The North Carolina Division of Water Resources conducted an inspection of the Newport Collection
System on 4/13/2021. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCS00177.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted
during the inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Town of Newport Collection System was conducted on April 13, 2021. The purpose of
the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit
WQCS00177. Scotty Rollins and Bernie Hall were present during the inspection.
The Town's collection system has nine duplex pump stations connected to the Mission telemetry system. Each pump
station has a permanent generator except for PS #7 which has a dedicated portable generator. Currently, a new raised
generator pad is under construction for PS #1 to keep it out of possible flood conditions. The budget for next fiscal year
includes the rehab and storage addition for PS #2. In addition, a set amount is earmarked in the next several years of the
CIP for the replacement and upsize project of PS #1 and for rehab of sewer mains throughout the Town.
The facility is compliant with the Collection System Permit WQCS00177. Please review the comment sections of the

Comment: FOG information is sent out annuallv throuah the Town's water/sewer bills and throuah
placement of door hangers. Grease trap required installation and cleaning frequency varies
depending on the amount of grease generated from a facility and any issues found in the
collection system caused bV a grease generator.

Comment: In the next fiscal year, the Town has budgeted money for the rehab and added storage for lift
station #2. In addition, a set amount is earmarked in the next several years of the CIP for the
replacement and upsize project of lift station #1 and for rehab of sewer mains throughout the
Town. Money is also budgeted annually for collection system and lift station maintenance that is
not included in the CIP.

lines, manholes and pump stations. The as-builts are available for remaining details. The Town
has purchased GIS equipment and software and is currently working on a more comprehensive
map.

Comment: All stations inspected were secured and had 24-hour notification signs posted as required.
Alarms were operable and the Mission telemetry system notified the operator. PLCs were
installed to monitor the levels in the wet well and the high-level floats are used for back-up. Then
are permanent generators at 8 of the 9 pump stations, and PS #7 has a dedicated portable unit
on site. Generators are exercised weekly and tested under load every 2 weeks.
