The North Carolina Division of Water Resources conducted an inspection of the Town of Surf City
WWTF on 5/11/2021. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0000795. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
A routine compliance inspection of the Town of Surf City WWTF was conducted on May 11, 2021. The purpose of the
evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit
WQ0000795. Zack Butler, ORC, was present during the inspection.
The Town operates a 1.5 MG Sequencing Batch Reactor treatment system and irrigates on fields 1-16 at the Sarge Martin
site at the plant location and fields A-H at the Juniper Swamp site, approximately seven miles west on Hwy 50. Flow is
limited by a disposal of 1,100,000 gallons monthly average and 767,800 gallons annual average.
There have been some irrigation exceedances on the Juniper Swamp fields in the past year. The Town has been working
with the Wilmington Regional Office and continues to evaluate the expansion of more disposal options. A review of files from
the last two years shows no effluent parameter exceedances and the parameters tested are well below the effluent limits.
The modifications listed in the current permit are under construction. Some beams and grating at the headworks has been
replaced. Piping to connect the new disc filter and a 12 inch valve between the post EQ and the disc filters were completed
recently. All of the modifications are expected to be completed in approximately one year.
The facility is compliant with Non -Discharge Permit WQ0000795. Please review the comment sections of the inspection

Comment: The Town is field lab certified (Cert # 5558) for oH. Bench sheets and calibrations for the Hach
PH meter used were complete. Samples were taken by Land Management Group on the last
week of April for the annual soil analysis report. The daily operational and maintenance log was
detailed and complete. Maintenance documentation can also be found on computer records and
on a white board list located in the lab. GW records from the last three years show exceedances
in TDS for MW #3 and #4 located on the Sarge Martin irrigation fields.

Comment: The fields observed at the Sarge Martin and Juniper Swamp sites appeared to be well
maintained and operated. The Juniper Swamp fields have had irrigation exceedances in the pass
year. The Town continues to evaluate expanded disposal options and has been in
communication with the Wilmington Regional Office.
