With this submittal, the United Scrap Metal — Charlotte Facility (USM) is providing the Period 1
(January -June 2021) stormwater sampling discharge monitoring report (DMR), which also serves as
monthly monitoring for "tiered" response activities due to benchmark exceedances. An updated results
table is also enclosed. USM is currently monitoring monthly due to "tier three" status for copper at all
outfalls and zinc at Outfalls 003 and 004. After this monitoring event, analytical results for zinc from
Outfalls 001 and 002 have been below the benchmark concentration for three consecutive events.
As noted in prior DMR correspondence, installation of Regenerative Stormwater Conveyances at Outfalls
003 and 004 were completed in the month of November 2020, however, USM is having difficulty
achieving consistent copper and zinc results near benchmark concentrations at those outfalls. As a result,
USM requests a second technical review from the NCDEMLR, which will provide regulatory
assessment of efforts completed to -date and perhaps some valuable insight into future compliance
activities that may be necessary based on other sites in the region struggling with the same parameter
benchmark concentrations.
