Mark, I have reviewed the Merger Screening Packet for U -3618, Carey Road Extension, in Lenoir County. The potential impacts are in line with other projects that have not gone through the Merger 01 process. Based on the information provided, I do not think that the project needs to go through the Merger process. However, I have always been an advocate for allowing other resource agencies to provide comments on these projects at some point during the process, preferably prior to permits, just in case there are any unforeseen issues that need to be addressed. The way the process generally works, I do not believe that this has been an issue in the past; however, something I hope will be available to others during the development of this project. Since the Kinston Bypass information was used for this screening, I would think the impacts, especially to streams and wetlands, should be fairly accurate - much more so than with other projects. If anticipated impacts for this project should change significantly, please notify me so we can further discuss them and reconsider the Merger process. Additionally, I noticed a reference to ICE screening which is noted as being completed in December 2012. 1 would like to request a copy of this report for review. Thanks. As noted in the City of Kinston's Comprehensive Transportation Plan report, there is currently no direct east -west connection between the northern portion of downtown Kinston and the residential and commercial developments located directly west of the city. Traversing between these areas requires an indirect route on existing east -west and north -south roadways, including US 258 or SR 1001 (Pauls Path Road), SR 1557 (Hull Road), SR 1572 (Rouse Road), SR 1571 (Carey Road), and SR 1571 (Plaza Boulevard) respectively. The primary purpose of the proposed action is to: ■ Provide a direct link between US 258 and northern portion of downtown Kinston. The Carey Road Extension project, in conjunction with using existing area roads including SR 1001 (Pauls Path Road), SR 1571 (Carey Road), and SR 1571 (Plaza Boulevard) will provide a direct east - west connection between US 258 and northern downtown Kinston. Project Description and Overview ■ Location — Lenoir County northwest of Kinston — eastern project terminus is located within the city limits of Kinston. • Project description — Carey Road Extension, from US 258 at SR 1001 (Pauls Path Road) to SR 1572 (Rouse Road) at SR 1571 (Carey Road). • Logical Termini — eastern terminus is located at the existing intersection of SR 1572 (Rouse Road) and SR 1571 (Carey Road) and the western terminus is located at the existing intersection of US 258, SR 1001 (Pauls Path Road), and Hull Road (SR 1557). Hull Road will need to be realigned and connected with Carey Road Extension to avoid a 5 -leg intersection at US 258. • Proposed Facility Type — 4 -lane divided boulevard facility with limited control of access. ■ Length - 2 miles. General Study Area A draft study area has been developed and will be finalized during scoping. The Kinston TDM used TransCAD traffic modeling software and updated socio- economic data. The draft traffic forecast is being reviewed by NCDOT and should be finalized in March 2013. Local officials indicated an immediate need for this project and strong local support to move it forward. A public involvement plan has been drafted and is currently being reviewed by NCDOT to keep the public, elected officials and interested groups and agencies informed of the progress of the project. Permits Sections 404 and 401 permits will most likely be required (see potential impacts table attached). Railroad Involvement The new North Carolina Global TransPark (GTP) railroad spur ( NCDOT Project No. U- 292813) runs north -south across the project study area. The railroad spur connects the existing North Carolina Railroad (NCRR) east -west line located parallel to and north of US 70 with the GTP located north of the project study area. Carey Road Extension may require a grade separation over this new railroad. The railroad crossing will require coordination with the NCDOT Rail Division and the NCRR. Project Constraints /Additional Information Existing Facilities • SR 1571 (Carey Road) is a four -lane undivided facility with curb and gutter that connects SR 1572 (Rouse Road) with downtown Kinston and has a posted speed limit of 35 mph. The three -leg intersection with Rouse Road is controlled with a stop sign. • SR 1572 (Rouse Road) is a two -lane roadway with grass shoulders and has a posted speed limit of 35 mph. A left turn lane is provided for southbound traffic at the intersection with Carey Road. Rouse Road connects with Hull Road to the south and extends north to the GTP. Hull Road transitions to four lanes with curb and gutter at the intersection with US 258 to provide an exclusive right turn lane, through lane, and left turn lane for westbound traffic. The posted speed limit on Hull Road is 45 mph. ■ US 258 is a five -lane facility with curb and gutter with a four -foot monolithic island protecting left turn movements in the vicinity of the intersection with Pauls Path Road and Hull Road. The four -leg intersection with Pauls Path Road and Hull Road is controlled with a signal. The posted speed limit on US 258 is 45 mph. ■ SR 1001 ( Pauls Path Road) is a two -lane roadway with grass shoulders that transitions to four lanes with curb and gutter at the intersection with US 258 to provide an exclusive right turn lane, through lane, and left turn lane. The posted speed limit on Pauls Path Road is 45 mph. Land use • Current land use between Rouse Road and US 258 along the project corridor is mostly vacant undeveloped land. Land use at the eastern project terminus (Rouse Road and existing Carey Road) is made up mostly of residential development while the western terminus (US 258 and Pauls Path Road) has a mix of residential and commercial development. • The First Baptist Church of Kinston is located at the project's eastern terminus. • A new fire station constructed by the City of Kinston is located south of and across from the First Baptist Church parking lot that is located behind the church. Carey Road has been partially extended west of Rouse Road by NCDOT- Division 2 to provide access to the new fire station. Cultural Resources • Two potential historic architectural resources have previously been identified in the vicinity of the project: the Poole -Smith House (LR -883) and the Enzel- Sullivan House (LR -899). Both properties were reviewed as part of the Kinston Bypass GIS pilot study and neither property was found to be eligible for listing on the National Register of Historic Places (NRHP). • Three archaeological sites have previously been identified within the project study area during the archaeological surveys that were completed for the Crescent Road Project (R- 2719A). None of the sites were found to be eligible for listing on the NRHP. Based upon the high density of recorded sites in the area, the proximity of Taylors.Branch, the five tributary crossings, and the relatively undeveloped nature of the project area, there appears to be a very high archaeological sensitivity in this area. Therefore, additional archaeological surveys will likely need to be performed for this project. Bike Routes /Pedestrian Facilities • Existing Carey Road is a designated bicycle route and is listed as "needs improvement" on the Kinston CTP Bicycle Map (sheet 4 of 5). • There is a sidewalk located on the north side of existing Carey Road between Sparre Drive and Brookhaven Drive and a sidewalk is located on both sides of Carey Road between Brookhaven Drive and Riley Road. Page 3 of 4 STIP Project U -3618 — Carey Road Extension Kinston, Lenoir County WBS No. 35775.1.2 Natural Resources Merger Screening Information March 2013 • Forested wetlands and hydric soils are located within the project study area. • Several streams are located in the project study area including Taylor's Branch, two unnamed tributaries to Taylor's Branch, and two unnamed tributaries to Briery Run. The Neuse River buffer regulations will apply to the tributaries of both stream systems within the project study area. Briery Run and Taylor's Branch are both classified as C; Sw, NSW. • Taylor's Branch is a FEMA regulated stream (Zone AE) and will likely be crossed. • There are no streams in the project study area that are on the Final North Carolina Water Quality Assessment and Impaired Waters List (2010 Integrated 305(b) and 303(d) Report, approved August 31, 2010). No Outstanding Resource Waters, High Quality Waters, or Wild and Scenic Rivers exist within or within one (1) mile of the project study area. Other ■ The North Carolina Department of Agriculture and Consumer Services (NCDA &CS) owns a 152 -acre section of the forested area in the middle of the study area. The parcel is being used for timber management and is currently land- locked. The proposed project will have the potential to provide access to this parcel.
