Salisbury Street, Raleigh, NC 27620 RE: DWR Task 2 Mitigation Site Earthwork, Planting, and Installation of Monitoring Devices Comment Response Letter Moccasin Creek Mitigation Bank Parcel (DWR # 2019-0239v2) Johnston County, NC Dear Ms. Merritt: Wildlands Engineering, Inc. (Wildlands) has reviewed the Division of Water Resources (DWR) comments dated April 21, 2021 and April 23, 2021 for the completion of Task 2: Mitigation Site Earthwork, Planting, and Installation of Monitoring Devices for the Moccasin Creek Mitigation Bank Parcel. Responses to your comments are included below. For your convenience, your comments have been reproduced and are followed by our responses in bold type. April 23, 2021 1. T-posts marking the inner 15' boundary along Moccasin Creek and UT1 were present, but there were no easement placards/signs attached to the posts as required. Action: Attach signs to all posts and provide photo documentation that the work is completed. Easement placards have been reattached to all T-posts marking the inner 15' boundary along Moccasin Creek and UT1. A photograph log displaying this is attached below. 2. Inefficient boundary markers showing the easement boundaries of the two utility lines that intersect the site. Action: Add additional T-posts to the inner boundaries of the two easements where the two utility lines cross through the site. Add signs and bright taping to the T-posts and provide photo documentation that the work is completed. T-posts mounted with easement placards have been added to the inner easement boundary where the utility lines cross through the site. Bright flagging tape has also been added to the additional T-posts. Photographs displaying this have been added to the log below. 3. No seeding was observed to have been implemented by the Sponsor in accordance with the approved BPDP. Action: According to the BPDP, a temporary & permanent seed mix including pollinator -friendly seed was to be applied to the site. Since the site is currently vegetated by an annual cover crop applied by the farmer, it will be acceptable for Wildlands to wait until conditions are appropriate to apply a temporary and permanent seeding across the site. DWR expects Wildlands to determine the best season to apply the seeding to receive the best results/survival and provide that information to DWR in response to this email. It is highly recommended that the seeding be in place prior to the cover crop dying. A pollinator friendly seed mix was applied to the site on 5/17/2021. Wildlands anticipates sufficient herbaceous cover to be present leading up to and during the time of Monitoring Year 1 vegetation plot photographs. The table below depicts the pollinator friendly seed mix. DWR does not advise the usage of polytape on the site. However, DWR does recommend adding a bright flagging to the T-posts along Moccasin Creek, UT-1 and within the inner boundaries of the two utility easements. Flagging tape has been added to the T-posts along Moccasin Creek, UT1, and within the inner boundaries of the two utility easements. Photographs displaying this have been added to the log below. 5. Plot #9 was in the wrong location according to the maps supplied with the approved BPDP. Action: A corrected map needs to be submitted to DWR in response to this email, showing accurate plot locations which are slightly different than what was provided in the approved BPDP. A map showing the current vegetation plot locations has been attached below. April 21, 2023 1. According to the BPDP, both posts and polytape were to be placed along the CE along Moccasin Creek. Was this performed? Why or why not? Based on the as -built site walk, it was agreed that polytape was not necessary, due to adequate signage along the Conservation Easement on Moccasin Creek and flagging tape would be used instead. If so, what measures were taken? No drain tiles were discovered on the Mitigation Bank Parcel during the time of site work. 3. Identify the seed mix that was used on the site. The seed mix listed below was applied to the site.
