THE CITY OF RALEIGH.
8.DISTURBANCE OUTSIDE OF THE SITE PROPERTY LIMITS OR PUBLIC R/W SHALL ONLY BE ALLOWED BY
SIGNED GRADING AGREEMENTS AND/OR EASEMENTS BETWEEN THE DEVELOPER AND OFFSITE
PROPERTY OWNER.
9.THE CONTRACTOR IS RESPONSIBLE TO MAINTAIN SAFE OPEN ACCESS TO ALL PROPERTIES ALONG

TEMPORARY OR PERMANENT GROUND COVER (SHEET L5.00) SUFFICIENT TO RESTRAIN EROSION SHALL
BE PROVIDED AS SOON AS PRACTICAL, BUT IN NO CASE LATER THAN SEVEN (7) DAYS AFTER
COMPLETING THE WORK. STABILIZATION IS THE BEST FORM OF EROSION CONTROL. TEMPORARY
SEEDING IS NECESSARY TO ACHIEVE EROSION CONTROL ON LARGE DENUDED AREAS AND ESPECIALLY
WHEN SPECIFICALLY REQUIRED AS PART OF THE CONSTRUCTION SEQUENCE ON THE PLAN.
13.THE EROSION CONTROL INSPECTOR MAY REQUIRE ADDITIONAL FIELD MEASURES AS NECESSARY TO
PROVIDE ADEQUATE PROTECTION FROM RECEIVING WATER COURSES.
14.PROTECTION OF EXISTING VEGETATION: AT THE START OF GRADING INVOLVING THE STRIPPING OF
TOPSOIL OR LOWERING OF EXISTING GRADE AROUND A TREE, A CLEAN, SHARP, VERTICAL CUT SHALL BE
MADE AT THE EDGE OF THE TREE SAVE AREA AT THE SAME TIME AS OTHER EROSION CONTROL
MEASURES ARE INSTALLED. THE TREE PROTECTION FENCING SHALL BE INSTALLED ON THE SIDE OF THE
CUT FARTHEST AWAY FROM THE TREE TRUNK AND SHALL REMAIN IN PLACE UNTIL ALL CONSTRUCTION
IN THE VICINITY OF THE TREES IS COMPLETE. NO STORAGE OF MATERIALS, FILL, OR EQUIPMENT AND
NO TRESPASSING SHALL BE ALLOWED WITHIN THE BOUNDARY OF THE PROTECTED AREA AND SHALL BE
POSTED ON THE PROTECTION FENCE. A PROTECTION FENCE CONSTRUCTED OF MATERIAL RESISTANT TO
DEGRADATION BY SUN, WIND, AND MOISTURE FOR THE DURATION OF THE CONSTRUCTION, SHALL BE
INSTALLED AT THE SAME TIME AS THE EROSION CONTROL MEASURES AND SHALL BE IN PLACE UNTIL
ALL CONSTRUCTION IN THE VICINITY OF THE TREES IS COMPLETE (SEE DETAIL ON SHEET C3.01).
15.A CONSTRUCTION SEQUENCE HAS BEEN PROVIDED (SEE THIS SHEET). INSTALLATION OF ALL PROPOSED
E & SC MEASURES IN THE SEQUENCE(S) PROVIDED AND MAINTENANCE OF THOSE DEVICES IS
REQUIRED. THE CONTRACTOR MAY BE ALLOWED, WITH PRIOR APPROVAL FROM THE OWNER, TO
COORDINATE CHANGES TO THE PLAN WITH THE ON-SITE E & SC INSPECTOR AND THE ENGINEER.
16.CONTRACTOR SHALL INSPECT AND REPAIR ALL EROSION CONTROL DEVICES AT LEAST ONCE PER WEEK
AND AFTER EVERY SIGNIFICANT RAINFALL EVENT. EACH DEVICE IS TO BE MAINTAINED OR REPLACED IF
SEDIMENT ACCUMULATION HAS REACHED ONE HALF THE CAPACITY OF THE DEVICE.
17.CONTRACTOR WILL FIELD LOCATE SILT FENCE OUTLETS AT LOW POINTS IN SILT FENCE AS REQUIRED TO
PROVIDE RELIEF FROM CONCENTRATED FLOWS. SILT FENCE OUTLETS SHOWN ON THESE PLANS ARE
BASED ON THE BEST TOPOGRAPHIC INFORMATION AVAILABLE AT THE TIME OF DESIGN. CONTRACTOR
TO FIELD VERIFY AND ADJUST LOCATIONS OF SILT FENCE OUTLETS AND/OR PLACE ADDITIONAL OUTLETS
TO INSURE THAT ALL LOW SPOTS ALONG THE SILT FENCE HAVE AN OUTLET.
18.WASHED STONE AND WIRE BACKING SHALL BE USED WITH SILT FENCE WHENEVER SILT FENCE IS PLACE
AT THE TOE OF A SLOPE >10' VERTICAL OR ALONG ANY CHANNEL OR WATER COURSE WHERE 50' OF

OTHER MEASURES AS SHOWN ON PLANS, CLEARING ONLY AS NECESSARY TO INSTALL THESE DEVICES.
8.LIMITS OF DISTURBANCE, ALONG WITH ADDITIONAL TREE PROTECTION AREAS, SHALL BE MARKED BY SILT
FENCE OR ORANGE TREE PROTECTION FENCE (SEE DETAIL ON SHEET C3.01).
9.USE THE AREA DESIGNATED ON THE PLANS FOR ALL STAGING ACTIVITIES RELATED TO THE PROJECT.
10.PARK ALL CONSTRUCTION EQUIPMENT, INCLUDING TRUCKS AND HEAVY EQUIPMENT WITHIN THE LIMITS
OF DISTURBANCE.
11.WHEN ACCESS TO A CONSTRUCTION AREA REQUIRES CROSSING A DELINEATED JURISDICTIONAL FEATURE,
IMPACTS SHALL BE MINIMIZED BY PLACING A TEMPORARY STREAM/WETLAND CROSSING ACROSS THE
FEATURE PRIOR TO ACCESSING THE AREA WITH HEAVY EQUIPMENT PER APPROVED PLANS AND

12.INSTALL REMAINING EROSION CONTROL MEASURES AS SHOWN ON SHEET C3.01. CLEAR AND GRUB ONLY
AS NECESSARY TO INSTALL THESE DEVICES.
13.BEGIN GRADING ACTIVITIES. IN GENERAL, THE CONTRACTOR SHALL WORK FROM UPSTREAM TO
DOWNSTREAM AND CONSTRUCTION IN A LIVE CHANNEL UTILIZE A PUMP-AROUND OR FLOW DIVERSION
MEASURE AS SHOWN ON THE PLANS. MAINTAIN AND ADJUST E & SC MEASURES AS GRADING
PROGRESSES.
14.AFTER EXCAVATING THE CHANNEL TO DESIGN GRADES, INSTALLING IN-STREAM STRUCTURES, SEED AND
MULCH, MATTING, AND TRANSPLANTS, THE NEW CHANNEL CAN RECEIVE FLOW AFTER APPROVAL BY THE
ENGINEER.
15.WATER WILL BE TURNED INTO THE CONSTRUCTED CHANNEL ONCE THE AREA IN AND AROUND THE NEW
CHANNEL HAS BEEN STABILIZED. NO WATER SHALL BE TURNED INTO ANY SECTION OF CHANNEL PRIOR
TO THE CHANNEL BEING COMPLETELY STABILIZED WITH ALL STRUCTURES INSTALLED.
16.ANY GRADING ACTIVITIES ADJACENT TO THE STREAM CHANNEL SHALL BE COMPLETED PRIOR TO
TURNING WATER INTO THE NEW STREAM CHANNEL SEGMENTS. THE CONTRACTOR SHALL NOT GRADE
OR ROUGHEN ANY AREAS WHERE EXCAVATION ACTIVITIES HAVE NOT BEEN COMPLETED.
17.THE CONTRACTOR SHALL DILIGENTLY AND CONTINUOUSLY MAINTAIN ALL EROSION CONTROL DEVICES
AND STRUCTURES.
18.FOR PHASED EROSION CONTROL PLANS, CONTRACTOR SHALL MEET WITH EROSION CONTROL INSPECTOR
PRIOR TO COMMENCING WITH EACH PHASE OF EROSION CONTROL MEASURES. ALL INSPECTIONS SHALL

19.STABILIZE SITE AS AREAS ARE BROUGHT TO FINISHED GRADE. AT THE CONCLUSION OF GRADING AND

20.CONTRACTOR SHALL PLANT WOODY VEGETATION AND LIVE STAKES, ACCORDING TO PLANTING DETAILS
AND SPECIFICATIONS. THE CONTRACTOR SHALL COMPLETE THE LIVE STAKING AND REFORESTATION
(BARE-ROOT PLANTING) PHASE OF THE PROJECT AND APPLY PERMANENT SEEDING AT THE APPROPRIATE

2.HARVEST MATERIAL FROM THE BOTTOM OF THE EXISTING CHANNEL TO BE PLACED IN THE BOTTOM OF
THE PROPOSED CHANNEL. THIS SHALL INCLUDE THE SURFACE MATERIAL AND UP TO ONE (1) FOOT
BELOW TO INCLUDE THE HYPORHEIC ZONE. ADDITIONAL RIVER STONE SHALL BE MIXED WITH EXISTING
CHANNEL MATERIAL AS NECESSARY.
3.IN-STREAM STRUCTURES WILL BE INSTALLED ACCORDING TO THE DETAILS PRESENTED ON SHEET C8.00.
4.FILL EXISTING CHANNEL ON THE SAME WORKING DAY AS COMPLETING THE PROPOSED CHANNEL. IN NO

SEEDING METHODS
1.EVENLY APPLY SEED USING A CYCLONE SEEDER, DRILL, CULTIPACKER SEEDER, OR HYDROSEEDER. THIS MUST BE DONE WITHIN 48
HOURS OF LAND DISTURBING ACTIVITIES.
2.MULCH WITH CLEAN WHEAT STRAW.
3.AFTER SEEDING, APPLY MULCH TO AREAS UNDER HARSH CONDITIONS SUCH AS AREAS THAT HAVE BEEN GRADED, OR THOSE WHICH
WILL RECEIVE CONCENTRATED FLOWS. AREAS CONSIDERED TO BE UNDER HARSH CONDITIONS WILL BE CONSIDERED THE AREAS

4.RESEED AND MULCH AREAS WHERE SEEDLING EMERGENCE IS LESS THAN 80% COVERAGE, OR WHERE EROSION OCCURS, AS SOON
AS POSSIBLE. DO NOT MOW. PROTECT FROM TRAFFIC AS MUCH AS POSSIBLE.
NOTES
1.TEMPORARY ANNUAL SEED SELECTION SHOULD BE BASED ON SEASON OF PROJECT INSTALLATION.
2.A SINGLE SPECIES FOR TEMPORARY COVER IS ACCEPTABLE
3.IN SOME CASES WHERE SEASONS OVERLAP, A MIXTURE OF TWO OR MORE SPECIES MAY BE NECESSARY. HOWEVER, APPLICATION
RATES SHOULD NOT EXCEED THE TOTAL RECOMMENDED RATE PER ACRE.

PERMANENT SEEDING SCHEDULE:

2.PERMANENT SEED INCLUSION IN THE MIXTURE SHOULD TOTAL 15 LBS OF PURE LIVE SEED (PLS) PER ACRE DRILLED OR 15-20 LBS
pls/AC BROADCAST APPLIED.
3.AT LEAST 4 SPECIES SHOULD BE SELECTED FOR THE MIXTURE INCLUDING ONE SPECIES FROM EACH TYPE (WARM SEASON, COLD
SEASON, WETLAND). SELECTION OF MORE THAN 4 SPECIES IS RECOMMENDED FOR INCREASING CHANCES OF SUCCESSFUL
VEGETATION ESTABLISHMENT.
4.IF OTHER SPECIES SUCH AS WILDFLOWERS ARE ADDED TO THE MIX, THEY SHOULD NOT BE COUNTED IN THE MINIMUM SEEDING
RATE FOR GRASSES.
SEEDBED PREPARATION
1.DISTURBED SOILS WITHIN RIPARIAN AREAS MUST BE AMENDED TO PROVIDE AN OPTIMUM ENVIRONMENT FOR SEED
GERMINATION AND SEEDLING GROWTH.
2.THE pH OF THE SOIL MUST BE SUCH THAT IT IS NOT TOXIC AND NUTRIENTS ARE AVAILABLE.
3.SOIL ANALYSIS SHOULD BE PERFORMED TO DETERMINE NUTRIENT AND LIME NEEDS OF EACH SITE.
4.APPROPRIATE pH LEVELS ARE BETWEEN 5.5 - 7.
5.RIPARIAN BUFFERS REGULATED FOR NUTRIENT MANAGEMENT MAY BE LIMITED TO A SINGLE APPLICATION OF FERTILIZER.

PLANTING
1.APPLY SEED UNIFORMLY WITH A CYCLONE SEEDER, DROP-TYPE SPREADER, DRILL, OR HYDROSEEDER ON A FIRM, FRIABLE SEEDBED.
2.IN FINE SOILS, SEEDS SHOULD BE DRILLED 0.25 - 0.5 INCHES. IN COARSE SANDY SOILS, SEEDS SHOULD BE PLANTED NO DEEPER THAN
0.75 INCHES.
MULCH
1.MULCH ALL PLANTINGS IMMEDIATELY AFTER SEEDING.
2.IF PLANTING ON STREAM BANKS STEEPER THAN 10% OR AREAS SUBJECT TO FLOODING, A BIODEGRADABLE ROLLED EROSION
CONTROL PRODUCT IS RECOMMENDED TO HOLD SEED AND SOIL IN PLACE.
MAINTENANCE
1.THE RECOMMENDED PERMANENT GRASS SPECIES MAY REQUIRE TWO YEARS FOR ESTABLISHMENT, DEPENDING ON SITE
CONDITIONS.
2.INSPECT SEEDED AREAS FOR FAILURE AND MAKE NECESSARY REPAIRS, SOIL AMENDMENTS, AND RE-SEEDINGS.
3.IF WEEDY EXOTIC SPECIES HAVE TAKEN OVER THE AREAS AFTER THE FIRST GROWING SEASON, THE INVASIVE SPECIES MUST BE
ERADICATED TO ALLOW NATIVE SPECIES TO GROW.
4.MONITOR THE SITE UNTIL LONG-TERM STABILITY HAS BEEN ESTABLISHED.
SEEDBED PREPARATION
1.CHISEL COMPACTED AREAS AND SPREAD TOPSOIL 3-4 INCHES DEEP OVER ADVERSE SOIL CONDITIONS. TOPSOIL SHOULD BE
INCORPORATED INTO THE FINAL GRADING OF THE BASIN SIDE SLOPES AND SHALLOW LAND AND SHALLOW WATER AREAS.
CONTRACTOR SHOULD SCARIFY THE TOP 3-4 INCHES OF THE COMPACTED FILL TO PROMOTE BONDING WITH TOPSOIL.
2.RIP THE ENTIRE AREA TO 6 INCHES DEPTH.
3.REMOVE ALL LOOSE ROCK, ROOTS, AND OTHER OBSTRUCTIONS LEAVING SURFACE REASONABLY SMOOTH AND UNIFORM.
4.PER ONE TIME ONLY, APPLY AGRICULTURAL LIME, FERTILIZER, AND SUPERPHOSPHATE UNIFORMLY AND MIX WITH SOIL.
5.CONTINUE TILLAGE UNTIL A WELL-PULVERIZED, FIRM REASONABLY UNIFORM SEEDBED IS PREPARED 4 TO 6 INCHES DEEP.
6.SEED ON A FRESHLY PREPARED SEEDBED AND COVER.
7.ONCE SEED MIX HAS BEEN APPROPRIATELY APPLIED TO THE AREA, COVER WITH EROSION CONTROL BLANKET IMMEDIATELY (SEE
DETAIL SHEET C9.2).
8.INSPECT ALL SEEDED AREAS AND MAKE NECESSARY REPAIRS OR RESEEDINGS WITHIN THE PLANTING SEASON, IF POSSIBLE. AFTER
PERMANENT COVER IS ESTABLISHED.

PLANTING TECHNIQUES
A.INSURE THAT ROOTS, ONCE REMOVED FROM POT, ARE STRAIGHTENED AND FACE DOWNWARD.
B.CREATE PLANTING AREA FOR EACH PLANT AND EXCAVATE PIT.
C.PLACE PLANTS IN PIT INSURING ROOTS ARE FACING COMPLETELY DOWNWARD.
D.HEEL IN SOIL AROUND PLANT AND PROCEED TO NEXT PLANTING LOCATION.
E.NEWLY PLANTED PLANTS NEED TO BE FASTENED TO THE SUBSTRATE FOR THE ESTABLISHMENT OF NEW ROOTS.
F.ROOTS SHALL BE SPREAD IN THEIR NORMAL POSITION. ALL BROKEN OR FRAYED ROOTS HALL BE CUT OFF CLEANLY.
G.THE DIAMETER OF THE PITS FOR ALL VEGETATIVE STOCK SHALL BE AT LEAST THREE TIMES THE DIAMETER OF THE ROOT MASS.
PLANT PIT WALL SHALL BE SCARIFIED PRIOR TO PLANT INSTALLATION.
H.SET THE PLANTS UPRIGHT, IN THE CENTER OF THE PIT. THE BOTTOM OF THE ROOT MASS SHOULD BE RESTING ON UNDISTURBED
SOIL.
I.PLACE THE BACKFILL AROUND THE BASE AND SIDES OF THE ROOT MASS, AND WORK EACH LAYER TO SETTLE BACKFILL AND TO
ELIMINATE VOIDS AND AIR POCKETS. WHEN PIT IS APPROXIMATELY 2/3 FULL, WATER THOROUGHLY BEFORE PLACING REMAINDER
OF THE BACKFILL. WATER AGAIN AFTER PLACING FINAL LAYER OF BACKFILL.
J.BROKEN OR DAMAGED PARTS WILL BE CUT BACK TO UNDAMAGED TISSUE, LEAVING AS MUCH GREEN BASAL TISSUE AS POSSIBLE
ABOVE THE ROOTS. IF MORE THAN FIFTY PERCENT (50%) OF THE PLANT IS DAMAGED THEN CONTRACTOR SHALL REPLACE THE
PLANT.
