Impact Justification and Mitigation 1. Avoidance and Minimization 141.68KB la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The sewer line tie-in was designed to avoid impacts to the adjacent jurisdictional stream. However, that made wetland and buffer impacts unavoidable. The maintenance corridor was designed to not exceed typical corridor size, Mich minimized both the wetland and buffer impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Silt fence will be employed to avoid and minimize impacts to the adjacent tributary. Soil from the wetland will be sidecast during construction and returned once construction is completed. This will increase the potential for the wetland to re-establish itself within the maintenance corridor. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? r Yes f• No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: Impacts to riparian buffers are Deemed Allowable. Wetland impacts are below0.10 acres and, due to the minimal impact, compensatory mitigation is not proposed. F. Stormwater Management and Diffuse Flow Plan (required by DWR) 1. Diffuse Flow Plan la. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules? f, Yes r No What type of SCM are you providing? n Level Spreader j— Vegetated Conveyance (lower SIdWT) n Wetland Swale (higher SHWT) p Other SCM that removes minimum 30% nitrogen n Proposed project will not create concentrated stormwater flow through the buffer Diffuse Flow Documentation 2.
