PROJECT NARRATIVE
Cape Cottages
February 24, 2021
Job Number: 27388.0004
Cape Cottages is an existing undeveloped 30.4-acre tract in Leland, North Carolina. The current development
plan is for a cluster type residential subdivision consisting of 315 cottages and an amenity site.
Cape Cottages, LP proposes to develop 315 cottages, known as Cape Cottages on approximately 30.4 acres
of the existing tract. The site is bounded by the Summer Bay Villas Development to the north, undeveloped
tracts to the east & west, and wetlands to the south.
The existing conditions of the site are mostly wooded with some slight clearing for a dirt road. The site contains
wetlands as determined by the United States Army Corps of Engineers (SAW-2006-00669). The existing
topography contains a range of moderate to steep slopes ranging from 5-15%. The predominant soil types on -
site belong to hydrologic soil groups A and B. The site drains to Jackeys Creek which is a tributary of the
Brunswick River in the Cape Fear River Basin. Jockeys creek is classified as C;Sw with an index number of 18-77-
3.
The Cape Cottages site work will consist of the clearing and grubbing of an existing wooded area, grading of
the existing contours, and the construction of utilities, roadway, sidewalks, driveways, an amenity site and 315
cottages. Stormwater runoff will be treated by two proposed wet detention pond stormwater control measures
(SCMs). The SCMs will discharge to the existing wetlands adjacent to the south and south east portions of site.
Each of the SCMs will be constructed to meet the minimum design criteria for wet detention ponds as set forth
in the NCDEMLR/DEQ Stormwater Design Manual.
Perimeter erosion control measures will be installed prior to the mass clearing / grubbing and grading of the site.
These measures include silt fence with associated outlets and a construction entrance. Once construction
begins, internal measures will be installed and maintained until the site is fully and permanently stabilized. These
include two skimmer sediment basins, inlet protection of newly installed catch basins, seven to fourteen day,
temporary stabilization of slopes, and energy dissipaters at outlets and areas of concentrated flows. The
anticipated construction sequence is as follows:
1. Install perimeter silt fence and construction entrance;
2. Clearing of site;
3. Install remaining erosion control measures (skimmer sediment basins, temporary diversions, etc.);
4. Site rough grading;
5. Install drainage conveyances (pipe networks and swales);
6. Install water and sewer systems;
7. Install roadways;
8. Install buildings;
9. Install Sidewalk;
10. Final grading of site;
11. Permanent stabilization of site. Remove all temporary erosion control measures. Restore wet detention
ponds to design specifications upon completion of project.

I _Bob Walker certify to the best of my knowledge that the addition of the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which 1
