Hi Jerry. I reviewed the PCN and have a few questions about the proposed wetland impacts before I can verify that the
project fits the terms and conditions of NWP 3:
The NWP 3 descriptions states “temporary fills must be removed in their entirety and the affected areas returned to
pre-construction elevations. The areas affected by temporary fills must be revegetated, as appropriate.” As such, is
there a wetland restoration plan in place for the temporary wetland impacts proposed for this project? Further, the
permanent wetland impacts appear to be for excavation to remove bridge bents and/or abutments; can these areas be
restored as part of that wetland restoration plan for avoidance and minimization purposes?
Any details in this regard would be very useful as I continue my review. Thanks, and please let me know if you have any
questions.
