8. PROJECT SUNINIARY: The applicant proposes to construct a single family home, driveway and a
retaining wall. This development would involve filling 420 ft2 of Section 404 Wetlands and disturbing
5,400 ft2 of high ground.

9. Narrative Description: The project is located at 7124 Emerald Dr in Emerald Isle, Carteret
Co. This site is bordered to the north by Archers Creek and to the east and west by existing single-
familyhomes. The proposed fill is within the 575' Estuarine Shoreline AEC of Archers Creek.
The aforementioned lot is 77,967ft2 in size and averages 7' above sea level. Currently there is a
single family home with all utilities existing on site along with a dock. Along the 124' shoreline
there is a thick fringe of coastal marsh containing Black Needle Rush (Juncus roemarianus) and
Smooth Cordgrass (Spartina alterniflora). Directly adjacent to the marsh is a fringe of Section 404
Wetlands. Patches of Section 404 Wetlands are also scattered throughout the high ground. The
vegetation on the highground area includes: Live Oak (Quercus vir ink), Loblolly Pine (Pinus
taeda ,Red Cedar (Juniperus virginiana), Yaupon (Ilex vomitoria) and Wax Myrtle (Myrica
cerifera .
In the project area, the NC Division of Water Quality classifies the waters of Archers Creek as SA-
OutstandingResource Waters (ORW). The NC Division of Marine Fisheries designates the area as a
Primary Nursery Area (PNA) and it is closed to the taking of shellfish. The local land use plan
classifies this area as residential and conservation within the AEC's.
10. Proiect Description: Greg Dennis has made application to construct a single family home. A
driveway would also be built in order to connect the home to an existing drive. In the construction
process the applicant proposes to fi11420 ft2 of Section 404 Wetlands and disturb 5,400 ft2 of other
high ground areas.
The proposed home would have a footprint 30' wide and 30' deep (900 ft2) including porches and
decks. The driveway would be 55' long and 10' wide. The driveway and home will result in an
additional 1,450 ft2 of area within the 575' AEC to be impervious. In order to connect the home to
Emerald Dr., the driveway must cross an area of Section 404 Wetlands. This will result in 420 ft2 of
wetland fill. In wetland areas, 4 feet of fill will be placed to accommodate the 10' wide driveway.
The owners estimate that approximately 62 yd3 of fill will be necessary to fill the wetland areas
proposed for the driveway. A 55' retaining wall would be installed to stabilize the fill. An
additional 115' retaining wall would be installed along an adjacent wetland pocket. The applicant has
acquired a Nationwide Permit from the Army Corps of Engineers. The existing home and driveway
along with the proposed home and driveway would create a total of 12.47% impervious surface for
the area within 575' of NHW.
Utilities to service the home are to include water, electricity and cable. Anon-site septic system will
be installed for sewage disposal. The septic system will be greater than 100' away from NHW.
11. Anticipated Impacts: The construction of the proposed home and driveway would
require filling 420 ft2 of Section 404 Wetlands. On high ground, 7,309 ft2 will be disturbed for
the home, septic system and driveway. Silt fences will be used to prevent fill material from
being transported into the marsh and wetland areas.
