New Hope Road and Rock Quarry Road in southeast Raleigh, North Carolina. The project’s purpose is to create a large -scale master-planned community to meet the current demand for residential housing mixed with commercial space near downtown Raleigh. To move forward with the Olde Towne development, offsite road improvements on Rock Quarry Road were required by TIA for Phase 1. Widening of Rock Quarry Road results in impacting 351 lf of existing stream channel, requiring mitigation as part of the project’s issuance of an Induvial Permit and Water Quality Certification. To offset impacts of widening Rock Quarry Rd, 351 lf of stream was relocated using natural channel design techniques. The restored stream was designed to have natural channel dimension, pattern, profile, and vegetation based on regional stream data. The stream was relocated and connected to the surrounding forested floodplain using a “Priority One” approach of grading the channel so that bankfull stage (incipient flooding) was at the elevation of the existing floodplain area with minor floodplain grading to provide sufficient flood prone area width to dissipate hydraulic energy during bankfull and greater flood events. This geomorphic condition will be sustained by increased sinuosity, creation of a stable slope, and grading appropriate channel depth and width for stability, thereby reducing bankfull shear stress and velocity. Stream longitudinal profile and bedform diversity were improved with the design of riffle and pool sequences and incorporation of log structures for habitat diversity and grade control. The streambanks and surrounding floodplain will be planted extensively with native riparian and wetland vegetation to establish a native forested riparian plant community. DESIGN MODIFICATIONS During the onsite pre-construction meeting, it was requested to protect additional existing hardwood trees in the project area. Trees on the plans and identified in the field were flagged to be avoided by the stream restoration work. As a result, the proposed stream channel alignment was modified slightly during construction as a field change, specifically between stations 1+30 to 2+00 to protect the mature trees and their extensive root systems. Another design modification included stabilizing the proposed stream channel at its downstream tie-in with the existing stream channel. Onsite rock equivalent in size to Class ‘B’ riprap was embedded in the channel bottom from stations 3+50 to 3+56 to protect against potential erosion in the channel bed. The top of stone matches channel bottom grade and the bank area was stabilized with erosion control matting and permanently protected with riparian vegetation. During construction, the relic stream channel was observed to overtop the constructed channel plug prior to its connection with the relocated stream channel. The future road widening will fill in the remaining relic channel and prevent this from occurring in the future. Therefore, in order to protect the channel plug in this interim condition, a log sill was buried at the upstream end of the channel plug and installed perpendicular to the relic stream channel. Additionally, temporary sandbag sills were placed on top of the channel plug within the floodplain and angled towards the proposed stream channel, promoting dissipated flow across the floodplain and into the relocated stream channel. AS-BUILT NARRATIVE > SPEC-18131 creating experiences through experience 2 of 2 AS-BUILT CONDITION At the time of as-built survey, two cross sections, 1 riffle and 1 pool were selected and surveyed to establish a baseline geometry for monitoring. A centerline survey was also performed to determine total restored length of 369 linear feet of the stream channel. The as-built centerline and location of the cross sections and their surveyed geometry points can be found on the as-built survey prepared by the John R. McAdams company signed May 10, 2021. Approximate location of the cross sections is shown on the as-built record drawings. General condition of the channel and surrounding project area can be observed in the attached photo journal. It should be noted that sediment load contributed from upstream reach has resulted in sediment deposition within the restored/constructed channel. Photos taken at time of construction completion should be considered the baseline condition for monitoring.
