Non-Discharge Compliance Unit:
S&ME, Inc. (S&ME) is submitting all monitoring and reporting requirements as specified in the above referenced permit for CF
Nitrogen, Inc. S&ME compiled this report using data gathered during the compliance year. This data includes: 1) Certification
Form, 2) Residual Sampling Summary Form, 3) 2020 Application Summary and Field Loading Rate Reports, 4) Field Application
Summaries, 5) Updated Attachment B, 6) Landowner Agreement Attachments & Lessee Agreement Attachments, and 7)
Groundwater Report.
CF Nitrogen, Inc. conducted land application events on current permitted fields in Hertford and Northampton counties within
the year of 2020. A total of 14,484,000 gallons of nitrogen-enriched groundwater were land applied.
TCLP, Pathogen and Vector Monitoring, and Soil Analysis are not included in the report as these requirements are not
required by Permit based on the permitted operation of a groundwater recovery system only.

Facility was compliant during calendar year
(including but not limited to items 1-13 below) issued by the Division of Water Quality. 0 Yes ❑ No
if no please, provide a written description why the facility was not compliant, the dates, and explain corrective action
taken.
2020 with all conditions of the land application permit
1) Only residuals approved for this permit were applied to the permitted sites.
2) Soil pH was adjusted as specified in the permit and lime was applied (if needed) to achieve a soil pH of at least 6.0 or the
limit specified in the permit.
3) Annual soils analysis were performed on each site receiving residuals during the past calendar year and three (3) copies
of laboratory results are attached.
4) Annual TCLP analysis (if required) was performed and three (3) copies of certified laboratory results are attached.
5) All other monitoring was performed in accordance with the permit and reported during the year as required and three (3)
copies of certified laboratory results are attached.
6) The facility did not exceed any of the Pollutant Concentration Limits in 15A NCAC 02T .1105(a) or the Pollutant
Loading Rates in 15A NCAC 02T .1105(b) (applicable to 40 CFR Part 503 regulated facilities).
7) All general requirements in as specified in the Land Application Permit were complied with (applicable to 40 CFR Part
503 regulated facilities).
8) All monitoring and reporting requirements in 15A NCAC 02T .1111 were complied with (applicable to 40 CFR Part 503
regulated facilities).
9) All operations and maintenance requirements in the permit were complied with or, in the case of a deviation, prior
authorization was received from the Division of Water Quality.
10) No contravention of Ground Water Quality Standards occurred at a monitoring well or explanations of violations are
attached to include appropriate actions and remediations.
11) Vegetative cover was maintained and proper crop management was performed on each site receiving residuals, as
specified in the permit.
12) No runoff of residuals from the application sites onto adjacent property or nearby surface waters has occurred.
13) All buffer requirements as specified on the permit were maintained during each application of residuals.

Nitrogen-Enriched Groundwater Recovery System
*Apparent Waypoint Analytical lab error- recurring lab errors (reporting of low pH values) were
documented by S&ME between April and July 2020. The actual pH of reclaimed water has been well
documented as having neutral pH since beginning of the land application program in 1998.

On behalf of CF Nitrogen, Inc. (CFN), a wholly-owned subsidiary of CF Industries Holding, Inc. (CFIH), S&ME, Inc.
(S&ME) is submitting the CY 2020 annual groundwater monitoring report for the CFN site located in Cofield,
North Carolina (Figure 1) as required by the Land Application Permit (Permit No. WQ0012404 , effective January 1,
2021). S&ME completed this annual report while under contract with CFIH.
Groundwater Recovery and Distribution Volumes
Based on weekly flow meter readings recorded from Transfer Pump Station #1 beginning December 26, 2019, and
ending December 24, 2020, approximately 14,712,300 gallons of groundwater were removed from the confined
shallow aquifer in 2020.
Quarterly flow amounts for Transfer Pump Station #1 were as follows:
1st Quarter (January – March 2020): 3,879,300 gallons
2nd Quarter (April – June 2020): 3,354,600 gallons
3rd Quarter (July – September 2020): 4,823,800 gallons
4th Quarter (October – December 2020): 2,654,600 gallons
Total Groundwater Recovery for 2020: 14,712,300 gallons
Based on flow meter readings from Transfer Pump Station #2, approximately 14,310,000 gallons of water were
transferred from the storage basin for land application.

The nitrogen-enriched groundwater was applied to a variety of crops throughout the year including corn, wheat,
soybeans, and fescue. The following volumes of groundwater may differ slightly to those reported in the land
application report, because meter readings were recorded on dates when weekly inspections were conducted,
which may have been different than the days readings were recorded by the land application contractor. The flow
volumes were recorded during weekly inspections and summed to calculate quarterly volumes of groundwater
that were land applied to agricultural fields.
Quarterly amounts for 2020 were as follows:
1st Quarter (January – March 2020): 3,377,000 gallons
2nd Quarter (April – June 2020): 3,347,000 gallons
3rd Quarter (July – September 2020): 4,778,000 gallons
4th Quarter (October – December 2020): 2,808,000 gallons
Total Groundwater Applied for 2020: 14,310,000 gallons
The total annual recorded rainfall at the Ahoskie site was 47.02 inches, compared with the annual average of 46
inches for the area. Land application efforts for 2020, on average, maintained the groundwater elevation within
the slurry wall below 30 feet mean sea level (ft-msl).
Onsite groundwater elevations were measured monthly from January to October during 2020 and quarterly
thereafter. The groundwater elevations recorded from December 26, 2019 through October 27, 2020, and those
recorded on January 27, 2021, are presented in Table 1. As required in the permit, potentiometric maps showing
quarterly interpretations of general groundwater elevations based on end-of-month measurements for January,
April, July, and October 2020 are included as Figures 2, 3, 4 and 5.
As required in Attachment C of the Non-Discharge Permit, cross-sectional views of water levels measured in
piezometers PI-11 – PO-12 and PI-2 – PO-236 were prepared and are attached as Figures 2A, 3A, 4A and 5A for
each corresponding quarterly potentiometric map. Additional cross-sectional views of water levels measured in C-
designated wells C-23 – C-22, C-29 – C-28 are included as Figures 2B, 3B, 4B and 5B, and cross-sectional views of
C-33-C-32 and monitor wells MWI-4 – MWI-6 are depicted in Figures 2C, 3C, 4C and 5C. The history of water
levels for piezometers PI-2, PI-11, PO-12 and PO-236 is graphically shown in Figure 6. The historical water level
data from the oldest C-designated wells on site (C-22, C-23, C-28, C-29, C-32 and C-33) are graphically shown in
Figure 7. Historical water level elevation data for MWI-3, MWI-4 and MWI-6 are depicted in Figure 8.
Precipitation events were recorded by an on-site rain gauge. The amounts of precipitation for CY 2020 are
presented in Table 2. Monthly recorded rainfall on-site ranged from 1.83 inches in June 2020 to a season high of
6.97 inches in June 2020. The average monthly rainfall amounts for Cofield, North Carolina (according to
precipitation data from the USA.com website, www.USA.com), are presented on Table 2 and depicted on Figure 9.
The amount of rainfall in 2020 was approximately one inch greater than the average rainfall for the region.
