This project is being conducted under the NCDOT Municipal Bridge Replacement Program. Enclosed is an application for a Clean Water Act Section 401 General Water Quality Certification No. 3886. The purpose of this project is to replace a structurally deficient bridge with a three barrel box culvert. A new culvert was chosen due to the crossing size and it reduces the cost of construction and maintenance compared to a bridge without reducing stream dimensions or hydrologic /aquatic life passage. The roadway will be widened to ensure the safety of the traveling public as the existing shoulders do not meet current design standards. The culverts will be located in approximately the same location and alignment as the existing bridge. The close proximity (20 feet) of a railroad bridge to this project severely limited upstream work without encroachment upon that railroad bridge. The only impacts to waters of the U.S. are 41 linear feet of permanent stream impacts due to culvert construction and 69 linear feet of temporary stream impacts for construction access and channel stabilization. The culvert will be constructed in the dry according to the attached construction sequence. No wetland impacts are anticipated for this project. The preceding information, along with the enclosed project information sheet, Pre - Construction Notification (PCN), vicinity map, U.S Geological Survey (USGS) map, wetland and stream impact drawings, construction sequence, and preliminary construction plans are being submitted for your review. A copy of this application is also being sent to the U.S. Army Corps of Engineers, although formal 404 notification is not required for this project. Explain the purpose of the proposed project: To replace a structurally deficient bridge and ensure the safety of the traveling public. 3e. Describe the overall project in detail, including the type of equipment to be used: The project involves replacing an approximately 36' long by 27' wide timber floor on steel floor beams bridge with a 39' long three barrel 10' X 10' concrete box culvert. A culvert was chosen as a replacement structure as it provides adequate hydrologic passage and reduces cost of construction and maintenance as compared to a bridge. The wider structure will provide a safer roadway as the existing shoulders do not meet current safety standards. Minor regrading of the roadway fill slope will occur to allow for the wider roadway. The proposed culvert will be located in approximately the same location and alignment as the existing bridge. Rip rap will be placed at the inlet and outlet of the proposed culvert to stabilize the stream banks. Two aging 24" stormwater pipes will be replaced with new 24" stormwater pipes in their approximate locations.
