Page 10 of 10 ATTACHMENT 1 – PCN FORM CSXT BRIDGE AT MP SE 305.50 OVER BIG SWAMP #3 D. Impact Justification and Mitigation 1. Avoidance and Minimization 1.a. Wood performed a bridge hydrologic and hydraulic review of the proposed bridge replacement project at Milepost SE 305.5. The proposed bridge work includes replacing the existing 18 span timber bridge 225 feet in length with a three span steel and concrete bridge 154 feet in length. The subject bridge at SE 305.5 spans over a secondary channel within the floodplain of Big Swamp. The effective HEC-RAS hydraulic model for Big Swamp was retrieved from the North Carolina Flood Risk Information System (FRIS) to support the bridge analysis. The calculations indicated the proposed bridge will result in an increase of approximately 0.04 feet to the 100-year flood elevations upstream of the bridge. The increase meets the Section 60.3(c)(10) of the National Flood Insurance Program (NFIP) Regulations: Floodplain Management Criteria and the North Carolina Floodplain Management criteria which allows up to one foot increase in base flood elevations along rivers and streams without a mapped floodway. In addition no impacts are expected to occur to upstream structures due to the increase in the 100-year flood elevation.
