Dear Mr. Klimek:

Your letter of January 5, 2007, specifically item #2 requests we prepare a final written
storm water management plan for the subject property.
As I discussed with Mr. Daryl Lamb of the DWQ Winston Salem Regional Office, the
approved crossing occurs in a portion of the James Landing Development. This development
was initially developed in 1993, clearly prior to the Randleman Dam watershed. At that time, a
master watershed development plan was prepared, reviewed and approved by the City of High
Point. The plan provided for the total acreage in the overall James Landing Development, a total
of 250 acres, and addresses the adjoining property within the basin that would eventually drain to
the storm water facilities that we designed to comply with the required regulations. The subject
crossing occurs within an 11 acre tract that has been annexed into the Property Owners
Association which was setup primarily to deal with the storm water management plan that was
developed. I have enclosed with this letter a copy of the recorded Final Plat for this tract entitled
"Final Plat for Siegal & Tucker" as prepared by Davis, Martin, Powell & Associates, Inc. As
noted on the plat in the section titled "Water Quality Devices Maintenance Agreement" the POA
is responsible for the water quality devices that have been previously approved and installed for
this tract. A Copy of the recorded POA document is on file at the City of High Point along with
all the specific engineering drawings for the water quality ponds.

requirements setout in your letter of January 5, 2007. I would be pleased to provide any
