To provide 35 rods and reels and supporting tackle per site to the City for loaning from the Greensboro City Lakes._ I To provide identification cards and registrations forms to the City at no charge. 4. To assist with maintaining the fish feeder program at Greensboro City Lakes (Brandt. Higgins. & Townsend. 5. To provide personnel for the initial placement of 6 feeders (2 at each lake) and subsequent maintenance of feeders, which have been recommended and approved by the Commission and City. 6. To provide 75 percent of the operational cost (e.g. rods and reels, tackle boxes, hooks, sinkers, bobbers, feed, feeders and etc.) of the fish feeding and Fishing Tackle Loaner Program. The Commission will provide copies of total expenditures (receipts /purchase orders) to the City in determining the City's share of the operational cost of the program and will bill the City for their fair share. THE CITY AGREES: To cooperate with the Commission in maintaining the feeder and tackle loaner programs at Greensboro City Lakes (Brandt, Higgins & Townsend)., located near Greensboro North Carolina. 2. To follow Commission recommendations and procedures in establishing and maintaining a feeding and tackle loaner programs at the Greensboro City Lakes. 3. To permit ingress, egress and regress to Commission personnel engaged in executing the feeder program 4. To ensure that fishing tackle is loaned to the general public without discrimination and consistent with the regulations stated on the registration form and that no supplies associated with the Fishing Tackle Loaner program will be sold to the public. 5. To ensure that proper recognition is given to the Commission in all brochures, advertisements, etc. concerning the feeding and tackle loaner programs with the City. 6. To provide 25 percent of the operational cost (e.g. rods/reels, tackle boxes, hooks, sinkers, bobbers & etc.) for the feeding and fishing tackle loaner programs which is payable to the Commission by May 15`h of each year. IT IS MUTUALLY AGREED: That this Agreement shall become effective as soon as signed by both parties and the program shall continue in effect until December 31, 2009. Upon reaching the termination date, the Agreement will automatically be renewed for an additional 5 years unless cancellation is requested in writing, by either party. This Agreement can be terminated by either party by providing a written notice with a 180 day grace period for termination. Upon termination of this agreement, all rods and reels, tackle boxes and unused terminal tackle will be returned to the Commission. 2. That nothing in this Agreement shall obligate either party to any conditions not specially stated herein. It only mentions access to their property in relation to the feeder program; however, the fish program, feeder program, and fishing access program are all one -in- the -same at this time, from our perspective. Obviously we have a busy summer schedule here at Lake Higgins as well as informing the public our pier will be "down" for a short time period. Thanks again, Your staff /contractors will have full access to the boat ramp as well as an area to "beach" near the pier shoreline. • We can dispose of the refuse /pieces of the old pier. Google image pin #1 would not be an area where we could place the refuse on the ground. That area is our primary kayaking launch and rental boat launch. Pin #2 is definitely a better site although room is tight and the ground may be soft. We have plenty of space in the gravel parking area and in the park for that matter to place materials prior to disposal. Once again as we finalize dates hopefully we can make our staff and perhaps equipment available to haul the old pier away. I realize an ideal location will be as close to construction /water's edge as possible. • In a given year Lake Higgins fluctuates very little. Maybe up 2.5 inches during heavy rain. Max overfull I have seen is maybe 8 inches once or twice in the past 6 years • In the summer barely any shore is exposed regularly. 1ft would be considered average. • In the 6 years I have been here the water has only been very low /drought conditions one time (2007). We have maintained a steady lake level with the spill way and rain the other 5 years. • Wind or waves have never been an issue at the pier. Boat traffic is minimal at best near the pier (caution buoys, informed boaters, etc.). Furthermore, I have never seen water splash onto the existing pier or boards /sections becoming loose due to waves. Lake Higgins is known to offer relatively calm seas. • As of today (lake level +1 inch) the depth of 5 ft can be found 103 ft out on the existing pier. At 151 ft (the end of the existing pier) the depth is 7 ft. I realize this is shallow that is why we have looked at having as long of a pier as engineering would allow The floating feeder is in approximately 9.5 ft of water, an easy cast away and is known for catching some great fish as your staff witnessed last summer Derek J.
