4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
Empty residential lot in a subdivision. A 4 bedroom septic system is installed on the left front side of property. The right side of the property is a hill along side Archers creek the length
of the lot. Almost all of the lots on the street are developed with single family dwellings.

4h. Explain the purpose of the proposed project:*
In order to build a home on the lot and remain compliant wth the town of Emerald Isle set backs I request to fill in a small portion of wetlands. The portion of wetlands to the front center
of the property is the area I propose to fill having the least impact on the wetlands. In order to have the home site area filled it would require a 4' high retaining wall at the rear and right
side of the house with a square footage of 1,002 sq. ft. area to back fill. The remainder of the wetlands would be undisturbed.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The proposal includes constructing a retaining wall to the right and rear side of the house and back filling. Pilings will be set on the line and the construction will be on the fill side not to
disturb the wetlands behind the proposed wall. There will be a silt fence installed to keep sand and other debris from falling into the wetlands. All wood is pressure treated, the back
length of wall will be 20' and the right side of wall will be 36' long both walls 4' h with them tapering down to 1' near the ends. The pilings will be 6x6"x8' buried 4' depth. 3 horizontal 4x6"
boards at bottom, middle and top. 2x6" vertical boards with a barrier fabric on the inside of the finished wall before backfill. Installing a 2x10" cap the top of wall. Al precautions will be
met to not disturb the wetlands outside of the 1002 sq ft.

la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The retaining wall will be constructed by placing 6x6" pilings set inside the 1002 sq ft. area so as not to disturb the other portion of wetlands. By using
a vibrating machine setting the pilings straight down to avoid damage. Machinery will not be on the wetlands side of the retaining wall. Silt fence will be
in place to contain any debris.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
A silt fence will be erected as a barrier to protect the wetlands and keep construction debris from entering the protected area.

undisturbed along with the vegetation will remain a natural area.

reached out to Ryan Davenport a few months back
because Thomas Charles told me i need to see if it is CAMA
jurisdiction. At that time I was told by Ryan it is not CAMA
jurisdkton. Also my lot doesn't border the creek. The
developers "Keefer "own that area.
Please advise.
